What until recently seemed like just a dream is starting to take shape. As reported by RSI (Swiss Radio and Television), the Canton of Graubünden has given the green light to work with Lombardy partners on the construction of a direct rail link between S-chanf, in Engadine, and Livigno.
The project, presented in July during a meeting in Livigno by the Redas Engineering firm, envisions a route approximately 14 kilometers long, allowing travel between the two towns in about ten minutes. Currently, the same distance takes almost 50 minutes by car and over two hours by public transport. The estimated potential for the new line ranges between 68,000 and 193,000 passengers per year, divided between cross-border workers, tourists, and residents.
A concrete plan, developed as part of the Interreg Cross-border Cooperation Program, is expected to be presented in December. The Province of Sondrio is the lead partner, supported by the Canton of Graubünden and the Rhaetian Office for Energy and Transport.
A 6-Kilometer Tunnel Under Monte Cassana
Livigno's Deputy Mayor, Tommy Cantoni, explained the strategic value of the project to RSI:
"A tunnel of approximately 6 kilometers is planned under Monte Cassana: in just 7 minutes, Livigno will be connected to the Engadine and therefore to the municipality of S-chanf. This is an extraordinary opportunity to connect with international hubs and develop a true gateway to Northern Europe."
This initiative marks the first time a full convergence between local governments, the Rhaetian Railway, the Swiss National Park, and the Municipality of Zernez.
As Livigno's Mayor, Remo Galli, emphasized to RSI:
"For the first time, all these entities have shared a common idea. But to carry it forward, institutional and financial support at all levels, both in Italy and Switzerland, will be essential. We envision this project over the next 10 to 15 years, with a significant investment exceeding €500 million. The project will be supported by creating energy and infrastructure synergies to ensure maximum economic and environmental sustainability.
Switzerland's enthusiasm: shared services and tourism
The reception on the Swiss side is also extremely positive. The former mayor of S-chanf, Riet Campell, highlighted the practical implications and opportunities for long-term cooperation as early as 2023:
"We are at the beginning of the process: we received the green light from the municipal committee, now the process will be passed to the Upper Engadine Region, the Canton, and finally the national level. We must push forward now to maintain momentum. Having direct contact with Livigno is a great advantage for tourism in both countries. I am also thinking of the many workers who commute every day and of our infrastructure—such as Samedan Airport or the hospital—which could be used in an integrated manner and with much closer collaboration."
The dream that can become reality
Since these are major cross-border projects, the completion times will inevitably be long, but there is no shortage of determination on both sides of the border.
"If we look at how tourism has developed in the Upper Engadine," Mayor Campell concludes, "we're talking about major projects that began as dreams and then became beautiful realities."
Mayor Remo Galli echoes his sentiments:
"The train represents that dream that is right to cultivate. It's a great opportunity, and we would love, in a few years, to be able to inaugurate a project capable of concretely changing the lives of Livigno and the Swiss municipalities."
