*Lighting the Lamp of Literacy: Kupwara Surpasses Targets with Remarkable Success in FLNAT-II*

In a significant stride towards eradicating the roots of illiteracy and strengthening the vision of universal education, the Foundational Literacy and Numeracy Assessment Test (FLNAT-II) 2025–26 was successfully conducted across 422 Samajik Chetna Kendras spread over 13 educational zones of District Kupwara.

This large-scale assessment witnessed the enthusiastic participation of 22,279 non-literate learners, including 13,778 females and 8,501 males, reflecting a strong community response towards literacy initiatives. Notably, the district achieved an impressive 139% of its allotted target, marking this endeavour as a milestone achievement in the literacy movement.

The smooth and transparent conduct of the assessment was ensured through the dedicated efforts of school teachers and Volunteer Teachers (VTs), who performed their duties as invigilators with utmost sincerity and commitment.

To motivate and encourage the learners, Chief Education Officer Kupwara, Mr. Manzoor Ahmad Najar, Deputy CEO Kupwara, Mr. Rafiq Ahmad Mir, and District Education Planning Officer, Mr. Mohammad Iqbal Shah, personally visited several assessment centres. Their presence served as a source of inspiration for the learners, urging them to come forward and embrace literacy as a tool for empowerment.

The Zonal Education Officers from all thirteen zones also conducted extensive visits to various centres, where they appreciated the enthusiasm of non-literate participants and the relentless efforts of Volunteer Teachers. In addition, the Zonal Education Planning officers monitored the assessment process and lauded the commitment and dedication displayed by all stakeholders.

Special recognition is due to the Zonal Coordinators of ULLAS, whose tireless and unparalleled efforts ensured the successful organization and ex*****on of this massive exercise. Their contribution continues to play a pivotal role in advancing the cause of literacy in the district.

The collective efforts of every teacher, volunteer, and members from Samagra office/team and CEO office Kupwara and other stakeholder involved in this initiative are truly commendable. A special word of appreciation goes to the Volunteer Teachers, whose unparallelled support, strong coordination, and missionary zeal have been instrumental in driving this campaign forward.

*District-Level Prerana Utsav Concludes Successfully at JNV Potushai, Lolab*

The District-Level Prerana Utsav was successfully concluded today at Jawahar Navodaya Vidyalaya Potushai, witnessing enthusiastic participation from across the district. A total of 58 schools took part in the event, represented by 116 students accompanied by 58 es**rt teachers, making the celebration a vibrant and inclusive platform for cultural expression and talent.

Prior to the district-level event, the School-Level Prerana Utsav was organized in respective institutions from 7th to 13th February, during which students were duly registered and prepared for the higher-level participation. This structured approach ensured wide participation and effective representation from all zones of the district.

The event was meticulously coordinated by the Zonal Cultural Coordinators in close collaboration with the respective Heads of Institutions (HOIs), who not only facilitated the school-level activities but also actively participated in the district-level Prerana Utsav, contributing to its overall success.

On the occasion, Manzoor Ahmad Najar, Chief Education Officer Kupwara, lauded the dedicated efforts of all HOIs for their commitment towards nurturing cultural and co-curricular excellence among students. *From Classroom to Kartavya Path, Kupwara Cadet Makes the Nation Proud*

In a proud moment for the Education Department of Kupwara, Chief Education Officer (CEO) Kupwara, Mr. Manzoor Ahmad Najar, today felicitated Senior Under Officer (SUO) Tauheed Altaf of 7 J&K Battalion National Cadet Corps (NCC), Kupwara, in his office chamber for his exceptional national achievement.

SUO Tauheed Altaf earned a rare and prestigious honour by leading the All India NCC Boys Marching Contingent during the 77th Republic Day Parade at Kartavya Path, New Delhi, on 26th January 2026, bringing immense pride to the district, the Union Territory, and the education fraternity.

CEO Kupwara honoured the cadet with a Certificate of Appreciation, and Memento in the presence of NCC INCHARGE COL.AMIT BHARDIWAG and Deputy Chief Education Officer Mr Rafiq Ahmad Mir,and other senior officers from the NCC, acknowledging the collective efforts behind this remarkable accomplishment.

While speaking gathering, He lauded the cadet’s commitment, discipline and perseverance, and highlighted the pivotal role of NCC training in shaping students into responsible, confident and service-oriented citizens. He stated that such achievements reflect the department’s vision of holistic development, where academic excellence is complemented by leadership, patriotism and national service.

One-Day Orientation Programme of Zonal Coordinators of ULLAS Held at Kupwara

A one-day orientation programme of Zonal Coordinators (ZNOs) of ULLAS was successfully held at Kupwara, aimed at strengthening volunteerism at the grassroots level and enhancing effective implementation of the ULLAS programme across the district.

The orientation programme focused on apprising the coordinators about the new initiatives undertaken by the administration, with special emphasis on collaboration between volunteer teachers and learners to accelerate adult literacy and inclusive learning.

