National Panchayati Raj Day, 2026
• In India, April 24 is considered historic as it is observed as National Panchayati Raj Day.
• Every year the day is celebrated since the passing of the Constitution Act (73rd Amendment), 1992 came into force from 24 April, 1993.
• Former Prime Minister Rajiv Gandhi is credited with laying the foundation of Panchayati Raj institutions in order to take democracy to the grassroots level.
Significance
• To get a clear understanding, it is important to know the history of this day. India is a populated nation with a large area in many states. The authority (CM of the State) couldn’t go around each village and cater to their requirements.
• To understand the ground level problem was considerably difficult. Eventually, it was decided that the power of democracy should be decentralized.
• For this, a committee under the chairmanship of Balwantrai Mehta was set up in 1957 which recommended democratic decentralization of the power. Therefore, the concept of the Panchayati Raj was formed.
• This concept gave the political power in the hands of common men wherein every village, block and district has a separate Chief Minister to run the administration of that particular territory.
Details
• The concept of Panchayati Raj suggests a three-tier system of Panchayati Raj in India:
1. Village Panchayat is the lowest unit of the tier at the village level and looks for the village level responsibilities.
• The members of the village panchayat are elected for five years by the members of the gram sabha.
• Every Panchayat elects a President or Sarpanch and a Vice-President or UPsarpanch. He acts as a spokesperson in the Panchayat Samiti.
2. Panchayat Samiti is at block level which consists of a Block Development Officer who looks after a group of villages.
• Generally, it comprises 20 to 10 villages depending on area and population.
• The president of the Samiti is the Pradhan, who is elected by and from the panchayats falling in the block area and two women members and one member each from the Scheduled Castes and Scheduled Tribes to be co-opted.
3. Zilla Parishad is the topmost tier at the district level.
• All the Block Development Officers are answerable to Zilla Parishad.
• This tier makes development plans at the district level with the help of Panchayat Samiti. The Chairman of the Zilla Parishad is elected from among its members
• The Zilla Parishad, for the most part, performs coordinating and supervisory functions.
• It coordinates the activities of the Panchayat Samitis falling within its jurisdiction. In certain states, the Zilla Parishad also approves the budgets of the Panchayat Samitis.
Sources of fund for Panchayat
• The government scheme funds for the betterment of the village received by Janpads and Zila Panchayats.
• Additionally, the taxes collected on houses and marketplaces is also one of the main sources of funding.
Few Government schemes to enhance the functioning of Panchayati Raj:
✅SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas)
- It was launched in 2020, to enable economic progress in Rural India by providing “Record of Rights” to every rural household owner.
- As on December 2022, drone flying has been completed in 2,03,118 villages.
- Property cards have been prepared for all the Inhabited villages of Haryana and Uttarakhand.
✅e-Gram Swaraj e-Financial Management System
- A simplified work-based accounting application for Panchayati Raj, it aims at strengthening e-Governance in Panchayati Raj Institutions (PRIs), eGramSwaraj, a Simplified Work Based Accounting Application for Panchayati Raj.
- It brings better transparency through decentralized planning, progress reporting and work-based accounting.
✅Integration of Beneficiary details with eGramSwaraj:- It aims at increasing transparency by integrating beneficiary details of various union Ministries/ Departments with the e-GramSWARAJ Application.
- The information shall be made available to Gram Panchayats, to read out in the course of the Gram Sabhas for public verification.
- This verification would further ensure accountability through digitalization and public participation.
✅Geo-tagging of assets
- Ministry has developed mActionSoft – a mobile-based solution to help in capturing photos with Geo-Tags (i.e. GPS Coordinates).
- It aims at providing a repository of information on all works and assets related to natural resource management, water harvesting, drought proofing, sanitation, agriculture, check dams and irrigation channels etc.

UK Parliament passes the To***co and Vapes Bill, banning cigarette sales to anyone born on or after 1 January 2009, aiming to create a smoke-free generation.
The law also strengthens the regulation of va**ng in public spaces. Once enacted, it will impose a lifetime ban on cigarette purchases for those aged 17 or younger and will come into effect after royal assent.

Every year on 22 April Earth day is celebrated to spread awareness for environmental protection and climate literacy.
The theme for Earth Day 2026, has been observed on 22nd April every year, is "Our power Our Planet."
Earth Day, gave voice to that emerging consciousness, channeling the energy of the anti-war protest movement and putting environmental concerns on the front page.
Over the years, the Earth Day Network has continued to tackle key environmental issues including reforestation, plastic pollution and endangered species.
In 1969 at a UNESCO Conference in San Francisco, peace activist John McConnell proposed a day to honour the Earth and the concept of peace, to first be celebrated on March 21, 1970, the first day of spring in the northern hemisphere.
Few Indian Government Schemes to Preserve Environment:
✅ Special Purpose Vehicle (SPV) for Afforestation
- Set up jointly by NTPC and other Central Power Sector Undertakings as a Registered Society to take up afforestation and environmental measures to reduce the carbon dioxide in the atmosphere.
- Aimed at undertaking fruitful channelising of investments by members to increase the national forest cover
✅ Namami Gange Programme
- Launched in 2014, Namami Gange Programme is an Integrated Conservation Mission which aims at conserving and rejuvenating the river Ganga.
✅ Swachh Bharat Abhiyan
- Launched on October 2, 2014, on the birth anniversary of Mahatma Gandhi, Swachh Bharat Abhiyan aims to eradicate open defecation and improve solid management.
✅ Mission LiFE movement (Lifestyle for the Environment)
- It is a global mass movement for nudging individual and collective action to protect and preserve the environment.
This day of nature's equipoise was later sanctioned in a proclamation written by McConnell and signed by Secretary General U Thant at the United Nations. A month later a separate Earth Day was founded by the United States Senator Ga***rd Nelson as an environmental teach-in first held on April 22, 1970.
Nelson was later awarded the Presidential Medal of Freedom award in recognition of his work. While on April 22 Earth Day was focused on the United States, an organization launched by Denis Hayes, who was the original national coordinator in 1970, took it international in 1990 and organized events in 141 nations.
