You know familiar with diskpart utility on command line prompts.
Open run box than type -diskpart.exe
After that insert usb drive.run the following command-

List disk
Select disk order
attributes disk
attributes disk clear readonly

Now your disk is usable now you can format copy paste cut on your disk.
