सीबीएसई की “योग्यता आधारित” अद्भुत यात्रा

सीबीएसई ने बड़ा सपना देखा है — कौशल आधारित शिक्षा (Competency-Based Education) का! जहाँ बच्चे सोचें, समझें, समस्याएँ सुलझाएँ, और भविष्य के नागरिक बनें। सुनने में तो बेहद आधुनिक लगता है — पर मज़ेदार बात यह है कि इस “नए युग” को आगे बढ़ाने की ज़िम्मेदारी उन्हीं पारंपरिक प्रमाणपत्रों वाले शिक्षकों को दी गई है, जिनके पास 2005 से अब तक वही पुराना लेसन प्लान और वही “क्रिएटिव एक्टिविटी” की फाइल है।

आख़िर उद्योग जगत का अनुभव रखने वालों की क्या ज़रूरत, जब हमारे पास “ट्रेंड टीचर” हैं जो यह भी सिखा सकते हैं कि 21वीं सदी की स्किल्स को चार्ट पेपर पर कैसे रंगा जाए? सीबीएसई का नियम है — अगर आपने कॉरपोरेट में वर्षों तक टीम संभाली है, प्रोजेक्ट पूरे किए हैं, इनोवेशन में नाम कमाया है — तो माफ कीजिए, आप योग्य नहीं हैं। क्योंकि आपके पास वह जादुई दस्तावेज़ नहीं है — CTET/ BEd सर्टिफ़िकेट!

सीबीएसई की परिभाषा में “Competency” का मतलब है — भविष्य की शिक्षा को पुराने तरीकों से सिखाना। वही क्लासरूम, वही रजिस्टर, वही “रूब्रिक”, बस नाम बदल गया — “Competency Assessment”।

दफ़्तरों में “21वीं सदी की लर्निंग” पर मीटिंग होती है, और वहीं प्रिंटर से निकले चार्ट पेपर को “नवाचार” (Innovation) कहा जाता है।

शायद एक दिन ऐसा आएगा जब सीबीएसई यह समझेगा कि असली योग्यता प्रमाणपत्रों में नहीं, अनुभव और दृष्टिकोण में होती है। लेकिन तब तक हम सब इस शिक्षा-नाटक का आनंद लेते रहें — जहाँ परंपरागत शिक्षक “क्रिटिकल थिंकिंग” सिखाते हैं, और कॉरपोरेट विशेषज्ञ अब भी बाहर खड़े दरवाज़ा खटखटा रहे हैं।

वाह री योग्यता! तू किताबों में भी है और दीवारों पर भी, बस कक्षा में नहीं दिखती!
