MARPOL Annex I Regulation 34 establishes strict requirements for controlling the discharge of oil and oily mixtures from ships, helping protect the marine environment from pollution.

In general, the discharge of oil or oily mixtures into the sea is prohibited unless specific conditions are met. For machinery space bilges, the oil content of the effluent must not exceed 15 ppm, the ship must be proceeding en route, and the approved oily water separator, oil content monitor, and automatic stopping device must be fully operational.

Discharge is strictly prohibited within designated Special Areas, in ports, harbors, terminals, and anchorages. Accurate record keeping is equally important, with all relevant operations documented in the Oil Record Book.

Key points to remember:

• Use only approved oil filtering equipment.
• Ensure the 15 ppm monitor and automatic stopping device are functioning correctly.
• Maintain complete and accurate records of all operations.
• Never discharge oil or oily mixtures in prohibited areas.

"Over" means: "I have finished speaking and expect a reply." It keeps the communication channel open and indicates that the conversation will continue.

"Out" means: "I have finished speaking and do not expect a reply." It ends the transmission and closes the communication.

A common mistake is saying "Over and Out." In standard radiotelephony procedure, these terms are contradictory and should not be used together.

Clear communication saves time, prevents confusion, and enhances safety onboard.
