Why does the spped of light is different in different medium though it doesn't require material medium to travel.?

Jee Main 2017 physics paper was on the easier side comparatively. I suppose anybody with some practice and proper concept should be able to clear 60% of the questions. A few questions were tricky but not difficult to solve . On a general note expect a higher cut off this year.
