# All deemed universities will lose the “deemed” tag and function as full-fledged universities with the formation of the Viksit Bharat Shiksha Adhishthan.
# The government will also authorise top-performing colleges to award degrees.
# Proposed law repeals UGC, AICTE and NCTE Acts, creates new council, lets accredited institutions grant degrees with Centre approval and oversight powers.
Under the University Grants Commission (UGC) Act, universities set up by central laws, state laws, and deemed-to-be-universities established under the UGC Act are allowed to award degrees to students on completion of their academic programmes.
The proposed VBSA law will repeal the UGC Act, All India Council for Technical Education Act and the National Council for Teacher Education Act. With the repeal of the UGC Act, the provision for the creation of deemed-to-be-universities will no longer exist.
There are 150 deemed-to-be-universities in the country. The number of such institutions saw a sharp increase between 2000 and 2010. The UPA government in 2009 set up a panel to suggest the withdrawal of the deemed tag from undeserving institutions. The panel proposed the withdrawal of the tag from 44 out of 126 such institutions functioning at that time. However, these institutions moved the Supreme Court and got relief.
While the present bill advocates doing away with the deemed-to-be-university concept, it brings in a new mechanism empowering the Union government to authorise leading colleges to award degrees. The VBSA will have a regulatory council, which will study the applications of aspiring colleges and allow them to award degrees.
“The regulatory council may authorise any accredited higher educational institution, other than a university, to grant degrees in such manner as may be specified by the regulations of the regulatory council, with the prior approval of the central government,” said the bill.
The council will have the power to revoke authorisation accorded to the colleges with the approval of the Centre, if such colleges violate the provisions of law, it said.
A Delhi University professor said: “The NEP advocated the creation of a separate council to release grants to universities. The VBSA Bill says that the education ministry will have the power to release grants. The NEP recommended an end to the system of affiliated colleges. Now the affiliated colleges will stay and some colleges will get degree-granting powers.”

My dear sons/daughters,
This year you will step into ninth grade, and with that step begins a long corridor marked Class 10, 11, 12… and then, perhaps, engineering, medicine, law, academics, research, the civil services, or paths we have not yet named. Your childhood habits and laughter will still walk beside you, but soon the echoes of syllabus, results, percentages and comparisons will start interrupting your days.
As a father, and sometimes a teacher, I want you to know this: I am happy to walk a few extra miles quietly with you. Not ahead of you, not to pull you back, but alongside.
So, in the spirit of Socratic wisdom, I leave you with questions. In searching for their answers, you may begin to understand your own becoming.
What should be our habits? What kind of person do you wish to remain? What will be your values? Why do we need to study? Is it worth it to remain a good human being?
Habits quietly decide both the present and the future. What you eat, how you sleep, how you speak, how long you stay online — all these count. Try to build habits that do not live only inside a phone. Play a little. Read books that are not in the syllabus, and slowly frame the syllabus of your life.
Travel with your sisters, brothers, parents and grandparents. Travel is not only about places; it is about shared happiness. One day, a photograph of you and your sister in a park near mountains and rivers will mean more than you imagine today. So will a smiling picture with your parents, and one enlarged lovingly for your grandparents. Staying healthy is also a habit. So is caring for the body your parents gave you.
As for the second question, remember your personality is shaped by your virtues. Virtues are the quiet gravity of a person. Truthfulness, the courage to recognise wrong, respect for time, and self-discipline. These decide who you are. Keep a capital “NO” for what is wrong. Right is what you can share without fear with your parents, sister, grandparents and juniors. Wrong is what you would never want to pass on. And “not right” is that dangerous space justified by “only once”. Your ability to tell these apart will become your identity.
The third question is harder in a noisy world. Society will measure you by money, position, and brands. Measure yourself by values. Trust, care and courage will shape your worth. Trust makes you reliable. Care allows you to change lives through action. Courage grows only in those who care. Even the Avengers, after all, need a moral compass.
Now the fourth question. Education is not merely an exam or a race. It is an opportunity. Not everyone gets books, uniforms, classrooms, teachers, PTMs, or even a school ID. Study hard, not just for yourself but also for those who never got this chance. Read everything.
Before the fifth question, remember this one word: Sangat — association. Habits lead to virtues, virtues to values, values to ethics, and ethics return us to habits. Choose your company wisely; happiness follows quietly. Many of those who follow you on Insta may not even exist. To answer the fifth, you must remember the letter I once wrote to your sister. She asked me, “Who is a good person?” I told her: A good person helps without hesitation, avoids arrogance and jealousy. It’s hard to do — that’s why a good person is never weak. From Vivekananda to Gandhi, goodness walked hand in hand with courage.
Your sister has framed my letter to her on her wall. You may place this one beside it. Think of your father as a wall, too, standing firm, plain, but soft enough to hold you both.
This is my Happy New Year note to you. I seek comfort in the fact that it echoes the note from all parents to all their children, written and unwritten, texted on phones or kept in the heart.
The Prime Minister reminded the nation, in his first year as PM, that we must speak to our sons rather than lecture our daughters. You may already know far more than I did at 14; this may well sound like an old man’s rant. If so, forgive me. Fathers are allowed one or two.

