I have been saying it and will say it again that teach your kids not to bully other kids at school. Teach them not to pick on kids who are weak/ thin /on the heavier side or those who wear glasses. Teach them not to pick on kids who are weak in studying and have difficulty in reading or grasping what the teacher says . Teach your kids to be ladders for eachother not stones . Also if your child is being bullied please creat that environment at home so that he/she can come and talk about it . Listen to your kids please.

Remember your kid is special and so are the 40 other kids who share the class with him/her .Teach your child to respect every child and greet them with a smile and most importantly teach them the essence of sharing .

Wish them all a happy school year ahead filled with loads of good health and happiness.

Asalamu Alikum,

Dear Friends,

Today we attended the Transport fee fixation meeting at FFRC office at hyderpora, it was a marathon meeting from 11 AM to 4PM and following persons attended the Meeting:

1) *Since our warrior and our beloved friend Khurshid sahib* president PAPSK is not well from past few days, PAPSK today was represented by Athar Chisti Shahib and Muhammad Suhail Dar.

2)PAPAS was represented by Asma Goni sahiba and Ajaz Beigh sahib.

3) Mr GN War represented the Private schools association.

4) Mr Khurshid Mahajan was also preaent.

5)Mr Manhas from Jammu school association.

6) Mr Singh Was representing Jammu school association.

7)Budget school association of Valley was represented by two persons.

Following important issues were discussed:

1) Wide range of issues were discussed and our demand as PAPSK and PAPAS representatives was that schools must adhere to the government orders in letter and spirit.

2)We requested school associations that Parents money should not be wasted in litigations and rather spend on improvement of education at schools.

3) We Reiterated to FFRC and to school representatives that parents have a single demand ,that of the law must previal and schools should not take decisions on their own which voilates government orders at times.

4)We requested school associations of Jammu and Kashmir amd to the FFRC that the parents of rural areas be kept on mind while fixation of bus fee for Jammu and kashmir.

5)We shared with FFRC data of 4 schools, which fall in District Bandipora and Ganderbal Which charge bare minimum fee of transport ranging from Rs 600-1000.

6) We also shared our calculations with the schools association and FFRC.

7) Schools also shared their calculations with FFRC.

8)Honorable chairperson has assured parents that FFRC will decide transport fee in due course of time and consider both the proposals in consultation with the experts from transport department.

9)PAPSK and PAPAS thanked the team FFRC for being a great help to the parents and students of J&K in distressing covid times.

Let us all hope for best and pray that best decision is taken in our favor.

Negating High Court directive on FFRC domain

While the Jammu & Kashmir High Court has in an order on a petition of J&K Private Schools Association (PSAJK) recently directed Fee Fixation & Regulation Committee for Private Schools (FFRC) a statutory body of J&K Government to take a call on “transport charges” for students as sough by PSAJK, the Secretary School Education Department has surprisingly called a meeting of private schools with a representative of PSAJK , representatives of two private schools associations of Jammu , few owners of private schools and some officers of his own department without inviting any representative of parents association from either Kashmir or Jammu. Interestingly while the J&K Private Schools Association (PSAJK) and two such associations of Jammu do not command the support of all the six thousand private schools of Jammu & Kashmir, the Parents Association of J&K Private Schools commands the support of almost all the parents of almost all the students of private schools of Jammu & Kashmir. While the Fee Fixation & Regulation Committee for Private Schools (FFRC) recently announced 12% hike in “transport charges” for students of private schools against unauthorised 80% hike announced by the J&K Private Schools Association (PSAJK) after hearing all the stake holders including both the private schools associations and as well as the parents association, the Secretary School Education has called a meeting on issues concerning working of private schools without inviting any representative of Parents Association of Private Schools from either Kashmir or Jammu province. While a two judge bench of the Jammu & Kashmir High Court comprising Justice Ali Mohammad Magry and Justic Mohan Lal has left it for the Fee Fixation & Regulation Committee for Private Schools (FFRC) to take a call on the plea of J&K Private Schools Association (PSAJK) on transport charges for students in private schools, the decision of the Secretary School Education to call a meeting of private schools with a representative of Private Schools Association Jammu & Kashmir (PSAJK) , two such private schools associations from Jammu , few owners of private schools without inviting any representative of parents association from either Kashmir or Jammu goes against the spirit of High Court directions. Administrative wisdom demands that Secretary Schools does not take up the issue of transport charges for students of private schools at his proposed meeting with a representative of Private Schools Association Jammu & Kashmir (PSAJK), two members of two private school associations from Jammu , few owners of private schools and some officers of his department and J&K Board Of School Education (J&K BOSE) and instead leaves it to Fee Fixation & Regulation Committee for Private Schools (FFRC) to take a call on the transport charges on plea of J&K Private Schools Association (PSAJK) as directed by two judge bench of J&K High Court comprising Justice Ali Mohammad Magray and Justice Mohan Lal.

Panel asks Govt to take-over affairs of private school violating norms

Srinagar, July 30: The Government-appointed Committee for Fixation & Regulation of Fee of Private Schools (FFRC) has asked the Government to take over the management of a private school for ‘brazen’ violation of the norms set out by the panel.
The FFRC has asked the Principal Secretary to the Government to appoint an Administrator to the school who is tasked to run the matters as per rules and regulations set by the FFRC.

