The Supreme Court issued a slew of directions regarding the conduct of counselling for -PG to tackle the malpractices of seat-blocking for admissions to post-graduate medical courses. The bench of Justice JB Pardiwala and Justice R Mahadevan was considering the issue of large-scale blocking of seats during the Medical Admissions/ counselling procedure for exams.
The following key directions were issued by the Court :
(i) Implement a Nationally synchronized counselling calendar to align AIQ and State rounds and prevent seat blocking across systems.
(ii) Mandate Pre-Counselling Fee Disclosure by all private / deemed universities, detailing tuition, hostel, caution deposit, and miscellaneous charges
(iii) Establish a Centralized Fee Regulation Framework under the National Medical Commission (NMC
(iv) Permit upgrade windows post-round 2 for admitted candidates to shift to better seats without reopening counselling to new entrants
(v) Publish raw scores, answer keys and normalization formulae for transparency in multi-shift NEET-PG exams.
(vi) Enforce strict penalties for seat blocking including forfeiture of security deposit, disqualification from future NEET-PG exams (for repeat offenders), blacklisting of complicit colleges
(vii) Implement Aadhaar-based seat tracking to prevent multiple seat holdings and misrepresentation
(viii) Hold state authorities and institutional DMEs accountable under contempt or disciplinary action for rule or schedule violations.
(ix) Adopt a Uniform Counselling Conduct Code across all States for standard rules on eligibility, mop-up rounds, seat withdrawal, and grievance timelines
(x) Set up a third-party oversight mechanism under NMC for annual audits of counselling data, compliance, and admission fairness

UG Proposal for digital test papers, OMR sheet responses
The proposed hybrid model sends digital question papers directly to exam centres, reducing handling and risk of leaks by allowing candidates to answer on OMR sheets
A seven-member committee, led by former ISRO chief Dr K Radhakrishnan, has recommended a range of reforms to enhance security and efficiency in national entrance exams
Key suggestions include conducting exams online wherever feasible and employing a hybrid model where question papers are digitally transmitted but answered on paper if required.
To facilitate these changes, the panel emphasised the need to expand the workforce with more permanent personnel.
The panel advised the Education Ministry that improved government oversight over exam management is crucial. This would include increasing the number of government-run examination centres rather than relying on third-party service providers, which has been a common practice due to insufficient government facilities.
the committee recommended minimising the use of private centres to prevent security breaches.
The hybrid exam model, where the question paper is digitally sent to the exam centre, allows candidates to respond on an OMR sheet. This approach is expected to reduce the risk of question paper leaks, as it limits the number of hands the paper passes through. A similar recommendation to enhance security is to release digital question papers closer to the exam start time, eliminating the need for physical handling at printing presses or bank vaults, which can compromise confidentiality.
