Utumishi Girls Academy. A Girls boarding school owned by the police and run by the MoE.

Are the police able to run the school themselves? Probably yes- I assume the Utumishi Hospital is not farmed off to the MoH to run.๐Ÿ™…โ€โ™€๏ธ

Is there a root cause of all these government school fires- a resounding yes.

Is there need to also understand how government run boarding schools are dangerous places? - resounding yes.

There is absolutely nothing like a Rotary District Conference Assembly (DCA)! ๐ŸŒโค๏ธ This year, Naivasha is playing host to the historic legacy DCA for District 9212, and the energy here is unmatched.

Like every true Rotary gathering, amidst the serious discussions and impactful project reviews, there is an endless stream of camaraderie, joy, andโ€”letโ€™s be honestโ€”the absolute thrill of dressing up each day! ๐Ÿ‘—๐Ÿ‘” Every corner turned means a new Rotarian to meet, a new idea to process, and old friendships to renew.

But who knew that the person to deeply anchor us back to our roots would be KCB Group CEO, Russo? ๐Ÿ‡ฐ๐Ÿ‡ช๐Ÿ™Œ๐Ÿพ His speech was nothing short of profound. He reminded us of the sheer depth of Kenya, our beautiful multiculturalism, the journey of escaping poverty, and the importance of remaining completely grounded as Kenyans. He inspired us to keep doing what Rotary does best: quietly, intentionally, and passionately solving our community problems. ๐Ÿค๐Ÿ’ซ

And of course, it wouldn't be a DCA without the celebrations! ๐Ÿฅ‚๐Ÿน From glitzy cocktails and inspiring awards dinners, to the final grand dinner where we will usher in a historic new dawn.

This truly is a legacy DCA! ๐ŸŒŸ This Rotary year, District 9212 officially splits into District 9215 and District 9216.It is an incredibly momentous, fine milestone to witness because it means one thing: Rotaryโ€™s impact is growing exponentially! ๐Ÿ“ˆโœด๏ธ

As a woman in Rotary, it fills my heart with immense pride to see our phenomenal District Governor Wairimu Njage lead the district through this monumental transition. What a year it has been under her grace and leadership! ๐Ÿ‘‘๐Ÿ‘ฉโ€๐Ÿ’ผ

So the whole of last week we have all been rightfully livid about school fees of a certain high school. The owner of the said school, the Ministry of Education Kenya, wants this school run a certain way. Are we good upto here? Twende pole pole.

The Kenya Constitution 2010 Article 53 1) Every child has the right ..b) to free and compulsory basic education. The Basic Education Act 2013 operationalises this - section 28, 28, 31, 32 all the way to 40 all explain how the MoE and the Cabinet Minister deliver that mandate.

So the CS has a constitutional mandate to deliver, so you are right if you felt confused that the CS seemed timid when he wrote a letter, seemingly asking for action against the principal of the said school. Did you pause to wonder why a CS was asking for a third party which is not the school/the board of the school etc to act on a pretty straight forward issue? Si the whole country KNOWS this fee is illegal?

Here's the kicker - the CS cannot order the school principal to do anything... because the same constitution ensures that he CANNOT. He has to write a letter begging HR -TSC KENYA to do something about a constitutional mandate! That HR was given impossible powers by the constitution and is only answerable to the president - NOT the Ministry of Education! Is the TSC KENYA obligated to respond, do anything? Not really, except as a courtesy... if that...

Effectively, the constitution 2010, by elevating TSC KENYA to a constitutional commission, effectively stuck a middle finger up to the Ministry of Education and the millions Kenyan learners. There is absolutely NOTHING the CS can do about the said school should TSC KENYA decide to protect its staff member deployed to the said school. It is typically these schools which were nationalized post-independence which have a tendency to throw out the equity in education delivery.

So what does a response which is not a response at all from the Teacher Service Commission look like? Since it is not really required, the TSC has written to the Principal to write a show cause letter... Yup, a SHOW CAUSE LETTER. Please read that again. Yes, to show cause to the TSC.. And this is where it gets tiring... It is the Moe's job to educate Kenyans. It owns the schools. It mandates what the parental contribution should be for that. What in the good Lord's name is the TSC going to do with that MoE data/information? At best, TSC should have asked for a meeting with MoE and swiftly sanctioned the said principal. That's it. Hii ingine yote is the noise of inaction.

So what can the MoE do? At best ensure that we, the public know what happens behind closed doors of such public schools. It can and should publish inspection reports of schools. It should and can hold back development funds if schools are not compliant. In consultation with the president, the MoE should relinquish defiant schools back to the sponsors, which will trigger the TSC KENYA to redeploy teachers. Na ni hizi schools with a religious siponza that are problematic in special feelings.

It truly is an irony that vast sums of tax payer money go into building schools. It is a continued irony that the MoE is thinking of closing schools it has built that have been paralysed by a thing out its control - teacher deployment - and a system of school allocation which shoots the MoE in its own proverbial foot, enuring that our school system remains paralysed and impossible to course correct! Nkt.

So for those of you who think the said school has a right to do anything except what it is allowed to do by the MoE, I ask 2 simple questions: To whom does the school belong? What are the rights of that owner? If your answer is a diversion from these two foondamendo questions, please bring your child to a private school - we are here with all the choice you can think of. FYI, private schools now completely and totally dominate the post high school foreign university partial and fully funded scholarships in all the top ranked international universities.
