⌚Did you know some laws in India have been "stuck in traffic" for over 30 years? Usually, when a government’s term ends, any unfinished business disappears. But there is a major loophole in the Rajya Sabha (the Upper House).
⏳ The Rule: Life vs. Death
To understand why these bills are stuck, you have to look at how the two houses of Parliament behave:
* The Lok Sabha (People's House): Think of this like a smartphone battery. Every five years (or during an election), the "power" resets. If a law isn't passed by the time the House is dissolved, it lapses (dies) and has to be started all over again.
* The Rajya Sabha (Council of States): This House never "dies." Because it is a permanent body, any Bill introduced here stays alive forever until it is either passed or officially voted down.
👶 The 1992 Population Bill
The most famous "zombie" law is a proposal from 1992 regarding population control. If this law had passed, it would have changed politics forever by:
* Limiting Families: Making a "small family" a duty for every citizen.
* The "Two-Child" Ban: Anyone with more than two children would be banned from being an MP (Member of Parliament) or MLA (State Legislator).
🧐 Why is it still there?
Even though the world has changed drastically since 1992, the Bill is technically still "pending." It hasn't been scrapped, but no government has pushed to pass it either. It exists in a sort of legislative "limbo"—alive on paper, but frozen in time.
The Bottom Line: In the Lok Sabha, time runs out. In the Rajya Sabha, the clock never stops, leading to a "waiting room" filled with decades-old ideas.
