Subject: Offering Technical Expertise for Strengthening Punjab’s
Power Sector and Promoting Energy Conservation

Respected Mann Sahib,

Warm greetings and heartfelt congratulations on the trust and
responsibility placed in you by the people of Punjab. It is a proud moment
for all Punjabis to witness the rise of a leadership committed to
transparency, progress, and people-centric governance.

I am Er. Khushdeep Singh Salana, a retired Associate Professor of Electrical
Engineering from Guru Nanak Dev Engineering College (GNDEC), Ludhiana,
where I served for over 32 years. Throughout my career, I have had the
privilege of mentoring more than 10,000 engineering and technical
students, many of whom are currently serving in senior positions across
various sectors in India and abroad.
While I am now retired, my commitment to Punjab remains unwavering. It
pains me to see that despite our wealth of technical talent, the state
continues to struggle with energy shortages and infrastructure
inefficiencies. A major concern is the continued reliance on coal-fed
thermal power plants, even though Punjab is located far from coal-
producing regions. Transporting coal over such vast distances is both
economically unsustainable and environmentally harmful.
Another critical issue I would like to highlight is the unnecessary
installation and promotion of over-rated electrical equipment in our
region. In many cases, equipment is sold and installed at ratings
significantly higher than actual load requirements—resulting in capital
waste, energy losses, and long-term inefficiencies. This reflects a growing
technical and financial drain, one that I believe can and must be addressed.
In this regard, I respectfully offer my services to the Government of Punjab
My areas of contribution could
include:

• Promoting energy conservation and efficiency through appropriate
technical solutions

• Preventing resource mismanagement by aligning equipment

• Supporting the training and upskilling of engineers and technicians
for practical, real-world applications

My intent is to serve Punjab using the knowledge and experience I have
gained over decades in electrical engineering. I strongly believe that by
aligning technical insight with policy, we can ensure more sustainable and
efficient outcomes for our energy sector

How the ongoing research work is not have practical existence.’
The tool which is computer is the master of research. We must evaluate the work by its implementation and have projects which increase our Revinue. I bet 90% is fake in my electrical engineering.

I am professor in electrical engineering and served my students in GNE for 32 years.
I respect Kejriwal an engineer from IIT served the nation with a mission. i m not a political
Person enjoys my engineering. It gives me pain to listen discussions on power deficiency
in state like Punjab. The chairman of PSPCL is my senior in college 2years. Many of my friends
Retired as chief engineer or deputy CE.
I often talk to my students who did their Master of Engineering served in departments, teaching in
Colleges about mismanagement of the resources by the politicians for their vested interests. Punjab is a
Far off state from Bihar or coal rich states, why COAL FED THERMAL PLANTS in Punjab where a goods train carried the coal
from thousand of kilometres. The most of fuel is available in many times as it was at coal rich states. THIS IS ALL POLITICAL GAME.
I M SURPRISED THESE RICH ADMINSTRATORS IN ENGINEERING , WHY KEPT SILENT ON THIS ISSUE.

BRING ELECTRICITY TO PUNJAB BY INSTALLING TURBINES , THERMAL PLANTS BY MEANS OF HIGH VOLTAGE DIRECT CURRENT SYSTEMS AND DISTRUTE THEM IN STATES.

Mann sahib everybody is not lucky like you or Kejriwal to have a courage to fight the evils. some fools like me unable to raise the voice of
Suppression by wealthy people in engineering also

i will open my heart regarding technical issues .
I OPENLY DISCUSSED ALL PROBLEMS TO SOLVE THEM BY ANY OF THESE BUROCRATES.

My ambition in engineering is this if you are electrical engineer than you should know practically equipments used in it.

In my opinion the computer software’s available in a the market for designing of machines and transformers, circuit breakers, protective relays and other electrical equipment’s must be checked by electrical engineers. How a computer engineer knows the switching condition of H.T.O.C.B
They ar ignorant about SMPS of their computers. We can take th help of computers.
In the final I say this thing an electrical engineer can become computer engineer it is difficult for computer engineer to work on high voltage.
Understand the concept of electrical engineering is to be sole motto.

The world changed from big to small with innovative tools. Electrical engineering seems to be effected by this by so called engineers. The quality of education deteriorated by the Foundation of PTU. The education for budding doctors and engineers came to university colleges to schools. The Punjab suffered a great loss to be disaffilation from Punjab university Chandigarh to PTU Jalandhar.

New Semester is started. I am teaching POWER SYSTEM -II i.e ( switchgear and protection). Clearly starts with substations, equipments used in substations . Routine affair i shared my views with my students that undeveloped countries paid heavily to the developed Nations in the field of electrical engineering also . I take the example of HTOCB used previously for the protection of Transformers 66 KV or more in state electricity boards than that.They are also extensively used for the protection of 11 KV distribution transformers in industries having transformers more than 500 KVA capacityNow they are not available in the market, manufacturing is stopped .by Crompton Greaves. The distribution transformers more than 500 KVA needs to have protection on HT and LT side by the installing authorities as Chief Inspectore electrical punjab. Previously HTOCB used is of the cost nearly 1 lac now replaced by VCCB or SF6 which is about to cost three times for small transformers. I m not talking about state boards but for consumers. continued

We installed Thermal power plants in Punjab to improve the demand of Power but couldnot get coal and running our plants below the maximum utilisation factor and getting power from power from pvt operators. God bless us