During the programme, the Chief Education Officer, Kupwara, Mr. Manzoor Ahmad Najar, interacted extensively with the coordinators, boosted their morale, and delivered an inspirational address highlighting the spirit and importance of volunteerism. He himself declared to serve as a volunteer, assuring full support at every possible level in making Kupwara a fully literate district, and reiterated the commitment to reach every non-literate individual.

The coordinators also shared their ground-level challenges being faced during implementation of the programme and sought suitable remedies. The session provided a constructive platform for open dialogue and problem-solving.

Meanwhile, District Coordinator, ULLAS, Javeed Abdullah, elaborated on the roadmap and future course of action, stressing the need for proper coordination between volunteers and non-literate learners to ensure effective outreach, sustained engagement, and measurable outcomes.

The 9th Edition of Pariksha Pe Charcha witnessed massive participation across District Kupwara, reflecting the collective enthusiasm of students, teachers, and parents.

The live interaction was viewed in all ICT Labs of the district, including Winter Tutorial Centres, ensuring maximum outreach and engagement at every level.

A district-level mega event was organised at Boys Model Higher Secondary School, Kupwara, where the Chief Education Officer, Kupwara, Mr. Manzoor Ahmad Najar, actively participated and also interacted with Students and teachers. *From Classrooms To Parade Grounds, Kupwara celebrates the 77th Republic Day Celebrations*

The 77th Republic Day was celebrated with great enthusiasm, discipline, and patriotic spirit across District Kupwara, reflecting the ideals of unity, democracy, and constitutional values.

The celebrations were held across all 1,692 schools of the district, witnessing the participation of 67,326 officers, officials, and students, making it one of the most extensive and well-coordinated Republic Day celebrations in the district.

Chief Education Officer Kupwara, Mr. Manzoor Ahmad Najar, along with the DEPO Kupwara, Mr. Mohammad Iqbal Shah, and the staff of the CEO Office, attended the morning ceremony at 9:00 AM at the DC Office Complex, where the Deputy Commissioner Kupwara, Shri Shrikanth Balasaheb Suse (IAS) unfurled the National Flag. Thereafter, they joined the main district-level function held at the District Police Lines (DPL), Kupwara.

Across the district, all Principals, Zonal Education Officers, Headmasters and Head Teachers unfurled the National Flag in their respective institutions and offices, ensuring dignified and uniform observance of the national celebration.

The celebrations were marked by joy, enthusiasm, and patriotic zeal, with officers, officials, and students participating wholeheartedly. March-past contingents and cultural programmes were organised at the district, sub-district, tehsil, and zonal levels, showcasing discipline, cultural diversity, and national pride.

Outstanding officials and students who displayed exemplary performance were felicitated during the celebrations at Zonal, Tehsil and Sub-District level. At the main district-level function at DPL Kupwara, the DEPO Kupwara, Mr. Mohammad Iqbal Shah, and ZEO Kupwara, Mr. Mohammad Maqbool Lone, were honoured by the District Administration for their dedication and outstanding service. Two teacher Mr Abdul Rashid lone a specially Abled Teacher from Zone Drugmulla and Ms Amina Teacher KGBV Haftrada were also give the certificate of appreciation. Mr Mudasir Rashid Wani MIS CEO Office Kupwara were also awarded by the district Administration.

A major highlight of the celebrations was the Educational Tableau presented by the Education Department at the district-level function and the sub-district-level functions in Kupwara and Handwara. Competing alongside various other departments, the Education Department’s tableau secured First Position at both venues, earning widespread appreciation. The District level tableau team was coordinated by Zonal Coordinator Kupwara, Mr. Mohd Maqbool Dar, along with six dedicated teachers, and Sub District Tableau Team was coordinated by Sr Assistant Reyaz Ahmad Bhat along with 10 Other Teachers whose efforts contributed significantly to this achievement. In recognition of academic excellence, two topper students of Class 12th and Class 10th from GHSS Langate and High School Supernaghama, respectively, were also felicitated at the district-level function.

The proceedings of the main district-level function at DPL Kupwara were efficiently anchored by Mr. Javeed Abdullah, District Coordinator CEW, while the sub-district-level function at DPL Handwara was anchored by Mr. Asif Amin Shah, both contributing to the smooth and dignified conduct of the events.

The successful celebration of the 77th Republic Day across District Kupwara stands as a witness to the effective coordination, dedicated leadership, and collective efforts of the District Administration, Education Department, and all participating stakeholders.

One-Day Awareness Programme on Nasha Mukta Bharat Abhiyan for all the Coordinators of Private Coaching centers Held in District Kupwara

In pursuance of the directions issued by the Director School Education Kashmir Mr Naseer Ahmad Wani (JKAS) a One-Day Awareness Programme on Nasha Mukta Bharat Abhiyan successfully conducted for the Coordinators of Private Coaching Centres of District Kupwara today at the Auditorium of Government Boys Model Higher Secondary School, Kupwara.

