Executive Protection in Italy: beyond the “armed bodyguard” myth

In Italy, one of the most persistent misunderstandings around Executive Protection is the idea that security becomes more effective simply by placing an armed operator next to a principal.

It does not.

And, in many cases, that approach is not only operationally weak, but also legally and strategically flawed.

Our regulatory framework is very clear on one essential point: private security is built around the protection and custody of property and patrimonial interests, within a licensed and regulated environment. It is not a space where international clients, providers, or intermediaries can casually transplant foreign assumptions and expect them to work unchanged on Italian soil. 

This is where a dangerous gap often appears.

Some foreign clients, unfamiliar with the Italian legal environment, assume that requesting an “armed bodyguard” is a normal enhancement of protection. Others go one step further and believe the issue can be bypassed by using armed private personnel under categories that, in Italy, are designed for very different functions and legal responsibilities.

That is a serious mistake.

In the Italian system, Guardie Particolari Giurate operate within a precise legal perimeter. Their role is licensed, regulated, and connected to security services defined by law. Even when armed service is authorized, it remains tied to that regulated framework; it is not a free-form solution for personal protection needs outside the applicable legal scope.

Exposure for the operator on the ground.
And, in the worst cases, exposure that can quickly evolve into criminal, civil, contractual, and reputational consequences.

The uncomfortable truth is that the weapon itself is often treated as a symbol of capability, when in reality it can become a multiplier of complexity, liability, and operational friction.

On Italian territory, effective protection is rarely the result of “more firepower.”
More often, it is the result of:
• advance work
• intelligence-led planning
• route and venue analysis
• low-profile mobility
• stakeholder coordination
• protective surveillance
• medical and emergency readiness
• legal compliance
• strong communication between client, operator, and local institutions when necessary

That is what mature protection looks like.

Executive Protection should never be reduced to the poor translation of “bodyguard.”
In the best cases, it is better understood as a hybrid protective function: part risk management, part advance and logistics, part behavioural awareness, part crisis readiness, part discretion, and always compliance-driven.

Because the real objective is not to “look protected.”
The real objective is to reduce vulnerability, preserve freedom of movement, and manage risk without generating new risk.

This is why the best protective professionals in Italy do not start from the question:
“Do we need an armed man?”

They start from a better question:
What is the actual risk, what is legally sustainable, and what protective architecture genuinely works in this environment?

Until the regulatory and cultural gap is fully addressed, the industry has a duty to be honest.

We should stop selling simplistic fantasies.
We should stop confusing visible deterrence with effective protection.
And we should start educating clients that, in Italy, serious Executive Protection is not built on shortcuts.

It is built on competence, legality, planning, and multidisciplinary thinking.

That is not a limitation.

That is the difference between appearance and professionalism.

In questi giorni sulla rete è apparso un video di un "operatore" che pubblicizzava un convoglio di tre mezzi impegnati nel servizio per un VIP.

Questo video è rimbalzato sulla rete di diverse pagine internazionali del settore come esempio di cosa non fare in una situazione come quella.

Primo: video è girato in soggettiva del driver che sta sostanzialmente guidando con il telefono in mano.

Secondo: si vede la targa di almeno uno dei mezzi interessati.

Terzo: la strada di montagna innevata presenta insidie anche per i driver esperti... Figuriamoci per chi sta guidando con un telefono in mano.

Conclusioni: ci si chiede come possa accadere questo, perché vengono presi operatori che non solo fanno azioni pericolose ma le pubblicano anche sui social pensando di "dimostrare" la loro operatività quando, in realtà, dimostrano solo la loro incompetenza agli occhi dei veri operatori di settore.

I social sono sicuramente lo strumento principale di divulgazione del mondo moderno ma probabilmente sono un'arma a doppio taglio per chi fa dell'immagine una priorità rispetto alla sostanza.

Doveva essere una festa.
Invece è diventata una tragedia.

Un luogo non idoneo, uno spazio sotterraneo angusto, l’uso di fontane fredde in un ambiente chiuso.
Scelte sbagliate, rischi sottovalutati, regole ignorate.

E alla fine, persone che non torneranno a casa.

La sicurezza dei luoghi e delle persone viene ancora troppo spesso vista come un dettaglio fastidioso, qualcosa che limita il divertimento o riduce l’incasso di una serata.
Ma la verità è un’altra:
la sicurezza è ciò che rende possibile tornare a casa vivi.

Non è una questione di spettacolo.
È una questione di responsabilità.

Oggi rispetto e silenzio per le vittime.
Domani, più consapevolezza per tutti.
