Had the opportunity this week to visit two towns in Fukushima: Namie and Tomioka. Namie is about 10 km north of the Fukushima Daiichi Nuclear Power Plant, whereas Tomioka is 10 km south. The national government declared large swaths of both towns safe-for-return in 2017. Yet, 95% of former residents have yet to return to either town. As one activist in Tomioka put it: "[the town] is starting over from scratch."
