Abstract:
Why do some BRICS countries succeed in coordinating low-carbon industrial transformation while others stall? Examining Brazil and South Africa's automotive transitions through field-based research in both countries, including 95 interviews with industry, government, and labour, I demonstrate that inherited energy infrastructures shape climate development pathways. Brazil's renewable grid enables flexible industrial policies and Chinese investment for electric vehicle manufacturing, while South Africa's coal dependence fragments coalitions and channels the country toward conditional Western donor finance. Energy histories—not just state capacity—determine which developing countries can pursue sovereign climate industrialisation.

The Calcutta Research Group and the Centre on Gender and Forced Displacement at the AIT, Thailand, have announced an online course titled “Urban Futures in South and Southeast Asia”. The course will be jointly organised by the Calcutta Research Group (CRG) and the Centre on Gender and Forced Displacement at the Asian Institute of Technology (AIT), Bangkok, from January 17 to March 7, 2026.