Economist Sanjeev Sanyal has said that the future of tertiary education may not focus as much on traditional college education and degrees and more so on AI-based skill development.
The member of Prime Minister's Economic Advisory Council called AI "vastly superior" at giving lectures and stated that tertiary education needs to be rethought and was being made "irrelevant".
"Till 20th century, people going to university on a routine basis was an elite activity. Technology is making lecture-based universities irrelevant," Sanyal said in a video interview with ANI.
**He called the issue with AI outpacing traditional college education "a problem for the skilling system".
"There is a collapse between the idea of skilling and tertiary education. Earlier, skilling was seen as something plumbers did, and tertiary education was seen as this place where all the hi-fi went and did some great philosophical intellectual upgradation," Sanyal said.
Sanyal stated that the National Institute of Information Technology did more for creating the Indian software sector than all the other degree holders combined.
Sanyal further called the pursuit of the Union Public Service Commission for job stability, a complete waste of time, remarking that it must have been a great idea in the 1960s, but times have changed.
"Technology has changed and it is a routine affair. Upgrading the entire professor faculty in that way will be a very difficult thing to do," Sanyal stated, referring to how phones keep getting upgraded every year as an example.
**He stated that the education system should make it much more oriented towards apprenticeships and actual skills because the "industry is ahead of academia".
People should get people into jobs early. You should actually think that at 18 people find jobs, and do degrees on the side, the economist added, citing Zoho founder Sridhar Vembu and billionaire Elon Musk.
When asked about how this would impact the social life of college goers Sanyal stated that till the 20th century, people didn't have a social life, and that many people don't go to university but people still have social lives.
**He recommended that people attend classes online and take exams while working.
"AI needs to be embraced, will cause a great deal of disruption but those who embrace it fast will use it as a tool to upgrade themselves," Sanyal said.

A series of fresh assessments conducted by the National Assessment and Accreditation Council (NAAC) have altered the official scores for multiple Indian universities and colleges, prompted by formal appeals and subsequent reassessments. These modifications, recorded during the October-December evaluation window, impacted both universities and their affiliated colleges throughout India. Notable examples include Isbm University in Chhattisgarh, Ismail Yusuf College of Arts Science and Commerce in Mumbai, and Karnavati University in Gujarat, each receiving adjustments to their Cumulative Grade Point Average (CGPA) and final grade.
NAAC’s determination of accreditation relies on several components: reports compiled by peer review teams, numerical metric analyses, and consolidated grade documentation. Institutions are required to post final results—including changes in CGPA and grade status resulting from appeals—directly on their official websites.
Recently, the NAAC introduced a Basic Binary Accreditation model, which is followed by the Maturity Based Graded Levels (MBGL) accreditation system, as advised by the Dr Radhakrishnan committee. This transition grants a single validity extension, lasting up to three months, for institutions whose accreditation periods end between January 27, 2024, and the initiation of the MBGL system.
Several educational entities saw their official grades updated after the appeal process. Tuljaram Chaturchand College of Arts, Science and Commerce in Maharashtra, for instance, was granted an A++ grade, now holding a CGPA of 3.51. Rajiv Gandhi Proudyogiki Vishwavidyalaya in Bhopal received a CGPA of 3.53, corresponding to an A++ status as well. Other revised entries include Lady Irwin College in Delhi (A+, 3.46 CGPA), Dr. A.P.J. Abdul Kalam Technical University in Uttar Pradesh (A+, 3.26 CGPA), and Sankalchand Patel University in Gujarat (A, 3.12 CGPA).
Under the NAAC grading protocol, CGPA thresholds determine each institution’s placement: a CGPA of 3.01 or above assigns an institution to the A category or higher, with the A++ mark reserved for those at 3.51 and above. The NAAC specifies: "Final CGPA value is rounded off to two decimal points. The grading pattern has been prepared as inclusive class intervals i.e., both the upper limit and lower limit are included in the respective class interval."
