Institute for Minority Rights - Eurac Research The Institute for Minority Rights pursues basic and applied research on the protection of minorities and diversity governance.

Our work is based on the premise that human and minority rights are indivisible - for everyone. We explore issues which relate to discrimination, equal opportunities, participation and diversity governance in terms of cultural, linguistic and religious diversity and we seek to overcome the traditional categories of historical minorities, new minorities and indigenous peoples. By analyzing boundaries and identities, be they territorial or social, real, perceived or constructed, we seek to address the challenges faced by minorities throughout the world. At our core, we investigate respective developments at the intersection between global events and local situations. Our research groups ‘Equality and Diversity in Integrated Societies ‘, ‘Politics and Actors in Societal Conflicts‘, and ‘Autonomies, Boundaries and Identities‘ comprise expert knowledge in the areas of law and political science, history and anthropology, and enable close co-operation with research institutions, universities, international organisations, and NGOs. As part of Festival Transart ’s “Book a Scientist” project — created by Caroline Barneaud and Stefan Kaegi (Rimini Protokoll) in collaboration with Eurac Research — researchers from the Institute for Minority Rights brought scientific dialogue directly into private homes.

Institute Head Günther Rautz joined artist Hubert Kostner in Kastelruth / Castelrotto, contributing as an expert to a conversation that brought artistic perspectives and scientific inquiry into a shared space of curiosity.

Researchers Carla Reale and Mattia Zeba also contributed to this year’s edition.
In Branzoll / Bronzolo, Zeba participated in a session dedicated to exploring how minority language protection can be reconciled with real-world linguistic practices. The evening focused on the gap between formal language policies and everyday behaviour, highlighting how monolingual assumptions can marginalise plurilingual practices, contextual language belongings and non‑standard repertoires.

🔖 ist in Santa Croce (Križ) bei fest verankert und prägt den Alltag sowie das kulturelle Erbe des Dorfes. Die historische slowenische Minderheit pflegt ihre Sprache traditionsbewusst in lokalen Vereinen, der Gastronomie und im Zusammenleben. Als verbindendes Element schlägt das Slowenische hier eine lebendige Brücke zwischen den Kulturen der Adria Region.

🔖Ein von der EU gefördertes Forschungsprojekt in untersucht die Parallelen zwischen dem keltischen und dem in Süditalien gesprochenen . Obwohl die beiden Sprachen sprachhistorisch völlig unterschiedlich sind, stehen sie vor den gleichen Herausforderungen beim Erhalt ihres einzigartigen Kulturerbes.

🔖 Der italienische Journalist Toni Visentini setzt sich aktiv für das Bewusstsein und den Erhalt regionaler ein. Durch seine Arbeit unterstützt er Initiativen, die das kulturelle Erbe sprachlicher Minderheiten im italienischen Raum pflegen. Sein Engagement fördert die sprachliche Vielfalt sowie den interkulturellen Austausch innerhalb der betroffenen Gemeinschaften. Seit einigen Jahren ist er im Ruhestand, jedoch immer in Bewegung. Ein Portrait.

🔖In der Reihe Tribal Voices in Zusammenarbeit mit Survival International erzählt in dieser Ausgabe Adlun Fiqri aus Indonesien über den Kampf seines Volkes gegen den Nickelabbau internationaler Konzern in ihrem Gebiet.

Was sind die zentralen Positionen und Perspektiven im zeitgenössischen Feminismus? Und welche Debatten, Spannungen und Herausforderungen prägen feministische Forschung und Praxis heute?
Am 17. September stellen wir bei Eurac Research den Sammelband „Positionen und Perspektiven im zeitgenössischen Feminismus“ vor.

Sarà un’occasione per discutere insieme alcune delle prospettive e questioni che caratterizzano il femminismo contemporaneo, a partire dai contributi del volume e in dialogo con le autrici.

