2. When the top straw is at the same level or below the side straw:

At the same level, the pressure in both straws is equal.
When the top straw is below the side straw, the pressure at the top is lower.
Water will not flow through the side straw because there's no force pushing it out.

The principle ofPascal's Law, states that a change in pressure applied to an enclosed fluid is transmitted undiminished to all portions of the fluid and to the walls of its container.

In this setup, the water in the top straw is creating additional pressure, which is transmitted through the water to the side straw. When the top straw is at the same level or below the side straw, there's no extra pressure to force water out of the side straw, so it doesn't leak.
