☀️ SUMMER BREAK – SEE YOU AGAIN ON 27 AUGUST!

After an intense period of preparation, abstract evaluation and programme development, the SICC Series 2026 team will take a 20-day summer break.

📅 We will resume our regular activities on 27 August 2026.

During this period, we will have limited access to email, so responses may take longer than usual. We therefore strongly encourage everyone who still needs to register to complete the registration process without waiting for our return, particularly to benefit from the Early Bird fee before the 25 August deadline.

The SICC Series 2026 Plenary Sessions will bring together international experts, institutional representatives, researchers and professionals to discuss strategic, medical, technological and industrial challenges shaping the future of CBRNe security, preparedness and resilience.

⚔️ PLENARY SESSION 1
Hybrid Warfare and Global Instability: New Frontiers of Strategic Conflict and Societal Resilience

This session will analyse the evolution of hybrid warfare through cyber operations, sabotage, disinformation, attacks against critical infrastructures, energy insecurity and multidomain destabilization strategies.

Particular attention will be devoted to current international crises, protection of strategic assets, societal resilience, and the convergence between conventional and non-conventional threats shaping the future security environment.

🏥 PLENARY SESSION 2
CBRNe Health Security and Medical Preparedness: Protecting Society in Complex Emergency Scenarios

This session will focus on the integration of healthcare preparedness, emergency medicine, biosafety, radioprotection, toxicology and public health resilience within modern CBRNe frameworks.

Discussions will address hospital readiness, medical countermeasures, contamination management, interagency coordination, and long-term consequence management during large-scale emergencies and non-conventional crises.

Emerging Technologies, Industrial Transformation and Future CBRNe Risk Landscapes

This session will examine the impact of technological and industrial evolution on future radiological, nuclear, chemical, biological and critical infrastructure risk scenarios.

Topics will include advanced nuclear technologies, synthetic biology, industrial interdependencies, cyber-physical vulnerabilities, hazardous material monitoring, supply-chain fragilities, and systemic resilience strategies for increasingly interconnected high-impact environments.

📈 Technical sessions are filling up quickly! To maximize the opportunity of accommodating your contribution, all authors are kindly requested to indicate THREE DIFFERENT Technical Sessions, ranked in order of preference (Option 1, Option 2 and Option 3), as specified in the abstract submission form.

📝 The Scientific and Technical Committee will carefully evaluate each submission and assign it to the most appropriate session, taking into account:

🌍 SICC Series CBRNe Conference 2026 – Technical Session 12

🚨 Emerging Risks: Climate, Conflict, Food Security & Space Weather Impacts on CBRNe Systems

The world is facing a new generation of interconnected threats. Climate change, geopolitical instability, food insecurity, technological dependence, and even space weather are increasingly influencing CBRNe preparedness, emergency response, and the resilience of critical infrastructures.

Technical Session 12 will explore how extreme weather events, NaTech disasters, radiological releases, vector-borne diseases, food contamination, hybrid threats, and ionospheric disturbances affecting GNSS and satellite communications can impact emergency management and global security. The session will also examine innovative approaches for early warning, anticipatory action, integrated monitoring systems, and cross-sector cooperation to strengthen resilience against complex and cascading risks.

The session will be chaired by three internationally recognised experts:

🇦🇺 Prof. Tony Ho**er – Professor and inaugural Director of the Centre for Radiation Research, Education, and Innovation at Adelaide University. An internationally recognised radiation biologist, he has led research programmes worth more than AUD 30 million and serves as an expert consultant to the International Atomic Energy Agency (IAEA) in Radiation Emergency Preparedness and Response. He is a Fellow and Past President of the Australasian Radiation Protection Society and has advised Australian national CBRN and counter-terrorism committees on radiation protection and emergency preparedness.

🇷🇸 Prof. Radovan Karkalic – Full Professor at the Military Academy of the University of Defence of the Republic of Serbia and Visiting Professor at the University of Rome Tor Vergata. With more than twenty years of military and academic experience, he is internationally recognised for his work in CBRN defence, operational preparedness, contaminated environment training, and international cooperation in education and research, contributing to the development of future CBRN professionals and military capabilities.

🇳🇱 Dr. Stef Stienstra – Medical doctor, biochemist, and former Commander of the Royal Dutch Navy Reserve with over four decades of experience as a CBRN Subject Matter Expert. He has supported numerous international missions and European projects in biodefence, public health, medical consequence management, and civil–military cooperation. A lecturer at the NATO School and the Joint CBRN Defence Centre of Excellence, he has also served as Visiting Professor at the University of Rome Tor Vergata, promoting international education and research in CBRNe risk management.