Mit dabei sind die Herausgeberin Veronika Weidner sowie die Autorinnen Katharina Crepaz, Elisa Piras und Esther Redolfi Widmann. Moderiert wird die Veranstaltung von Gloria Dell’Eva.

The Equality for All Academic Action Alliance held its second Members’ Meeting on 7 September 2026, bringing together universities, legal clinics, and research centres from around the world to advance the shared mission of strengthening comprehensive anti‑discrimination laws at national level. Eurac Research is running the secretariate chaired by Günther Rautz.

During the hybrid gathering hosted at Eurac Research in Bolzano/Bozen, members exchanged updates on ongoing work, presented projects developed in the first year of the Alliance, and discussed future collaboration opportunities. The meeting also marked an important milestone with the formal adoption of the Alliance Charter, which sets out the values, governance structure, and long‑term vision of this growing global network.

The discussions highlighted the Alliance’s commitment to supporting equality movements, expanding academic engagement, and fostering joint initiatives that can meaningfully contribute to legal and social change. Members will continue working together in the coming months to develop shared projects and strengthen cooperation across regions and disciplines.

Eurac Research and the Zakarpattia Region strengthen their cooperation.

On 8 September, Eurac Research and the Zakarpattia Regional Council signed a Memorandum of Understanding, taking their initial dialogue a step further and establishing a framework for long-term cooperation.

The agreement builds on Eurac Research’s engagement with Ukraine, including the activities of its Ukraine Task Force. It covers areas such as sustainable regional development, resilience and recovery, environmental and climate-related issues, innovation, digital transformation, tourism, minority protection, European integration, knowledge exchange, and international cooperation.

The cooperation will focus on practical projects, mutual benefit, and the exchange of knowledge and experience between regions. It will also provide a basis for developing joint initiatives and connecting regional needs with relevant scientific expertise and international cooperation opportunities.

The signing took place online and was attended by several representatives of the Zakarpattia Regional Council, as well as members of Eurac Research’s management, the Institute for Minority Rights, and the Center for Autonomy Experience.

Minority language media are important spaces for linguistic communities to remain visible and participate in public life, but access to such media is not distributed equally. This blog explores how legal recognition shapes the opportunities available to different minority languages, using Italy as a case study. It shows how Italy's system creates distinct levels of legal protection and media opportunity, while also highlighting the role of territorial and institutional factors in determining whether recognition translates into meaningful media provision. The Italian case illustrates why legal recognition matters for minority language media—but also why recognition alone is not enough.

Nell’ambito del progetto SEEDS – Empowerment sociale ed equità in materia di disabilità e genere in Alto Adige/Südtirol, è stata realizzata un’analisi del quadro normativo provinciale sui diritti delle persone con disabilità (Deliverable D.1.1.).

Il documento approfondisce, con particolare attenzione alla dimensione di genere, alcuni ambiti centrali per l’autonomia e l’inclusione delle persone con disabilità, tra cui salute sessuale e riproduttiva, scelte familiari e contrasto alla violenza.

L’analisi esamina la Legge provinciale n. 7/2015 alla luce della Convenzione delle Nazioni Unite sui diritti delle persone con disabilità (CRPD) e dei più recenti sviluppi in materia di diritti, genere e SOGIESC, mettendo in evidenza punti di forza, criticità e possibili ambiti di miglioramento.

Il report include inoltre un confronto con esperienze di altri ordinamenti, offrendo spunti utili per il rafforzamento delle politiche e della normativa provinciale.

The SEMIRinEE project held its final results event at the European Forum Alpbach on 29 August 2026. Presenting findings from research in , and , Dr. Hanna Vasilevich, MSc., M.E.S. showed how security concerns increasingly shape everyday decisions about minority rights. The project found that similar language around , and external influence can lead to different policy outcomes, depending on national histories, institutions and the way risks are defined. The discussion also highlighted South Tyrol’s experience as an example of how credible guarantees, sustained implementation and cooperation can make minority rights a source of security.
