The workshop "Towards Common Action on Maritime Commons" -- Safeguarding Maritime Security in Asia through Regional Cooperation -- was held in Manila, the Philippines on June 15, 2015, hosted jointly by the Philippine Foreign Service Institute, the University of the Philippines, and the Institute for International Policy Studies.

Nearly 100 professionals, including leaders from the government, universities, and the press, participated in the workshop together with foreign experts from Japan, Vietnam, Malaysia, and Indonesia. In the opening session, Justice Antonio T. Carpio of the Supreme Court of the Philippines, who is an authority on South China Sea issues, delivered the keynote address. Afterward, current assessments and proposed measures on maritime security, including China's reclamations in the South China Sea, were discussed by the invited experts.

【ワークショップ「海洋の公共財に関する共同行動に向けて・・・地域協力を通じたアジア海洋安全保障の確保」】

今般、世界平和研究所とフィリピン外務省外交研究所、フィリピン大学の共催にて、6月15日にマニラ市内のホテルにおいて「海洋の公共財に関する共同行動に向けて・・・地域協力を通じたアジア海洋安全保障の確保」（"Towards Common Actions on Maritime Commons"---Safeguarding Maritime Security in Asia Through Regional Cooperation---）と題するワークショップを開催しました。

本ワークショップには、日本、ベトナム、マレーシア、インドネシアの四か国からの有識者を招聘するとともに、100人近くの政府及び大学等の関係者、その他有識者、プレス等が多く参加しました。ワークショップでは、冒頭にフィリピン最高裁判所の判事で南シナ海問題の権威であるアントニオ・カルピオ判事による基調講演が行われ、その後、専門家による海洋安全保障問題についての現状評価及びその対策について議論が行われました。

とりわけ、中国による埋め立て工事の進む南シナ海情勢について活発な議論が展開されました。最後に、プレス・リリースを採択し、議論を終えました。

IIPS has published "Asian Maritime Organization for Security and Cooperation" (AMOSC) -- Initial Report on Conceptual Framework -- based on the outcome of the "Symposium on New Maritime Security Architecture in East Asia" which was held on January 30, 2015.

This report is comprised of the main policy proposal by IIPS of establishing the AMOSC and the appendix which contains the papers from foreign experts who participated in our symposium. IIPS hopes this report will be a basis for further discussions to establish a permanent cooperative security institution in East Asia.

Does Asia Need a New Maritime Organization? Some are calling for a new institution to manage Asia’s maritime disputes.

IIPS will co-host a symposium, "Maritime Security in the Asia-Pacific Region and the U.S.-Japan Alliance," on March 5, Thursday, at the Wilson Center, Washington D.C.

Maintaining maritime security order is vital for peace in the Asia-Pacific region, yet tensions in the region continue to grow. At the same time, Japanese Prime Minister Shinzo Abe is looking to make changes in the nation's security policy which will determine the future of the U.S.-Japan alliance and, more broadly, the maritime security order in the Asia-Pacific region.

How the Japan-U.S. alliance can help maintain a maritime security environment favorable to both nations, and what the security challenges for Japan and the United States mean for bilateral and international relations will be discussed. In addition, implications of the national security discussion in Japan and China's recent domestic situation on the alliance will be addressed.

This event is co-sponsored by the Woodrow Wilson Center.

IIPS hosted an international symposium on new maritime security architecture in East Asia on January 30, 2015, in Tokyo.

In this symposium, there were serious discussions on establishment of new maritime security architecture in East Asia, and our proposal of an Asian Maritime Organization for Security and Cooperation (AMOSC), by maritime security experts from 10 countries and regions: Australia, China, Indonesia, Japan, Malaysia, the Philippines, Singapore, Taiwan, the U.S., and Vietnam.

We assume the central missions of "AMOSC" as threefold: (1) Enhancing Maritime Domain Awareness, (2) Maritime Capacity Building, and (3) Maritime Confidence-Building Measures. The purpose of "AMOSC" is to prevent and better manage current maritime disputes in an orderly manner, thus contributing to building and sustaining peace and order on a mid- and long-term basis.

With the upcoming report, IIPS is determined to continue to disseminate the idea on maritime security architecture including the AMOSC to officials and the public in regional countries and beyond with a view to promoting a framework to safeguard peace and order in the region.

当研究所は、2015年1月30日に東京で「東アジアにおける新しい海洋安全保障アーキテクチャーに関するシンポジウム」を開催しました。

本シンポジウムは、アメリカ・オーストラリア・中国・インドネシア・日本・マレーシア・フィリピン・シンガポール・台湾・ベトナムなど10カ国・地域の海洋安全保障に関する研究者によって、東アジアにおける海洋安全保障アーキテクチャーの創設について検討を行うもので、会場では当研究所が提唱した「アジア海洋安全保障協力機構（AMOSC）」（仮称）についての活発な議論が行われました。

「アジア海洋安全保障協力機構（AMOSC）」は、海洋での紛争防止やマネッジメント、中長期的な秩序づくりを目的とし、主な任務として、(1) 中立的な立場から紛争海域を監視し、報告を作成する、(2) 加盟国の外交当局や、海洋保安機関、海軍などの関係者一同が集まり、信頼醸成を図る、(3) 加盟国の海洋保安機関などのキャパシティ・ビルディングを行う、などを想定しております。

世界平和研究所としては、今回のシンポジウムを通じて提示された各国有識者の意見やコメントをふまえて、ありうべき「新しい海洋安全保障アーキテクチャー」について、AMOSCのアイデアを中心に年度末に向けて報告書を作成し、今後、関係各国の官民に対してアイデアを提示していくことを考えています。
