Loyola University Chicago School of Law Rule of Law for Development Program (PROLAW)

PROLAW is a unique, one academic year master's program offered by Loyola's School of Law. It prepares professionals to advance the rule of law throughout society and across sectors, at home and abroad. Although the course will give students sound understanding of theory, it is first and foremost practice-oriented.

🇸🇴 Abdulrazak Ahmed (Somalia) is designing a practical roadmap to make Somalia’s new anti-corruption commission more effective. His work aims to move anti-corruption efforts from statements into everyday practice so institutions can better serve citizens.

And just like that, PROLAW Spring 2026 has come to an end.

☕🍰 Our cohort gathered for a final celebratory breakfast in the heart of Balduina. Over coffee and conversation, we shared one last moment together before heading off in different directions—back home, to families, to jobs, and to the final push of capstone projects.

At our PROLAW graduation ceremony, student speaker Boniface Ezenwobi, elected by his classmates to represent the cohort, delivered a beautiful, song-like speech that captured the heart of PROLAW: “We should be happy, not sorrowful, for what we have built together, for our stubborn commitment to the rule of law and development.” There was a defiant joy in his words, tempered by a call to carry that happiness with deep human empathy, without softening our professionalism or diluting justice.

PROLAW’s Advisory Board visited Rome for two days of rich discussions and events. After a day of internal meetings, board members and students came together for an inspiring, highly interactive session. Students reflected on their academic journeys, shared future aspirations, and received practical guidance from leading scholars and practitioners. The meeting also generated constructive ideas on how PROLAW can further strengthen its academic and professional impact across the LLM and MJ pathways.

More than a meeting, it was a moment of connection, inspiration, and shared purpose — a reminder of the role legal education plays in shaping global leaders committed to justice, equity, and sustainable development.

After learning to design rule of law programs and proposals, our PROLAW students spent two intensive weeks with Prof. Morris diving into the essential skills, tools, and perspectives for implementing and managing development programs.

Key lessons focused on: crafting implementation plans aligned with the Theory of Change, stakeholder engagement and activities/budget planning, monitoring progress and evaluating impact against goals and objectives, and tackling real-world project management challenges and solutions.

Our future rule of law leaders are now equipped to drive sustainable impact worldwide!

Our cohort gained insights into the World Food Programme's critical work to end global hunger—from lifesaving aid in emergencies to transformative efforts in disaster prevention and sustainable development.

Huge appreciation to the HR team for their engaging session, and to the legal team for showcasing their agile approach to getting aid on the ground, powering WFP's mission.

We're also thrilled to announce our new collaboration under WFP's Fellowship Programme! This partnership supports our highly skilled PROLAW students as they launch careers in the humanitarian sector. Fellows gain hands-on experience across donor relations, policy development, humanitarian finance, programme design, proposal development, and research & analysis.
