アトランタで開催されている国際都市計画史学会（International Planning History Society (IPHS)）において以下の論文を発表しました（オンライン発表）。服部純玲さんの卒業研究を発展したものですが、茨木市の戦後都市計画史は先駆的ですので、さらに学術論文として展開できたらと思っています。
The History of Urban Planning Based on the Garden City Concept and Neighborhood Unit Theory in Ibaraki City, Osaka, Japan

Ibaraki City, a medium-sized city located in the suburbs of Osaka, formulated the “Ibaraki City Basic Plan” in 1959. Kazuo Nakazawa, a city official at the time, recognized the characteristics and potential of Ibaraki City as a garden city presented by E. Howard and took a central role in formulating the plan. While aiming to develop as a city combining agriculture and industry, modeled on the garden city concept, the plan also introduced the neighborhood unit theory in the planning of elementary and junior high school districts and facility placement. This was advanced for a plan of a mid-sized Japanese city in that era.
In Ibaraki City, where urban planning began like this, a master plan—mandated by the Local Autonomy Act—was subsequently formulated. Since the first master plan in 1971, the city has undergone several planning revisions and has been developing its urban infrastructure based on these plans. As a result, Ibaraki City has realized a park system composed of neighborhood parks and Motoibarakigawa Greenbelt, which was converted from the site of a river that once ran north-south through the city. A civic center, concentrating public facilities, has formed at the node in the city center facing the Motoibarakigawa Greenbelt. In recent years, the opening of a complex cultural facility designed by architect Toyo Ito has further strengthened the park system and renewed the civic center.
