Long before the Indian Constitution guaranteed equality and social justice, Chhatrapati Shahu Maharaj recognized that a society cannot progress when opportunities remain concentrated in the hands of a privileged few. He believed that the true measure of a nation's strength is not the prosperity of its elites but the empowerment of its most marginalized citizens.

This conviction was reflected in his pioneering reforms. In 1902, he introduced one of India's earliest reservation policies in public employment, expanded access to education for disadvantaged communities, established hostels for students from marginalized backgrounds, and challenged entrenched caste hierarchies. For him, social justice was not charity—it was the state's moral and constitutional responsibility to create a level playing field.

His vision anticipated many ideals that would later find expression in the Constitution of India:
