Answer: People should refer to their Marja's ruling on this issue, as the Supreme Leader has no valid authority to overrule the rulings of others in this matter.

Q: Is it not exaggerated that Grand Ayatullah Al-Khoei is the highest of all scholars since the major absence ? Can we call him higher than Sheikh Ansari,Sheikh Mofid, Mirza Shirazi, Shams al-Din Muhammad ibn Makki Shahydyn {known as Zain Din al-Shahid and Shahid Ali, known as Sani} and other religious scholars?

He certainly is more knowledgable than Sheikh Ansari. Sheikh Azam is more knowledgable than him in the Practical Usul and Makaseb but not in other issues. Anyone who has read his jurisprudential books (Purity, Zakat, Khums, etc) will bear witness to his higher knowledge.

What words of advice would you give to procession owners to follow in the months of mourning the Ahlul-Bayt (as)?

In the name of Allah: Any camps and processions that open for the sake of mourning the Ahlul-Bayt (as) should keep in mind the spirit of the houses of Bani Hashim and the house of the prophet's (pbuh & hf) holy progeny (as) after the tragedy of Karbala and under the supervision of the holy Imams (as). Furthermore, it should be noted that it is not permissible to take advantage of these places and use them as way to earn money or political fame.
