There is a form of peer review that happens before the results exist. It is called a registered report, and it quietly fixes a problem the rest of publishing has been arguing about for years.

The normal sequence: you do the study, you get a result, you write it up, reviewers assess it. The trouble is that the result influences everything downstream — including, sometimes, what the hypothesis turns out to have been, which analysis was the planned one, and whether the paper gets published at all. A null result is harder to publish, which means the literature over-represents effects that worked.

A registered report inverts the order. You submit the introduction, the hypotheses, the methods and the analysis plan — before collecting data. Reviewers assess exactly that: is the question worth answering, and will this design answer it. If it passes, the journal issues in-principle acceptance, which commits it to publishing the completed study regardless of how the results come out, provided you carry out the plan you registered.

What that changes, concretely.

The reviewing happens when it can still improve the study. A reviewer who spots an underpowered design or a missing control at stage one saves you the experiment; the same comment after the fact saves nobody anything.

Publication no longer depends on the direction of the result. That removes the incentive to keep analysing until something is significant, and it means null findings enter the record.

And the distinction between planned and exploratory analysis becomes verifiable rather than asserted. You registered one; anything else is labelled as exploratory, which is entirely legitimate when it is named.

The honest limits. It suits hypothesis-testing work and fits poorly around genuinely exploratory or discovery-led research, which is not a failure of either. It is slower at the start. Not every journal offers the format. And it does not stop you finding something unexpected — it only stops that surprise being presented as the thing you set out to test.

Worth knowing about even if your field does not offer it yet, because the underlying discipline — write the analysis plan before you see the data — is available to anyone, with or without a journal attached.

Two thirds of everything Uganda has ever published on climate change was published in the last five years.

A scientometric study in the International Journal of Atmosphere traces Ugandan climate research indexed in the Web of Science Core Collection from 1974 to 2025. The count is 1,097 publications, carrying 40,275 global citations between them. Over 67% of that output appeared in 2020–2025.

That shape — a long flat stretch followed by a near-vertical rise — is what a research capacity being built looks like, and it is worth reading carefully because the details say how it was built.

Makerere University accounts for 45.9% of national output. A single institution producing nearly half a country's research in a field is a genuine strength and a genuine fragility: it concentrates expertise where it can be used, and it means capacity is one budget decision away from contracting.

Authorship is similarly concentrated, with the most productive author on 49 publications. International collaboration is extensive — the United States, the United Kingdom, and regional African partners — and the study finds those collaborations substantially improve citation performance.

Publication venue is the detail I would not have predicted: a marked preference for multidisciplinary open-access platforms such as PLOS One and Scientific Reports, alongside specialist outlets in climate adaptation and agricultural systems. For research that needs to reach policymakers and practitioners in the country it describes, choosing venues without a paywall is a considered decision, not an accident.

Original research articles make up 74.75% of output, which the authors read as a strongly empirical orientation, while review papers attract disproportionately high citations.

One caveat that applies to all scientometrics: this counts what the Web of Science indexes. Work published in journals outside that database, or in local and regional venues, is invisible here — and in African research landscapes that is a known and significant gap. The growth is real; the total is a floor rather than a measurement.

Two reviewers come back. One says accept with minor changes. The other says reject. Authors imagine this produces deadlock, or a coin toss, or a third reviewer. Usually it produces none of those.

An editor does not average the recommendations. The recommendation is the least informative part of a report — it is one word, and different reviewers use it to mean quite different things. What gets read is the reasoning.

So the first thing that happens is that the two reports are compared, objection by objection, to find out whether the reviewers actually disagree. Very often they do not. The enthusiastic reviewer has not addressed the point the negative one is making, usually because it lies outside their expertise. That is not a conflict; it is two partial views, and the objection stands unless someone rebuts it.

When there is a real disagreement, the editor is weighing several things. Which reviewer engaged with the specific claim rather than the general area. Whether the criticism is about something fixable or something structural. Whether the negative reviewer has understood the paper — sometimes a reject rests on a misreading, and that is the editor's job to catch, not yours to suffer. And whether the objection concerns soundness or importance, because journals treat those very differently.

A third reviewer is sought less often than authors assume, and mainly when the two reports disagree on a technical question the editor cannot adjudicate. It costs weeks, so it is used when it will actually settle something.

What usually results is a major revision letter that follows the more critical report, because unresolved objections have to be resolved regardless of how positive the other reviewer was.

Two things worth knowing as an author. The editor's letter is the instruction — where it does not require something a reviewer demanded, follow the letter and say so in your response. And if a report contains a factual misreading, say so plainly, with the page and line that shows it. That is a legitimate and routine thing to write, and editors would rather be told than have you silently comply with something wrong.
