The Lok Sabha has passed the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2022. The bill seeks to amend the Constitution (Scheduled Tribes) Order, 1950 for inclusion of certain community in the list of Scheduled Tribes in relation to the State of Tripura.

National Youth Parliament Festival 2022

National Youth Parliament is an innovative programme to equip youth with the understanding of parliamentary procedures and democratic processes.

National Youth Parliament Festival (NYPF) -2022 was conducted in the Central Hall of Parliament in New Delhi.

To promote the Youth Parliament programme of the Ministry, a dedicated web-portal has been developed by the Ministry of Parliamentary Affairs. This portal contains various e-training resources in the form of tutorials, literature, training videos, etc. for e-training and self-learning of the participants. The portal will be used for implementing and monitoring of the Youth Parliament programme of the Ministry.

Objectives

To strengthen the roots of democracy, inculcate healthy habits of discipline, tolerance of the view of others and to enable the student community to know about practices and procedures of the Parliament.

Outline of the programme

(a) The programme envisages Kishore Sabha for the students of Class IX to Class XII and Tarun Sabha for the students of Under Graduate/ Post Graduate level.

(b) All recognized educational institutions of the country, who are willing to participate in the Youth Parliament Programme, have to register themselves on the web-portal. After successful registration, they will be able to conduct youth parliament programme in their respective institutions.

(c) To ensure effective implementation of the scheme, the participating institutions may invite an MP/ex-MP/ MLA/ Ex-MLA/ MLC/ Ex-MLC or a Person of eminence as the Chief Guest who would oversee the performance of the Youth Parliament sitting of the institution.

(d) The institutions shall upload the reports and photos/ videos of Youth Parliament conducted by them on the web portal for scrutiny and verification by the Ministry.

(e) If reports and photos/ videos of Youth Parliament are found to be in order after scrutiny and verification, participating students will get digital “Certificate of Participation” and teachers-in-charge / head of institutions will get digital “Certificate of Appreciation” for the programme.

How many National Youth Parliament Festivals have been organized?

Till now, a total of three editions of the National Youth Parliament Festivals have been organized in India.
First National Youth Parliament Festival: it was organized rom 12th January to 27th February, 2019.

• National Youth Parliament Festival 2019 theme: the theme of first edition of National Youth Parliament Festival was “Be the Voice of New India and Find solutions and Contribute to Policy”.

• A total of 88,000 youth participated in the program.

• Second Edition of National Youth Parliament Festival: It was organized from 23rd December, 2020 to 12th January, 2021 through virtual mode.

• National Youth Parliament Festival 2020 Theme: the theme was “YUVAAH- Utsah Naye Bharat Ka”.

• It was witnessed by more than 23 lakh youth and stakeholders across the country at District, State and National level.

• Third National Youth Festival 2022: It is being currently organized in the Central Hall of Parliament, New Delhi.

• Third Edition of National Youth Parliament Festival: It was launched on 14th February 2022 at District level through virtual mode.
• Three young national winners of the National Youth Parliament Festival got an opportunity to speak before the Speaker, Lok Sabha during the valedictory function.

• Certificates and Awards will be given to 3 final winners at the National level
