लखनऊ/राँची। आज भी गांवों में महिलाओं को खाना पकाने की जिम्मेदारी तो पूरी उठानी पड़ती है लेकिन कौन से ईंधन और कितना इस्तेमाल करना है ये फैसला करने की स्वतंत्रता नहीं है। आज भी एक बार पति से खाना पकाने के ईंधन मांगने के बाद 20 दिन का इंतज़ार करना पड़ता है। खाना पकाने का ईंधन आवश्यक खर्च में आता है जो महिलाओं को समय से न मिलने पर उन्हें अधिक कठिनाईयों का सामना करना पड़ता हैए क्योंकि खाना पकाना तो उन्हें रोज़ पकाना है।
ये बातें गुरुवार को मार्सेल रिसर्च एंड डेवलपमेंट प्रा लि द्वारा ग्रामीण क्षेत्रों में खाना पकाने के लिए महिलाओं के संघर्ष विषय पर आयोजित वेबिनार में निकल कर आईं। इस वेबिनार में शामिल झारखंड के एक्टीविस्ट और पत्रकार सुधीर पाल जी ने कहा कि लकड़ी पर खाना पकाने की पंरपरा को खत्म करना होगा। इससे तीन फायदे होंगेए महिलाओं को इंडोर पाल्यूशन से होने वाली समस्याओं से बचाया जा सकता हैए लकड़ी बीनने में लगने वाला श्रम और समय के साथ साथ बायोडायवर्सिटी को भी संरक्षित किया जा सकता है। जबकि सीनियर जनर्लिस्ट और वेबिनार के मुख्य अतिथि शंभूनाथ जी ने कहा कि आज भी हाइवे पर महिलाओं को लकड़ का बोझा ले जाते हुए देखा जा सकता है और वो लकड़ी के लिए 4 से 11 किमी रोज का सफर करती हैं। इस समस्या से उज्जवला जैसी स्कीम ही बचा सकती है लेकिन उसका सही से क्रियांवन होना जरूरी है। जिहालत की वजह से यह अच्छी स्कीम सफल नहीं हो पा रही है इसलिए बड़े तौर पर इसमें बदलाव की जरूरत है।

इसी मौके पर सीनियर जनर्लिस्ट योगेश नारायण दीक्षित जी ने कहा कि महिलाओं में आर्थिक स्वतंत्रता लाने के लिए सरकार को ही पहल करनी होगीए जैसे राशन लेने के लिए महिलाओं के अंगूठे का निशान जरूरी होने से अब महिलाएं भी राशन लेने के लिए घर से बाहर निकलने लगी हैं। वैसे पहले तो ये काम भी पुरुष के जिम्मे ही था। इसी तरह अगर गैस की सब्सिडी या पैसा महिलाओं के खाते में ही जाए तो यहां बात बन सकती है।
इस मौके पर मार्सेल इंडिया के फाउंडर डायरेक्टर भारतेन्दु त्रिवेदी ने कहा कि उज्जवला स्कीम का फायदा सीधे महिलाओं को ही मिलता लेकिन पहला सिलेंडर मिलने के बाद वह ग्रामीण और लोवर क्लास के घरों का शो.पीस बन कर रह गया।

मार्सेल इंडिया के इस रिसर्च की मुख्य शोधकर्ता मनीषा अवस्थी ने अपने शोध को प्रेजेंट करते हुए बताया कि झारखं डमें 480 महिलाओं पर हुए अध्ययन से पता चलता है कि केवल 57ः महिलाएं ही ईंधन पूरी तरह से ख़त्म होने से पहले नए ईंधन को घर लाने का निर्णय लेती हैं। सभी महिलाएं घर पर ईंधन लाने का निर्णय नहीं ले पाती हैं क्योंकि उनके हाथ में वित्तीय स्वतंत्रता नहीं है।
केवल 15% महिलाएं ही घर में खाना पकाने का ईंधन लाने के लिए अपने पैसे से प्रबंधन कर रही हैं। बाकी ईंधन लाने के लिए पुरुष साथी पर निर्भर हैं क्योंकि उनके पास किसी भी प्रकार का वित्तीय स्रोत नहीं है। जबकि खाना पकाने का ईंधन घरेलू आवश्यक जरूरतों की श्रेणी में आता हैए लेकिन वित्तीय समस्याओं के कारण महिलाओं को इसके लिए भी संघर्ष करना पड़ता है।
अध्ययन से पता चलता है कि लगभग 90% महिलाएं घर में सभी के भोजन करने के बाद भोजन करती हैं। जबकि उनके लिए भोजन की उपलब्धता के बारे में पूछे जाने पर केवल 0.22% महिलाएं ही बता पाई की सबके खाना खाने बाद ये पक्का होता है की उनके ले पर्याप्त खाना बच पाता है।
14% महिलाओं को खाना पकाने के ईंधन के प्रबंधन के लिए अपने पति से बहस करनी पड़ती है जिसका असर न केवल उनके रिश्ते पर पड़ता है बल्कि महिलाओं को अपनी उन बुनियादी ज़रूरतों के लिए संघर्ष करना पड़ता है जो परिवार के सभी सदस्यों के लिए महत्वपूर्ण हैं।
जिन घरों में एलपीजी गैस का प्रयोग नहीं होता वहां की महिलाओं को और भी अधिक कठिनाइयों का सामना करना पड़ता है। ईंधन के लिए लकड़ी और पत्ते को इकट्ठा करने की ज़िम्मेदारी घर की महिला की होती है द्य ऐसे में ये महिलाएं कई स्वास्थ्य समस्याएं जैसे जननांगए रीढ़ की हड्डी और मांसपेशियों के दर्द की गिरफ़्त में आ जाती हैं।

Project - Crowdsourcing data on the reliability of electricity service: Evidence from a telephone survey in Uttar Pradesh, India

Measuring energy access in developing countries involves much more than simply recording whether or not households are connected to the grid. Both international organizations and scholars now recognize the importance of reliable electricity supply for achieving positive development outcomes. Yet, measuring reliability is much more difficult than measuring the existence of connections. We propose an economical crowdsourcing method for measuring reliability and compare this method to energy monitor data for 122 households over 12 months. The results suggest that, while far from perfect, crowdsourcing provides a reasonably accurate method for monitoring the reliability of access over time, especially when modelled as a non-linear relationship. We apply these findings to model energy reliability in a broader group of villages across Uttar Pradesh, India, demonstrating the existence of disparities between urban and rural reliability and seasonal fluctuations in reliability. The system laid out in this study can be utilized by government and non-government organizations to quickly and cheaply monitor energy reliability.