The awareness session was jointly inaugurated by the Additional Deputy Commissioner Kupwara, Mr. Gulzar Ahmad Khan (JKAS), and the Chief Education Officer Kupwara, Mr. Manzoor Ahmad Najar, in the presence of officers, experts, and coordinators from various coaching centres across the district.

A large number of Coordinators of Private Coaching Centres participated actively in the programme. The session featured detailed and informative presentations by District Education and Planning Officer Kupwara, Mr. Mohmad Iqbal Shah, Nodal Officer Drug De-addiction Centre Kupwara, Dr. Mehraj, Psychiatrist Ms. Tabbasum, and District Coordinator CEW Kupwara, Javeed Abdullah, who elaborated on the growing menace of drug abuse, its harmful consequences, and effective preventive and remedial measures to keep the youth away from drugs.

Addressing the gathering, ADC Kupwara Mr. Gulzar Ahmad Khan (JKAS) delivered a practical and insightful presentation on Nasha Mukta Bharat Abhiyan, highlighting the initiatives being undertaken by the District Administration to ensure a drug-free society. He emphasized community participation, early intervention, and coordinated efforts among all stakeholders.
In his address, Chief Education Officer Kupwara, Mr. Manzoor Ahmad Najar, stressed that safeguarding children from drug abuse is both a moral and legal responsibility. He stated that children are the future of the nation and called upon the Coordinators to take every possible step to ensure that coaching centres remain drug-free zones. He further directed that in case any student is suspected of drug involvement, the matter should be immediately brought to the notice of parents and the administration.

The District Education and Planning Officer, Mr. Mohmad Iqbal Shah, underlined the crucial role of tutors and coaching institutions in shaping a disciplined, responsible, and drug-free society.

Javeed Abdullah, District Coordinator CEW Kupwara, presented a comprehensive overview of Nasha Mukta Bharat Abhiyan, clearly outlining the vision and coordinated approach of the District Administration and the Education Department towards combating drug abuse.

The programme also witnessed meaningful contributions from Zonal Coordinators Rajwar and Kupwara, Mr. G. M. Kashmir, and Mr. Mohmad Maqbool, who shared their views on the importance of awareness and sustained engagement under the Abhiyan.

During the interactive session, Coordinators from different coaching centres expressed their views, shared ground-level challenges, and reaffirmed their commitment. The programme concluded with the participants taking an oath to make all sincere efforts towards building a drug-free society and ensuring a safe and healthy environment for students.

On the request of the Chief Education Officer, Kupwara, the Assistant Commissioner Development, Kupwara convened a review meeting on 22-12-2025 to assess the progress of construction works under CAPEX, Samagra Shiksha and PM Shri. The meeting was attended by the concerned Block Development Officers and Junior Engineers. The District Education Planning Officer, along with officials from the Planning Section of the Education Department, was also present.

During the meeting, directions were issued to the Block Development Officers and Junior Engineers to expedite the pace of construction works and ensure regular updation of the Monthly Progress Report (MPR) on a weekly basis.

The meeting concluded with a vote of thanks to the Assistant Commissioner Development, Kupwara, for convening the review meeting, with an emphasis on holding such meetings in the future as well to ensure timely completion of works in a time-bound manner.

In a significant step towards strengthening the educational landscape of District Kupwara, Mr. Manzoor Ahmad Najar today assumed charge as the Chief Education Officer (CEO), Kupwara. His joining marks a renewed commitment to elevating academic standards, institutional efficiency, and holistic development across the district.

The officer was accompanied by the former Chief Education Officer Kupwara, Mr. Mehraj-ud-Din Shah, along with staff members from the District Institute of Education and Trainings (DIET) Ganderbal and JK Sainik School Manasbal, reflecting a warm and dignified transition of leadership.

The department assured full cooperation and unparalleled support to the new Chief Education Officer in achieving the shared goal of academic excellence, transparency, and student-centric growth across District Kupwara.

CEO Kupwara Inaugurates Key Educational Facilities; MLAs Announce Major Funding for District Schools

After assuming charge as Chief Education Officer Kupwara, Principal DIET Kupwara, Abdul Gani Bhat, accompanied by DEPO Kupwara Mohammad Iqbal Shah, Dy. CEO Mohammad Rafiq Mir, and the Principals of HSS Dudi Machil and HSS Trehgam, inaugurated the newly completed Science Block at HSS Khumriyal in the presence of Hon’ble MLA Kupwara, Mir Mohammad Fayaz. During the event, the MLA announced an allocation of one crore rupees for strengthening the education sector in the district.

Later, the Chief Education Officer, along with DEPO Kupwara and in the presence of Hon’ble MLA Trehgam, Mir Saifullah, also inaugurated the Vocational Lab and the Science Block at HSS Keran.

The CEO resolved a long-pending demand of UPS Maando by sanctioning teachers for the school. He also issued instructions for posting teachers at PS Kalas to make the institution fully functional.

Today, on 3 December, the CEO attended a review meeting chaired by Hon’ble MLA Kupwara, focusing on the overall educational scenario of the district. During the meeting, the MLA assured a grant of ten lakh rupees to support educational improvements.
