Day Seven (7 February 2026) in Mussoorie continued with a packed and enriching schedule as participants of the Capacity Building Programme for Middle-Level Civil Servants of Malaysia in India attended sessions focused on policy implementation, food security, and digital commerce innovation.

The day began with Shri Ravi Chilukoti delivering “Skill India: Policy and Practices,” offering insights into policy approaches and practical implementation of skills development to support workforce readiness and employability.

This was followed by Shri Shireesh Mohan Khare presenting “Food Security for All,” highlighting the importance of sustainable food systems, equitable access, and the role of public policy in ensuring food security for everyone.

The programme then continued with Shri Ayush Agarwal on “Open Network for Digital Commerce,” showcasing how digital ecosystems can expand commerce opportunities, improve market inclusivity, and enhance transaction efficiency across the economy and public sector.

Towards the end of the day, participants attended a “Briefing of Exposure Visit,” which provided key preparatory information, including the visit’s objectives, focus areas, and the expected learning outcomes from the exposure programme.

Day Six (6 February 2026) in Mussoorie continued with strong momentum as participants of the Capacity Building Programme for Middle-Level Civil Servants of Malaysia in India remained enthusiastic and actively engaged throughout the day.

We began the day with a meaningful session by Shri N. Ravishankar titled “Governance for Institution Building,” which emphasised how strong institutions, clear division of roles, and sound governance frameworks form the foundation of effective public administration.

Session 2 followed with an engaging presentation by Shri Naveen Kumar Kori on “Rationality and Decision Making in Public Policy,” highlighting the importance of rational thinking the use of evidence and data and careful consideration of multiple factors in making effective and well informed policy decisions.

Notably, we wore national attire today, and the male participants performed Friday prayers. After the break for Friday prayers, the programme resumed with an energetic session by Dr. Ashish K. Srivastava titled “Technological Innovations in Governance,” which showcased how digital technology and innovation can strengthen service delivery, enhance transparency, and build public trust in government governance systems.

Day Four (5 February 2026) in Mussoorie saw participants of the Capacity Building Programme for Middle-Level Civil Servants of Malaysia in India continuing the programme with great enthusiasm. The weather was also warmer about 5°C higher compared to the previous days.

We started the day with a relaxed yet highly effective online session delivered by Shri Novman Ahmen on “PPP in Infrastructure.” This was followed by Session 2, featuring an engaging presentation by Prof. M.K. Agarwal on “India: Vision@2047.” Session 3 then continued with Prof. Minu Bajpai, who presented “Ayushman Bharat: Pradhan Mantri Jan Arogya Yojana,” which was something new for us.

In the afternoon, the programme carried on with an information-packed session by Dr. B. S. Bisht on “Best Practices from Various Development Schemes.”

Day Three (4 February 2026) in Mussoorie saw the participants growing closer and getting to know one another better.

We began the day with a highly informative session by Dr. Vinay Thakur who presented “PM Gati Shakti: Vision and Objectives.” In the second slot, he continued with “Digital Public Infrastructure as Public Good.” This was followed by Session 3, delivered energetically by Prof. Kumar Suresh on “National Education Policy: Promoting Access, Equity and Inclusioan.”

In the afternoon, the programme continued with a session by Ms. Sowjanya on “Civil Servants in India: Training Canvas.” The session was both engaging and it encouraged active participation, particularly during the lively Q&A segment.

Day Two (3 February 2026) in Mussoorie saw the participants of the Capacity Building Programme for Middle-Level Civil Servants of Malaysia in India staying upbeat and full of energy to continue the sessions even with the temperature dropping to 2°C!

We kicked off the day with an insightful session by Dr. Jai Prakash on “Sustainable Energy Solutions and Green Initiatives.” This was followed by Sessions 2 and 3, where Ms. Vidushi Chatturvedi delivered two engaging topics: “Aadhaar: A Tool of Good Governance” and “Evolving AI and Changing Geopolitics.”

In the afternoon, the programme continued with a lively and thought-provoking session by Shri Pudamvir Singh on “Ethics and Integrity in Public Administration.”

The opening ceremony of the Capacity Building Programme for Middle-Level Malaysian Civil Servants in India was held at the National Centre for Good Governance (NCGG), Mussoorie, India. The programme was conducted seamlessly under the excellent coordination and facilitation of Dr. B.S.