The Administrator so appointed, besides being regulated by the orders of the Principal Secretary, the panel stated, in the performance of his duties shall ensure that only tuition fee is collected for the time being from the students and salaries are regularly paid to the teaching and non-teaching staff.
The panel in its detailed order said that there were repeated complaints against the Tiny Harts School located in Tengpora, Byepass Srinagar from the parents and despite repeated directions from the Directorate of School Education, Kashmir there was no response from the management of the school.
“From the record, it appears that the school management has shown least interest in managing the affairs of this educational institution,” reads an 18-page order issued by the Chairperson of the FFRC, Justice Muzafar Hussain Attar.
It said that a complaint was filed against the management of the school to Committee for Fixation and Regulation of Fee of Private Schools (FFRC) in which it was stated that school management is not following the mandate contained in SRO 293 and 123.
“…that the school had changed books against the orders of the Directorate of School Education Kashmir; has sold books and stationery from School premises and school teachers were compelled to do the sale work in the premises of a prominent book-seller in Srinagar…the School was giving out fictitious receipts of Computer Class Fee and collected Capitation Fee and in lieu thereof issued fake receipts,” the order States.
In this regard, the school was asked to respond, which it did not, prompting the DSEK to send in a senior officer to inspect the school.
“…Zonal Education Officer, Batamaloo visited the School on 12.04.2021 and submitted the inspection report to the DSEK. The inspection report records following state of affairs of the School: the School has a strength of about 1,000 students; the condition of classrooms is worst and to the astonishment of the Zonal Education Officer, is not worth to be used for teaching purposes, notwithstanding this fact that school authorities are charging exorbitant school fees and other charges,” the order states.
Also, the Zonal Education Officer in the inspection report has stated that the funds are not being properly utilized on the infrastructure and the basis of the record presented by parents, there are only 34 teachers for more than 1,000 students.
“The list of teachers which has been enclosed with the inspection report was found to be not in conformity with the salary statement and in salary statement, some teachers were missing,” FFRC said,
The panel puts on record that the school has no managing body which could be held accountable and responsible and as per ZEO, Batamaloo, the School is run in brazen violation and derogation of prescribed rules and standards fixed by the Expert Committee.
FFRC also stated that one more serious complaint was made by the Parents’ Association against the School Management that the Annual Fee was increased from Rs.500/Rs.700 to Rs.6000/- in one go.
“The School Management has not responded in a positive manner to the notices sent to it nor bothered to explain its position to FFRC,” it said.
It underlines that the school is not being run to impart education to the children, “but has been created as a source of making money.”

Owners of Pvt schools spend money earned for 'luxurious lives' instead of imparting quality education: Govt

Srinagar, Jul 15 (KNO): The government on Thursday said that the money earned by the private schools are supposed to be invested in quality of education but the owners of such institutions were spending it for luxurious life.

The news agency—Kashmir News Observer (KNO) has learnt that the Committee for Fixation and Regulation of Fee of Private Schools in Jammu and Kashmir (FFRC) said this while reacting to the file submitted by a private school of Jammu division.

FFRC said that the details which are reflected in the school record, prima-facie, show that something is ‘conceived in fraud and delivered in deceit’.

“It prima facie appears that the hard earned money of the parents which is required to be spent on the quality education of the students is being spent for leading luxurious life by those who run the school,” FFRC said.

The FFRC chairperson Justice (Retd) Muzaffar Hussain Attar said that the value system has undergone a sea-change. “Instead of attaining moral and intellectual heights, some amongst us labor hard to attain material benefits. In the present day times, we see less Human Beings and more Commercial Beings and Consumer Beings.”

He ordered the Principal and the Chairperson of the School to explain their conduct. “They are given two months time to explain their position and to show-cause why action in accordance with law is not taken against them.”

According to the FFRC, the matter of the case will be taken up on September-20-2021 at 10:30 Am in the FFRC office. “The principal and chairperson shall appear in person on that date along with the relevant record.”

“The case of the school will be considered immediately after two months. Till further orders, the school management more particularly chairperson and the principal are directed not to charge and collect Annual Fee or any other kind of fee from the students,” Attar said

He also said that the School management, principal and chairperson, however, shall charge and collect Tuition Fee from the student which was charged for the academic session 2020-21—(KNO)

*JKFFC directs Pvt schools to submit files to regularize their fee*

Srinagar, Jan 19 (KNO): The Jammu and Kashmir Fee Fixation Committee (JKFFC) on Tuesday directed all private schools to submit the recommended files in order to regularize their fee.

Chairperson of the JKFFC, Muzaffar Hussain Attar in an order said, “In order to enable the committee to ensure that the private schools do not indulge in commercialization of education and undue profiteering as provided under section 20C (I) of the Jammu and Kashmir School Education Act 2002, management of all private schools of JK are directed to submit the files as per the proforma available on the Committee's website within 30 days.”

The news agency—Kashmir News Observer (KNO) has learnt that most of the schools have not regularized their fee till date.

Officials at JKFFC said that the management of all private schools of Jammu and Kashmir will have to justify the reasons in case they want to hike the fee.

Attar in an order also said, “The school managements who have already submitted their files as per previous proforma for approval regularization, review and enhancement of Fee structure are also directed to provide full recommended information within the same time period.”

‘Moreover, the schools managements who have not submitted their files for regulation of fee structure and are charging fee without permission of competent authority are also directed to submit their files as per the proforma prescribed by the committee within 30 days from the date of publication of this order,” he said.

Attar also said that the non-compliance of the order shall warrant action under rules—(KNO)
