Change of Guard at FOSMA
After serving for over 7 years as Chairman of FOSMA and FMIRO, Capt Navin Passey decided to step down from the position on 7th May 2020.
He will however continue on the Board as mentor/advisor in the foreseeable future and support the various committees he has been involved with, and represent FOSMA at external bodies as approved by the Board.
Capt Passey handed over the charge to Dr. Sanjay Bhavnani, Director & C.O.O, MMS Maritime (India) Pvt Ltd.Dr Bhavnani has been on the FOSMA Board for several years and was unanimously approved to take over at the Board meeting held yesterday.
Says Dr Bhavnani,“To fill up Capt Passey’s shoes is going to be very difficult if not impossible. His contribution towards both the organisation as well as the industry, has been tremendous and he, along with the entire team, has been instrumental in taking FOSMA and FMIRO to completely new and unparalleled heights. His charisma and personal attributes of encouraging everyone to strive for greater heights in spite of all odds and emerging out of that successfully is something which is to be marvelled at. We cannot thank him enough for his exemplary leadership shown at all times and we look forward to his continual guidance in the times to come. I thank all Directors for trusting me with this responsibility and to take the efforts of the organisation forward.It will continue to be our endeavour to ensure that FOSMA & FMIRO contribute to the Industry significantly, in close partnership with the Government, and all other industry bodies, to promote the cause of Indian seafarers at all times, The levels of professional competence which they have demonstrated so far has been exemplary. The same need to be not only maintained but also continually enhanced, in order to enable Indians to retain their leadership position within the global maritime industry. Hence, our top most priority would be to meet the expectations of all stakeholders both in the short as well as in the long run primarily directed towards such an objective. “
Commenting on this changeover, Capt Abhijit Chattopadhyay, Vice Chair of FOSMA said“Navin had initially indicated his wish to step down sometime at the end of 2019, however, at the request of the Board, agreed to continue for some more time. We were all aware that it won't be for long and we respect his decision to step down from FOSMA Chairmanship. However, we managed to persuade him to remain as a mentor to the board to support it's activities wherever necessary. We all enjoyed his leadership & FOSMA scaled new heights during his tenure as its Chairman.
To fill up the position created by the Dr Bhavnani’s elevation to the Chairman position, Capt Sankalp Shukla Managing Director of , India, has been appointed as Vice Chair.

Capt. Mahesh Yadav, Director Training FMIRO stated that “During the tenure of Capt. Passey as Chairman, FOSMA has reached much greater heights in terms of access and representation at various bodies. All our training Institutes have undergone shifting to our OWNED world class premises with very experienced faculty, modernised ambience and infrastructure to meet the expectations of students from FOSMA, and have been equipped with most sophisticated state-of-the-art Full Mission Maritime Training Simulators; and the work goes on.”
