सुप्रशासन संधी आणि आव्हाने Good Governance Opportunities and Challenges

राज्य शासनाच्या वैद्यकीय शिक्षण विभागातील ४० प्राध्यापक यांना YASHADA येथे "विधिमंडळ कामकाज साध्या व सोप्या भाषेत " या विषयावर प्रशिक्षण देण्याची संधी मिळाली.
आजपर्यंत YASHADA येथे माझी एकूण २१३ प्रशिक्षण सत्रे पूर्ण झाली असून त्यामध्ये ६,३६९अधिकारी यांचा सक्रिय सहभाग लाभला आहे.

यशदाच्या कार्यकारी समितीच्या १०३ व्या बैठकीत सचिव म्हणून कामकाज करण्याची संधी लाभली.
या बैठकीच्या निमित्ताने पद्मश्री मा. पोपटराव पवार (आदर्श गाव हिवरे बाजार) आणि ज्येष्ठ अर्थतज्ज्ञ मा. अभय टिळक यांची भेट घेण्याचा योग आला.
या प्रसंगी माझ्या लेखणीतून साकारलेल्या 'गावविकासातून राष्ट्रविकास' या पुस्तकाची प्रत त्यांना सप्रेम भेट देण्याचा आनंद लाभला. या पुस्तकाचे आणखी एक वैशिष्ट्य म्हणजे त्याची प्रेरणादायी प्रस्तावना पद्मश्री मा. पोपटराव पवार यांनी लिहिली आहे.
ग्रामीण विकास, सुशासन आणि लोकसहभागाच्या माध्यमातून सक्षम राष्ट्र उभारण्याचा विचार अधिक व्यापकपणे समाजापर्यंत पोहोचावा, हीच या पुस्तकामागील प्रेरणा.

👉या उपक्रमांतर्गत "कार्यालयीन कामकाज : रचना व कार्यपद्धती" हा यशदा संस्थेचा मराठी भाषेतील पहिला डिजिटल अभ्यासक्रम केंद्र शासनाच्या iGOT Karmayogi या राष्ट्रीय ई-लर्निंग प्लॅटफॉर्मवर उपलब्ध करून देण्यात आला आहे.
👉हा अभ्यासक्रम यशदाचे अतिरिक्त जिल्हाधिकारी तथा सहयोगी प्राध्यापक राजीव नंदकर यांनी संकल्पित, तयार व सादर केला आहे.
👉कार्यालयीन कामकाजाची रचना, प्रक्रिया, कार्यपद्धती तसेच दैनंदिन प्रशासकीय व्यवहार यांचे सुलभ, व्यावहारिक आणि सर्वसमावेशक मार्गदर्शन या अभ्यासक्रमातून करण्यात आले आहे.

Learning, Unlearning, and Transforming: An Inspiring Journey at Indian School of
Bussiness(ISB) Mohali
I had the privilege of participating in the Advanced Faculty Development Programme Cohort 9, organized by the Capacity Building Commission (CBC), Government of India, in collaboration with the Indian School of Business (ISB), Mohali.
Over five intensive days, the programme proved to be much more than a faculty development course. It was a transformational learning experience that challenged conventional thinking and inspired us to reimagine the way we teach, learn, and lead.

I sincerely appreciate the Capacity Building Commission (CBC) for its visionary initiative under Mission Karmayogi, which is transforming the mindset of government employees from "Karmchari" (Employee) to "Karmyogi" (Dedicated Public Servant). Such initiatives are creating a future-ready, citizen-centric, and competent civil service across India.
My heartfelt gratitude to the entire ISB team for their meticulous planning, warm hospitality, and world-class learning environment. The interactions with participants from diverse organisations across the country further enriched the experience through knowledge sharing and networking.
This programme has left me with new perspectives, renewed energy, and a strong commitment to becoming a better educator, trainer, and public servant.

The Shipping Corporation of India (SCI) मधील ५० अधिकारी व कर्मचारी यांना YASHADA येथे "चांगले व यशस्वी लोकसेवक कसे व्हावे" या विषयावर प्रशिक्षण देण्याची संधी मिळाली.
लोकसेवक म्हणून केवळ प्रशासकीय कौशल्ये नव्हे, तर सकारात्मक दृष्टिकोन, प्रामाणिकपणा, उत्तरदायित्व, लोकाभिमुखता, संवादकौशल्य आणि सतत आत्मविकास यांचे महत्त्व या सत्रात उलगडून सांगता आले. सहभागी अधिकारी व कर्मचाऱ्यांचा उत्स्फूर्त सहभाग आणि चर्चेमुळे सत्र अधिक प्रभावी ठरले.

