A note on the Terms of Reference of 15th Finance Commission and its implication on Pondicherry U.T

Dear (Origin-al Pondicherrians),

As the terms of reference of 14th Finance Commission has come to an end in 2017-18, the 15th commission is constituted with New Terms of Reference.

You may be aware that under the earlier Finance commissions, particularly in 13th and 14th, we were insisting Central Govt to include U.T of Puducherry, which has a legislature, into the Terms of Reference of Finance Commission. But we misserably failed in our atempt.

Now, even in the 15th Finance Commission, which has life of 5 years, Puducherry is not included because its an UT with legislature.

The implication of this is that, 15th Finance Commission has no mandate in devolution of funds to Pondicherry because Pondicherry has a legislature.

As per the new devolution formula, now the Centre: State revenue sharing is at 58:42 percent. This means that 42 percent of Central revenue will go to States. But not Pondicherry, because Pondicherry is not in the Terms of Recetence of 15th Finance Commission.

For the UT of Puducherry, which is worst hit by fincancial crisis, the current terms og 15th Finance Commission could do more harm.

I suggest few remedies to over come this situation.

1. In Oct 1949, (before merger with Indian Union) while addressing in Indian Parliament, Pandit Jawaharlal Nehru said If Pondicherry merges with India, its financial burden will be taken care. Podicherrians should sensitise the Centre to keep up this promise.

2. Later, during merger, in the Treaty of Cession between India and France, there is a clear mention on how Pondicherry has to be administered, financially. Centre to be sensitised on the content of this doxument.

3. Our elected representatives may raise the issue in forums such as (a) inter-state council (b) resolution in UT legislature (c) resolution in Parliament (d) Reptesention to Union Home and Finance Ministry

4. Seeking an amendment to Sec.280 of Indian Constitution to treat UT with legislatire on par with a State. This is just an amendment to the definition of State, in our Constirution.

5. New Delhi is also an UT with legislature. But most committed expenditures of Delhi UT such as pension, police etc are taken care by the Unuin Govt and it receives 100 percent assistsnce for CSS. If such a practice is extended to Pondicherry, it will help overcome the current crisis situation .

To sum up, in reality, we are treated neither as State nor as UT. As of now there is NO CONSTITUTIONAL OBLIGATION to devolve Central funds to Pondicherry.

Govt and the people of Pondicherry should take steps to overcome the Financial Crisis.

Once its done, like Centre has committed expenditure on Defence, Education etc. It will have a committment to meet part of Puducherry's expenditure.

I welcome suggestions on this note.

As per the Theory of Probability, Tamils are likely to capture 1/13th of the total MBBS seats is India.

As students from Tamilnadu alone is more than a lakh out of 13 lakh plus NEET applicants, the probability is 1/13th.

Looking at the result of Nation-wide competitive exams, the probability could tilt in favour of Tamilnadu Students.

For an analogy, Tamilnadu Students will be able to get 8 out of every 100 MBBS seats in India.

This may go up to 10 out of 100 seats if few questions are from State Board syllabus.

So, we had alteady WON the NEET race, in number of applicants.

Eagerly waiting to see the actual result.

On the issue of not providing due 'Classical Language" recognition to Tamil:

Dear Tamils,

Dont mind wthether they recognize Tamil as Classical Language or not. Our language in an International Language. So, it doesnt need to be recognized at one country or does it require any reccognition by a third party.

For thousands of years, our language survived swrveral onslaughts and transformed itself to the changing needs of the Tamil society.

In the name of Saint Poet Thiruvalluvar...lets forgive those insane people who knowlingly or unknowingly did injusticec to our language.

There is no best alternative for the humanitarian concept of Socialism.
But, as far as India is concerned, it should be built on the funddmentals of Indian history and culture, to capture the hearts of Indians.

Indianisation of Socialism is the need of the day.

In my opinion, 99 percent of Indians are not aware of the concept of Socialism, in the present form. Same is the case for the concept of Democracy.

A good economic thought not gaining prominence because efforts were not taken to Indianize it.

Stuggle for Cauvery Managenent Board should be extended to compel the Govt to construct check dams and restore water bodies.

Cauvery water that is released from Karnataka dam should not be allowed to mix with Bay of Bengal.

Statiatically, TN receives more rainfall compared to Karnataka. It even receives more compared to counties like Israel.

Though CMB will ensure periodical releasing of water, we should ensure that water is properly stored and appropriately used.

What is insist is that CMB is only a secondary aspect of our water issues. The primary requirement is check dams and restoration of water bodies.

Like death sentence for child s*x abuse, there can also be death sentence for those encroach water bodies.

Cultivable land should never be permitted for non-farm developmental activities what so ever it is.

Do not let politicians polarise the issue on CMB alone. Let them understand that Tamils cant be cheated anymore.

Let the stuggle be on two demands.
1. Check Dams and restoration of water bodies.
2. CMB.

If this is done, even if Cauvery fails due to poor rainfall in Karnakaka catchment area, water harvested in Tamilnadu would save our Agri and drinking water requirements.

Strong Tamilnadu.
Stronger India.

My opinion on recent Anti-muslim attacks in Kandy, Srilanka:

1. Its not just an isoloted violence against minority muslim community in Srilanka.

2. Most muslims in Srilanka are Tamils. Hence, this violence should be viewed as a continuation Racial Discrimination against Ethnic Tamils in Srilanka.

3. Main stream media projecting it as a anti-muslim attack is an act of probagating the outcome of the disease rather than the reason for the disease.

4. If left unxhecked, once again the si hala-buddist majoritarian nationalism will try to divide the island nation racially.

5. Today its Tamil Muslims...tomorrow it could be Tamil Hindu's and Tamil Christians.

5. India, being a regional power, should play strategic role and pressurise the visiting Lankan President to ensure Peace in Srilanka.

Behavioural Redearch on "Bank Frauds & Cheating Communities"

Today's newspapers carry info about yet another fraudster Sabhya Seth...tune around 400 crores...year 2014.

Mallya / Modi / Seth / Choksi....

Research in Behavioural finance can be extended with a new addition namely " Behavioural Borrowing"..

Among various research themes under Behavioural Borrowing, one important area could be the "ethnicity" of the borrower.

Under this, big borrowers should be clssified based on their Caste / Language / State etc.

This should be followed by an analysis of with objectives like:

1."How many Borrowers Cheated the bamking system?

2. What is their Linguistic background?

3. What is their Caste ?

4. What is their Religion?

5. Which State do they belong to?

Suggest RBI or Finance Ministry should take up this research immediately.

Probable outcomes could help RBI and Banks to take calculated lending risk and identify the best businessnen by State/ Caste etc.

I mean...like "Investing Community...there is Cheating Community".

In a recent FB post one of my FB friend asked me a question.."Are you a True Hindu".

With an expectation that this open reply reaches him as well as opens my mind to the world, my reply follows;

There is GOOD as well as BAD people in every Nation; Religion: Caste; Creed; Language;

There is several good and few unacceptable aspects is every Religion;

So, my opinion and advice is to stand with the GOOD and Reject the BAD in whatever form.

In a period of religious activism, let me also put forward my expectations.

Tamilnadu and Pondicherry Govts should consider declaring Holiday for "Thaipoosam" and "Kandhasashti".

These days should atleast be considered as Restricted Holiday.

Lord Muruga Bakts, mostly Tamils, are currently finding difficult to get involved to perform their religious duties.
