Public Speaking Developes his listening, reading and writing skills
Preparing effective speeches involves considering his audience which means listening carefully and sensitively to what they're saying. He'll also hone his reading through research, and his writing through wanting to communicate effectively.

If he let others do his talking for him in the past or found it hard to express what he wanted to say, that will fade. Not only will he be able to fluently speak his mind but he'll find himself doing it for others too.
