INDIA’S NUCLEAR DOCTRINE: TWO DECADES OF CONTINUITY ☢️🇮🇳

India’s publicly stated operational nuclear doctrine has retained its core framework for more than two decades, while the strategic environment around it has evolved.

🔹 2003 framework: Credible nuclear deterrence, No First Use (NFU) and the capacity for retaliation were central principles.
🔹 Massive retaliation: The 2003 statement described nuclear retaliation to a nuclear first strike as massive and intended to inflict unacceptable damage.
🔹 Civilian control: Nuclear retaliatory attacks can be authorised only by the civilian political leadership through the Nuclear Command Authority.
🔹 Changing environment: China’s nuclear modernisation, Pakistan’s evolving capabilities, and developments in cyber, space, missile defence and other technologies have altered the strategic context.
🔹 Capability matters: Credible deterrence depends not only on declaratory policy but also on survivability, command-and-control resilience, intelligence and second-strike capability.
🔹 Review ≠ automatic revision: A doctrinal review can examine whether existing concepts remain aligned with contemporary strategic conditions without necessarily abandoning them.

ECI: DISSENT, CENTRALISATION & THE QUESTION OF INSTITUTIONAL INDEPENDENCE 🗳️⚖️

Recent reports have brought renewed attention to internal objections within the Election Commission during the Special Intensive Revision (SIR) of electoral rolls.

🔹 Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi reportedly recorded formal objections on several SIR-related decisions, including changes to Form 6 and electoral-roll database management.

🔹 They reportedly raised concerns about the centralisation of electoral-roll databases and the extent of access available to statutory ground-level authorities.

🔹 A reported Goa episode involving 97 voters raised questions about whether ERO decisions could be incorporated into centrally controlled software.

🔹 The ECI, however, has stated that all official decisions, including SIR decisions, were unanimous, and described written observations and internal checks as part of its institutional processes.

The appointment and removal of India’s Election Commissioners reflect an important constitutional balance between institutional independence, parliamentary law and accountability.

🔹 Article 324(2): The President appoints the CEC and ECs, subject to a law made by Parliament.
🔹 Anoop Baranwal judgment (2023): The Supreme Court prescribed an interim selection mechanism of PM + Lok Sabha LoP + CJI until Parliament legislated.
🔹 2023 Act: Parliament subsequently enacted the CEC and Other ECs Act, replacing the interim mechanism with PM + LoP + Union Cabinet Minister nominated by the PM.
🔹 CEC removal: Article 324(5) provides protection equivalent to that applicable to a Supreme Court judge—removal on the prescribed grounds and through the constitutional parliamentary process.
🔹 Other ECs: They can be removed only on the recommendation of the CEC.
🔹 Section 16: The 2023 Act protects serving and former CECs/ECs from specified civil or criminal proceedings for acts connected with official duties. Its precise scope, including questions concerning arrest/investigation, remains subject to legal interpretation; the Supreme Court is examining a challenge to the provision.

BRICS & ALTERNATIVES TO SWIFT: CAN ALTERNATIVE PAYMENT SYSTEMS SCALE? 🌍💳

The push for alternative payment mechanisms reflects a broader effort to make cross-border payments more diversified, interoperable and resilient.

🔹 CIPS — China’s cross-border interbank payment system, supporting yuan transactions
🔹 SPFS — Russia’s financial messaging system developed as an alternative after sanctions-related exclusion from SWIFT
🔹 SEPAM — Iran’s domestic interbank telecommunications network
🔹 Project mBridge — a multi-CBDC initiative designed to explore direct cross-border settlement using central bank digital currencies

BRICS has continued discussions on interoperability of payment systems and local-currency settlements, but a single BRICS-wide alternative to SWIFT has not emerged. The 2025 BRICS declaration called for further work on possible pathways for interoperable payment systems.

🇮🇳 India–Russia provides an important bilateral example: rupees and roubles reportedly now facilitate 96% of bilateral trade, with 22 Russian and 17 Indian banks involved in servicing transactions.

SHOULD FRONTIER AI DEVELOPMENT SLOW DOWN? 🤖⚖️

The debate over frontier AI is increasingly centred on one question: How should the pace of AI development be balanced with safety and innovation?

🔹 Dario Amodei’s approach: argues that frontier AI should be “paced” so that safety research, evaluation and governance can keep up with rapidly advancing capabilities.

🔹 Mark Zuckerberg’s approach: argues that individual AI labs already have strong incentives and tools to develop systems safely, including liability, market pressure and independent evaluation.

🔹 Common ground: Both approaches recognise the importance of AI safety, testing, evaluation and alignment research.

🔹 The deeper question: Should safety be primarily ensured through coordinated standards and external oversight, or through competition, company-level responsibility and market incentives?

🔹 Open-source dimension: Wider access to advanced models can expand innovation and independent evaluation, while also increasing the number of actors developing powerful AI systems. Meta’s own frontier-AI framework explicitly discusses both risk mitigation and the benefits of open-source development.

POLITICAL FUNDING IN INDIA: TRANSPARENCY & ACCOUNTABILITY 💰⚖️

Political finance lies at the intersection of democracy, transparency, regulation and accountability.

🔹 Electoral Bonds: Introduced in 2018, the scheme was declared unconstitutional by the Supreme Court in February 2024, with the Court holding that non-disclosure of political funding violated citizens’ right to information under Article 19(1)(a).

🔹 RUPPs: Registered Unrecognised Political Parties can receive contributions subject to the statutory framework. The ECI also has a distinct process for recognition and for delisting parties that do not meet applicable requirements.

🔹 Financial disclosure: Contribution reports and audit reports are important mechanisms for public scrutiny of political parties.

🔹 The larger issue: Political funding requires mechanisms for disclosure, traceability, auditing and accountability.
