REVIVAL BIBLE UNIVERSITY introduces a fresh practical course titled “POLICY DEVELOPMENT —For Institutions & Organizations”.

Every organization that intends to last beyond the personality of its leader must be governed by more than emotion, impulse, or tradition. It must be governed by policy.
Before God spoke creation into existence, the earth was “without form and void, and darkness was on the face of the deep” - (Genesis 1:2).
The Hebrew words “tohu wa bohu” describe a state of chaos, emptiness, and disorder. Activity without structure. Potential without direction.

The first move of the Spirit was not fire, miracle, or manifestation. The first move was ‘order’. “The Spirit of God moved upon the face of the waters. Then God said, ‘Let there be light’” - (Genesis 1:2-3). God separated, defined, set boundaries, and established seasons. From chaos came the cosmos. From disorder came design.

This is the theological foundation for every church institution and ministry. The God we serve is not a God of confusion but of peace and order - 1 Corinthians 14:40 NLT. Where the Spirit moves, structure follows.

‘Many leaders today are not less-anointed than others; they are simply less organized”. Anointing without order produces impact that cannot be sustained. Proverbs 29:18 AMPC warns, “Where there is no vision [no redemptive revelation of God], the people perish; but he who keeps the law [of God, which includes order] is blessed.” Vision gives direction, but law - God’s principles of order - protects that vision from collapse.

Judges 17:6 AMPC describes Israel’s low point: “In those days there was no king in Israel; every man did what was right in his own eyes.” The result was moral and institutional chaos. But 1 Timothy 3:14-15 KJV reveals God’s standard for His household: Paul writes so Timothy would know “how thou oughtest to behave thyself in the house of God… the pillar and ground of the truth.” The church is not a casual gathering. It is God’s household, and every household needs rules, boundaries, and administration.

This module establishes that policy is not the enemy of anointing. Policy is a set of rules through which an organization is managed and administered. Policies are instruments of order. They regulate behavior, forestall a repeat of unplanned occurrences, guide actions, prevent lapses, protect institutions, give direction to vision, and make for accountability. They are the “Let there be light” of administration - separating, defining, and sustaining what God has birthed.

Just as the earth could not produce life until God imposed order, many ministries remain stuck in cycles of crisis because they have activity without administration. In this module we will trace God’s pattern from Genesis to the New Testament, dismantle the myth that “spiritual leaders don’t need policies,” and lay the biblical groundwork for why every church and ministry must embrace order if it will grow and endure.

Applied Eschatology is the study of last things with a mandate for present living in faithfulness between “Occupy Till I Come” (Luke 19:13), and “Behold I come quickly”(Rev.22:20), not just the calculation of biblical mathematics.

Our Lord Jesus Christ framed the entire in-between season with two inseparable commands that define this course: “Occupy till I come” and “Behold, I come quickly.” These are not competing ideas, but complementary postures that guard the Church from both passivity and worldliness.

The prefix “applied” signals that we are not merely studying doctrine in abstraction. We are studying doctrine for formation. The end is not an escape hatch from responsibility; it is the reason for responsibility.
“Applied” means the truth of last things must be translated into preaching, leadership, ethics, family life, and mission today.

It refuses to reduce eschatology to speculation, sensationalism, or divisive debates over timelines and symbols. Instead, it treats the doctrine of Christ’s return as a discipline of stewardship — a theology that must produce faithfulness, order, and fruitfulness now.

“Occupy till I come” – Luke 19:13 – is the call to kingdom responsibility. It demands active service, multiplication of influence, building of institutions, and faithful governance of all that Christ has entrusted to us.

The Church is not permitted to retreat into escapism while awaiting the end. We are to disciple nations, shape culture, and ensure that what is well organized grows. This is RBU’s conviction: eschatological hope must translate into present productivity.

“Behold, I come quickly” – Revelation 22:20 – is the call to readiness. It demands holiness, watchfulness, and unbroken expectation. The imminence of His return dismantles spiritual complacency and moral compromise.

While we will interact with conservative, evangelical perspectives on Daniel, Revelation, and apostolic teaching with academic integrity, our central focus will not be on decoding enigmas. Our focus will be on formation: how the certainty of Christ’s return shapes preaching, leadership, discipleship, ethics, and mission today.
