人間の安全保障学会 学生部会

【企画セッション終了しました！】

人間の安全保障学会第7回学術大会にて、学生部会企画セッション「人間の安全保障の理論の実践の将来ー高須幸雄先生をお招きして」を11月5日（日）に行いました。

高須幸雄先生から人間の安全保障に関する問題提起をしていただいたあと、以下の若手研究者4名による発表がありました：

内尾太一（麗沢大学・HSF事務局長）
山崎真帆（一橋大学・HSF事務局次長）
石郷岡宏記（同志社大学・学生部会副代表）
佐藤裕太郎（同志社大学・学生部会）

内尾さんと山崎さんからはHSFの活動を通じた人間の安全保障の「実践」とその意義、石郷岡さんと佐藤さんからは専門の中東とアフリカから人間の安全保障「理論」への論究があり、それぞれの発表に対して高須先生からコメントがありました。

続いて質疑応答に移り参加者をから多くの質問やコメントが出て、会場全体で有意義な議論が交わされました。

人間の安全保障学会学生部会では、学術大会（来年は広島です）でのセッションや、セミナー・研究会を企画していきたいと思います。

※HSFは、認定NPO法人「人間の安全保障」フォーラム（英 Human Security Forum）の略称で、本企画の共催として協力していただきました。

人間の安全保障学会第七回研究大会が始まりました。

当学生部会は、明日5日の15:30から国連人間の安全保障担当特別顧問の高須幸雄大使をお招きして、「人間の安全保障の理論と実践の将来」と題した日本語セッションをNPO法人「人間の安全保障」フォーラム（HSF）と共催いたします。

どなたでもご参加できますので、奮ってご参加ください。

高須大使はこれまで国連事務次長や国連大使（日本政府常駐代表）を歴任された「実践」のご経験と、ハーバード大学、東京大学、政策研究大学院大学等で研究されてきた「理論」の双方に精通されたご専門家でいらっしゃいます。

この度は、JAHSSとHSFの若手研究者による「研究報告・人間の安全保障研究への提言」に対して、コメントをいただき、会場全体で議論したいと考えております。

11月4日（土）5日（日）に立命館大学で開催される第7回人間の安全保障学会研究大会のお知らせです。

現在、9月30日（土）まで発表者を募集しています。発表希望者は（[email protected]）にメールで英文250 wardsのアブストラクトを送付してください。

そして、11月5日（日）15:30-17:00には、本学生部会が企画しNPO法人「人間の安全保障フォーラム」と一緒に『人間の安全保障の理論と実践の将来』と題したプログラムを共催します。

本プログラムでは、国連大使・国連事務次長を歴任された高須幸雄先生をお迎えして、若手研究者との意見交換・研究交流を行います（高須大使による基調講演も用意しております）。当人間の安全保障学会は英語を公式言語としていますが、本プログラムは参加者のハードルを下げるために日本語開催といたしました。

事前申込等なくどなたでも参加いただけますので、11月5日に関西にいらっしゃる方は奮ってご参加ください。

人間の安全保障学会（JAHSS）は、第7回年次カンファレンスを立命館大学にて11月4、5日に開催いたします。

当学生部会では、ゲスト講師をお迎えして若手研究者との交流会を企画しています。
イベントの詳細については、日程を確定させた上で近日中にご紹介できればと思います。

以下、年次カンファレンスのCall for Papersの詳細です。

テーマについて：
The concept and practices of human security, the responsibility to protect (R2P) and protection of civilians (POC), which have common purposes to secure individual freedom from fear, have been developed and applied in numerous cases over decades. However, increasing numbers of people still face a variety of threats, including armed conflicts and terrorist attacks coupled with famine, pandemic diseases and displacement. In most cases, these people are left without protection from their own states. There is a growing demand to revisit the origin of the human security concept and explore feasible prescriptions to save human lives trapped in conflict zones. This conference will examine the reality and nature of on-going conflicts and attempt to untangle the relationships of the existing concepts and practices regarding civilian protection with an aim to discuss what are practical and applicable measures to ensure human security in conflict zones.

*The conference language is English. However, the panel on Japanese foreign policy will be conducted in Japanese.

The Conference Organizing Committee will examine the submitted proposal. Accepted papers will be notified by the end of September. The presenter is requested to submit the paper (approx. 4000 words) or resume/extend abstracts (approx. 1000words) for commentators and panel chairs by October 15th. The two-day conference will be held on November 4th (Saturday) and 5th (Sunday), 2017. On the first day, we will have a key note speech followed by a plenary session. The academic presentations will take place on the second day starting from 10 am. Conference program will be released by the end of September.

Truong obtained her Doctorate of Philosophy at the University of Amsterdam. She is a retired Associate Professor of Women, Gender and Development Studies and coordinator of the research cluster on Migration and Human Security (2007–2012) in the International Institute of Social Studies (ISS) at Erasmus University Rotterdam, The Netherlands.

