Yesterday, EURAC Research hosted the roundtable "Challenges and Future of Minority Rights," part of the IPSA Research Committees Colloquium.
Moderated by Andrea Carlà (Eurac Research), the discussion brought together Francesco Palermo (Eurac Research), Elizabeth Craig (University of Sussex), James Scott (University of Eastern Finland), and Luisa Chiodi (Osservatorio Balcani Caucaso Transeuropa).
The panel examined the growing erosion of the minority rights paradigm amid populist and re-nationalizing pressures, armed conflict, and security-driven governance — interrogating what "minority" means in increasingly diverse and mobile societies, and discussing how to reimagine minority protection for a more volatile global landscape.
Thank you to all our speakers for such a rich and timely conversation, and to everyone whose insightful questions pushed the discussion even further!

Journalists in Italy are once again on strike over a collective agreement that expired 10 years ago. While the dispute may seem detached, it raises broader questions about the value of journalism, the conditions under which it is produced, and the quality of information available to the public. In South Tyrol, this issue is especially relevant: autonomy may support minority-language media institutionally, but it does not by itself protect the labour conditions on which quality journalism depends. As a result, the current strike exposes not only a national failure, but also a structural limit in the region’s model of minority protection.

Prof. Nicolas Levrat, UN Special Rapporteur on minority issues, writes:
"Minority issues are numerous and complex. They unfortunately always imply discrimination against persons, based on their membership of a specific group (identified by a specific nationality, religion, ethnicity, language, sexual orientation, etc.).
Initiatives, projects, ideas:
👉 to mitigate the effects of (or suppress) discrimination;
👉 to tackle the effects of root causes of minority issues (see my latest report to the Human Rights Council on “addressing minority issues through their root causes” (accessible at https://www.ohchr.org/en/documents/thematic-reports/ahrc6141-addressing-minority-issues-through-their-root-causes-report )) ;
👉 to favor coexistence in diverse societies, etc.
are all welcome. Minority issues exist everywhere, at different scales and with different intensity. Finding innovative and efficient ways to tackle minority issues is more than ever needed in today’s world.
Participate to the “Student project minority project Challenge” and share your ideas, experiences, projects, writings, etc. before 15 June 2026. An international jury will select the most innovative and relevant projects. The team having proposed the most interesting project will be invited to present it at the United Nations European Headquarters in Geneva on 26 and 27 of November, during the 19th edition of the UN Forum on Minority Issues."
