DOWEA - Naples Elementary School DOWEA is a field activity of the Office of the Secretary of War. Each region is managed by a Director for Student Excellence.

It is headed by a director who oversees all agency functions from DOWEA headquarters in Alexandria, Virginia. DOWEA's schools are divided into three regions; DOWEA Europe; DOWEA Pacific; and DOWEA Americas. Wi

Dear Dolphin Families,

This week, I met with all students to review our behavior and safety expectations to help ensure a positive, respectful, and secure learning environment for everyone. During these discussions, we revisited our SWIM expectations, dress code guidelines, bus safety procedures, and the Standard Response Protocol (SRP) used in our school.

As part of this review, students watched the following safety videos:

Dear Dolphin Families,
Now that we have successfully completed our first week of school, we would like to send a friendly reminder about our daily arrival procedures to help ensure a smooth start to each school day.

• Students are not permitted on campus before 7:45 a.m.
• The welcome bell rings at 8:05 a.m.
• Any student arriving on campus after 8:00 a.m. should enter the building through the front of the school as classes start entering the building between 8:00 and 8:05.
• Students arriving after 8:15 a.m. will be considered tardy and must have a parent sign them in at the front office.

Thank you for your partnership in helping students develop positive attendance habits and start each day ready to learn.

NEW GUIDELINES FOR STUDENT CELL PHONE AND DEVICE USE FOR THE 2026-2027 SCHOOL YEAR

Dear Dolphin Families,

As we prepare for the 2026–2027 school year, we want to inform you of an important update regarding student use of Personal Portable Electronic Mobile Devices (PPEMDs) during the school day.

Beginning this school year, students will not be permitted to use personal electronic devices during the school day —from the start of the school day until dismissal. Devices must be silenced or turned off and securely stored throughout the school day. This change will remove distractions and keep the focus of our classrooms on education.
PPEMDs include:
• Smartphones
• Smartwatches
• Tablets
• Bluetooth-enabled devices
• Gaming systems capable of communication or internet access
Exceptions are permitted for students who require devices for:
• Medical purposes
• Section 504 accommodations
• Special education services outlined in an Individualized Education Program (IEP)
• Approved instructional activities, such as digital photography or curriculum-based projects
Students who need to contact home during the school day may do so using a school telephone in a designated location with staff approval.
We appreciate your partnership in reinforcing these expectations and supporting a focused, safe, and productive learning environment for all students.