講演題目
Human Trafficking in the 21st Century: A perspective on trans-disciplinary cooperation

発表要旨
The intensification of human trafficking (HT) on a regional and global scale in the 21st century suggests that the background to the intercontinental trade involving human beings as items of exchange may well be apprehended as a resilient phenomenon, which has gone through several historical moments, each in a specific region with distinct trajectories. This presentation draws on several principles in the Critical Realist (CR) framework to explain the emergence of HT and human security (HS) as sub-systems within larger systems of transnational migration. The major proposal is that the CR framework may help produce a new understanding of transnational migration and the social forces that enable certain types of structure in the larger system of migration to transmute into practices of HT and/or HS practices at specific times in specific spaces and places. There is a need to identify areas for trans-disciplinary cooperation, which may better address what is a "complexity" created by human beings. Beyond the current view of a social system as a closed system and its ideal state of equilibrium to be maintained by anti-trafficking law, there is a dire need to develop deeper knowledge about migration systems (in which HT and HS systems are embedded), and the rules that direct them in order to identify and recognize parallel behaviors. Multidisciplinary and transdisciplinary cooperation can be helpful in finding new methods of responses. Just as HT and HS are created by human beings, so to can a system of "human security as the security of persons and communities". The core issue is a cognitive and political one.

この度は「人間の安全保障学会第6回研究大会」ポスターセッション最優秀賞にお選びいただき、心より感謝申し上げます。私にとって初の学会発表でとても緊張しましたが、今後の研究を進める上で大変良い経験になりました。

ポスターセッションではご来場の皆様から様々なフィードバックをいただき、人間の安全保障についてより深く学ぶことができました。また、他の発表者の方々のポスターも大変興味深く、新たな発見が沢山ありました。

学会全体を通じて多くの方々と意見交換ができただけでなく、優れた研究者や実務家の方のご講演、そして活発な質疑応答に参加することができ、とても貴重な経験をすることができました。

Title: Contribution of Human Security through Corporate Social Responsibility (CSR)

It was a pleasure and honor to participate in The 6th Annual Conference of the Japan Association for Human Security Studies (JAHSS). I had never attended an academic conference, let alone a poster session so I was terribly nervous. However, I did the best I can to create my poster on the Contribution of Human Security through Corporate Social Responsibility (CSR) and was shockingly awarded first place in the competition.

Through this experience I got exposure on how to present to an audience of students, professors, business folk, people who were knowledgeable in the field that I presented in and were passionate about. I am grateful for being given such a tremendous opportunity and feel more confident if I ever have the chance to present in an academic conference in the future.

Not only that, I learned much more in this field of Human Security studies through my fellow competitors and also through feedback from the audience members who came to talk to me during the poster session. I also learned that rather than presenting such material at the poster session, I gained so much more when I took this as an opportunity to learn and have a conversation with the people who came by my poster.

It was also an incredibly rare opportunity to have such high level UN officials discussing human security and having such a candid Q&A session following their presentations.

Thank you for the opportunity! I wish the best in future Annual Conferences and am excited for more academics, private sector participants, and public service officials to have more opportunity to discuss at future conferences.

・趣旨

　Over twenty years have passed after the emergence of the concept, “human security”. Still, the comparative advantages and the effective cooperation and collaboration among those actors are not clear and, after all these years, trial and error continues.
　For this year’s poster session, any contributions shedding light on the role of various actors in achieving human security are welcome. Presenters need to select one or several actors above and freely discuss their roles in human security (or insecurity) theory and practice.

‘Human’ concepts play an important role in trying to order and humanize the world we live in today. They seek to make sure that human faces, human interests, are not absent from otherwise too abstracted discussions about, for instance, markets and the economy, intellectual property, sovereignty, the stratosphere, different kinds of crises, and other issues occupying global and local agendas. Putting the human upfront, these concepts favor integrated thinking and are expected to be catalysts for agreements and actions that leave no one behind.

Human concepts, however, do not have a common, single origin, but are the results of different political, economic and social processes. While universal in principle, each of them speaks to different epistemic communities and traditions, matches different theories and values and brings along different tools, some of which usually contend for primacy in framing agendas and solutions. In other words, the concepts are inevitably partly overlapping and partly competitive.

It is thus not surprising to find sceptical takes about the relations between the human concepts. Human development reviews try to harmonize other concepts, but usually under their own hierarchy of ideas, which tends to narrow the scope of human security and, to a lesser degree, of human rights. Some human rights scholars express distrust about the implications of human security propositions for the international human rights regime. There has been deliberate sidelining of human rights in some human security narratives, which can lead to further mutual wariness. Therefore, much remains to be done in creating a coherent conceptual system that potentiates cooperation and draws benefits from overlaps and competition.

In his talk, Professor Gasper will review the relations and division of labor between the human concepts, specially between rights and security, highlighting the broad compatibility and complementarity in theory and practice.