It was a privilege to participate as a trainee in the three day programme on “Strengthening Urban Services Through Community Participation”, organized by Praja Foundation in collaboration with Urban Management Centre and Odisha Urban Academy in Bhubaneswar.
As the Director of the State Institute of Urban Development,Yashada this programme provided me with an excellent opportunity to learn several innovative approaches and best practices in urban governance and community engagement.
The programme was thoughtfully designed and effectively executed, offering a rich blend of conceptual learning, practical insights, stakeholders consultation and field exposure.
I gained valuable insights into how training programmes can be strategically planned, designed, and delivered to maximize participant engagement and learning outcomes.
The initiatives undertaken by the Government of Odisha to strengthen community participation in urban development are truly innovative, impactful, and worthy of emulation by other states.
The context-setting sessions were highly effective in breaking the ice and creating a conducive learning environment.
The interactive exercises added significant value to the training by encouraging active participation and engagement among the participants.
The exposure visits broadened our perspectives and enhanced our understanding of the various urban development projects successfully implemented in Odisha.
The case study exercises were particularly beneficial in helping participants understand real-life challenges and develop practical policy interventions to address them.
The moderated discussion with stakeholders such as Jalasathis and Swachh Sathis provided valuable insights into the dedication and resilience of frontline workers, and the challenges they face while delivering essential services.
The programme offered practical examples of citizen engagement, participatory governance, and service delivery mechanisms that can strengthen urban local bodies.
The address and guidance provided by Usha Padhee Maam Additional Chief Secretary Urban and Housing Department Odisha State were highly inspiring, insightful, and thought-provoking. Her vision and leadership in the field of urban development were evident throughout the discussions.
The trainers, co-facilitators, and support staff from both organizing institutions displayed exceptional professionalism, commitment, and expertise, making the learning experience highly engaging and meaningful.
The opportunities for peer learning, group discussions, and experience sharing significantly enhanced the overall value of the programme.
The overall arrangements, including logistics, learning materials, coordination, hospitality, and field exposure, were of the highest standard and deserve special appreciation.

आज यशदाच्या जवळच बाणेर येथे असलेल्या सकाळ वृत्तसमूहाच्या कार्यालयात विविध विभागातील बातमीदार, प्रतिनिधी आणि पत्रकार बांधवांना "विधिमंडळ कामकाज साध्या आणि सोप्या भाषेत" या विषयावर मार्गदर्शन करण्याची संधी मिळाली.
या संवादात्मक सत्रात विधिमंडळाच्या कामकाजाची रचना, प्रश्नोत्तरांचा तास, लक्षवेधी सूचना, स्थगन प्रस्ताव, विशेष उल्लेख, अल्पकालीन चर्चा यांसारख्या विविध संसदीय आयुधांची माहिती देण्यात आली. तसेच लोकप्रतिनिधी ही आयुधे वापरून जनहिताचे प्रश्न प्रभावीपणे कसे मांडतात यावर सविस्तर चर्चा झाली.
विधिमंडळाशी संबंधित बातम्या तयार करताना अचूकता, वस्तुनिष्ठता, संसदीय नियमांचे भान आणि संदर्भांची पडताळणी यांचे महत्त्व अधोरेखित करण्यात आले. पत्रकारांनी विचारलेल्या विविध प्रश्नांमुळे हे सत्र अधिक समृद्ध आणि अभ्यासपूर्ण ठरले.
लोकशाहीच्या बळकटीकरणात विधिमंडळ आणि प्रसारमाध्यमे या दोन्ही स्तंभांची भूमिका अत्यंत महत्त्वाची आहे. या दोघांमधील समन्वय आणि परस्पर समज वाढविण्याच्या दृष्टीने हा संवाद निश्चितच उपयुक्त ठरेल.

यशवंतराव चव्हाण विकास प्रशासन प्रबोधिनी (YASHADA), पुणे येथे वैद्यकीय शिक्षण विभागातील आयुर्वेद महाविद्यालयांच्या प्राध्यापकांसाठी "स्व-शोध ते स्व-विकास" आणि "चांगले व यशस्वी अधिकारी कसे व्हावे" या विषयांवर दोन प्रेरणादायी सत्रे घेण्याची संधी लाभली.
शिक्षक, प्राध्यापक आणि अधिकारी हे केवळ ज्ञान देणारे नसून समाजपरिवर्तनाचे प्रभावी माध्यम असतात. व्यक्तिमत्त्व विकास, नेतृत्वगुण, सकारात्मक दृष्टिकोन, आत्मपरीक्षण आणि प्रभावी प्रशासन यांसारख्या विषयांवर सहभागींसोबत सखोल संवाद साधता आला, ही अत्यंत समाधानाची बाब आहे.
आजपर्यंत YASHADA येथे माझी एकूण २१० सत्रे पूर्ण झाली असून, त्यामध्ये ६,२१९ अधिकारी व कर्मचाऱ्यांचा सक्रिय सहभाग लाभला आहे. हा प्रवास केवळ संख्येचा नसून, व्यक्तिमत्त्व घडविण्याचा, नेतृत्व विकसित करण्याचा आणि सुशासनाची पायाभरणी करण्याचा आहे.
