Right to Education Act, 2009 and Article 21-A of the Constitution of India, with the objective of ensuring equal and fair educational opportunities to every citizen of the nation. The Board, adhering to the guidelines of the National Education Policy, 2020, statutory provisions, and judicial pronouncements upholding the principle of “Education for All”, accords equal importance to both formal and non-formal modes of education. It aims to provide learning opportunities to all students, particularly those who have been deprived of conventional schooling or who wish to pursue education in a flexible and learner-friendly environment. CBOSE is not confined merely to conducting examinations and issuing certificates; it is committed to the holistic development of learners—encompassing academic excellence, practical knowledge, ethical values, social responsibility, and employability skills. State of Uttar Pradesh [(2012) 8 SCC 734], held that “The right to education is not confined to formal schools alone; it extends to all alternative and appropriate means of education suited to the learner’s circumstances.”

Similarly, the Hon’ble Allahabad High Court, in Anil Kumar vs. State of Uttar Pradesh [AIR 2005 All 233], observed that “Providing equal opportunity for education is the duty of the State and institutions registered under it, whether through regular schools or alternative education systems.”

Furthermore, the Hon’ble Delhi High Court, in Sandeep Kumar vs. GNCT of Delhi [WP(C) 9136/2018], affirmed that “Open schooling and alternative modes of education are valid and recognized under the spirit of the Right to Education Act, provided they comply with prescribed standards.”

CBOSE thus works on the guiding principle that “Education – For Everyone, Everywhere” is not merely a slogan but a constitutional mandate and social responsibility, striving to extend equal opportunities to learners across all sections, communities, and regions.
