The Report of the United Nations High Commissioner for Human Rights on Human Rights and New and Emerging Digital Technologies, published on 18 June 2026, presents a comprehensive analytical study clarifying States' obligations under international human rights law throughout the full lifecycle of artificial intelligence systems. Building on previous OHCHR mapping work and the broader UN human rights system's extensive engagement with digital technologies, the report centers human rights due diligence as the foundational concept for shaping a rights-advancing digital environment, emphasizing that the obligations of States to respect, protect, and fulfil human rights in AI contexts have received comparatively limited attention and urgently require clarification.

On June 15, 2026, the United Nations Institute for Disarmament Research (UNIDIR) published a compendium of scenarios dedicated to the analysis of lethal autonomous weapons systems (LAWS)—that is, military systems capable of selecting and attacking targets without direct human intervention. The publication focuses on a central issue for the protection of human rights in armed conflicts: how international humanitarian law (IHL) can and should regulate the use of such systems, ensuring that the use of force remains subject to legal accountability and human oversight.

On 12 June 2026, the new European Pact on Migration and Asylum came into force. Adopted in 2024 by the European Commission, it aims to replace the emergency management of migrants arriving in Europe with a structured regulatory framework common to all twenty-seven Member States.
The European Union Agency for Fundamental Rights (FRA), in its migration bulletin for 2026, has already highlighted the persistence of certain fundamental rights concerns for people arriving at external borders and for those displaced from Ukraine.

The Constitutional Court has recently filled a grave legislative gap which, for over twenty-six years, hindered a category of foreign nationals from exercising fundamental rights guaranteed by the Italian Constitution. Indeed, in Order No.97 of June 5, 2026, the Court provided a constitutionally oriented interpretation of the contested Article 34 paragraphs 1 and 3, of Legislative Decree No.286 of 1998 (the so-called Consolidated Act on Immigration – TUI). The ruling guarantees compulsory and free enrolment in the National Health Service (SSN) even to foreign nationals who, already holding a residence permit for work or family reasons, are subsequently granted a residence permit for elective residence following the award of a civil disability pension.
