🌟 JAMMU & KASHMIR ACHIEVES HISTORIC LITERACY MILESTONE 🌟

J&K Crosses 95% Literacy Rate and is Declared a Fully Literate Union Territory under ULLAS–Nav Bharat Saaksharta Karyakram

Jammu & Kashmir has achieved a historic milestone in the field of education and social empowerment, with the Union Territory crossing the 95% literacy rate and being declared a Fully Literate Union Territory as per the prescribed norms of the Government of India under the ULLAS–Nav Bharat Saaksharta Karyakram.

The landmark achievement reflects the sustained efforts of the Government of Jammu & Kashmir and the collective participation of teachers, volunteers, educational institutions, district administrations, community representatives and citizens across the Union Territory.

The ULLAS–Nav Bharat Saaksharta Karyakram, launched in Jammu & Kashmir in 2023, aims to ensure that every non-literate person gets an opportunity to acquire Foundational Literacy and Numeracy (FLN) skills and becomes an informed, confident and empowered citizen.

Between 2023 and 2026, a total of 7.58 lakh non-literate persons were identified through systematic door-to-door surveys, community awareness campaigns, mobilisation drives and other outreach mechanisms undertaken across the Union Territory.

Under the programme, 5.84 lakh learners appeared in four rounds of the Foundational Literacy and Numeracy Assessment Test (FLNAT), out of which 5.53 lakh learners successfully qualified. During 2025–26 alone, 3,16,883 learners qualified the FLNAT, reflecting the strong commitment of learners, teachers and field-level functionaries.

The achievement represents far more than a statistical milestone. It signifies greater dignity, confidence, independence, social participation and access to opportunities for thousands of citizens who have acquired foundational literacy skills.

MAJOR EDUCATIONAL INITIATIVES UNDER SAMAGRA SHIKSHA

On the occasion, major educational initiatives under Samagra Shiksha were also inaugurated at SKICC, Srinagar, reaffirming the Government’s commitment towards strengthening the quality, accessibility and relevance of school education across Jammu & Kashmir.

These include:

🔹 460 civil works undertaken for strengthening and improving school infrastructure at a cost of approximately ₹38 crore.

🔹 2,403 Vocational Labs established in High and Higher Secondary Schools to promote skill-based education, experiential learning and enhanced employability among students.

🔹 Vidya Samiksha Kendra (VSK), Srinagar, strengthening technology-enabled monitoring, data-driven decision-making and educational support across the Union Territory.

The achievement under ULLAS and the continued expansion of educational infrastructure under Samagra Shiksha reflect the Government’s vision of building an inclusive, equitable, accessible, technology-enabled and future-ready education system in Jammu & Kashmir.

Educational Initiatives in Baramulla | District Visit – 22 August 2026

Under the esteemed guidance of Shri Ram Niwas Sharma, IAS, Commissioner/Secretary, School Education Department, Jammu & Kashmir and the dynamic leadership of Shri Bhawani Rakwal, JKAS, Project Director, Samagra Shiksha, J&K, a comprehensive review of educational initiatives and ongoing development works was undertaken in District Baramulla.

Shri Bhawani Rakwal, JKAS, Project Director, Samagra Shiksha, J&K, visited District Baramulla to review the progress of ongoing infrastructure works and key educational, technology-led and learning-focused initiatives.

During the visit, emphasis was laid on timely completion of works, regular monitoring, effective coordination, optimum utilisation of resources and outcome-oriented implementation. The concerned officers and executing agencies were directed to maintain close follow-up, address bottlenecks and ensure that approved works are completed within the prescribed timelines.

At the Office of the Chief Education Officer, Baramulla, the status of ongoing infrastructure and civil works under Samagra Shiksha was reviewed in detail. Directions were issued for stronger coordination with executing agencies and engineering wings, regular monitoring of progress and early identification and resolution of delays.

The implementation of PM SHRI, ULLAS and other priority educational interventions was also reviewed, with focus on effective planning, quality implementation and measurable learning outcomes. The Project Director further directed that infrastructure gaps in PM SHRI schools be communicated promptly for appropriate action.

At the Digital Studio & Informatics Centre, Shri Rakwal reviewed the functioning of the Vidya Samiksha Kendra, AI-enabled Bots and Smart Attendance System. He stressed greater adoption of Artificial Intelligence and digital technologies in schools to strengthen classroom engagement, real-time monitoring, data-driven decision-making and learning outcomes.

The Project Director subsequently visited High School Zehanpora and KGBV Uri, where he reviewed school infrastructure, educational facilities and learning outcomes. Interactions with students and teaching staff provided valuable insights into ground-level implementation and areas requiring continued support.

The visit reaffirmed the commitment of Samagra Shiksha J&K towards strengthening educational infrastructure, promoting technology-enabled learning, enhancing monitoring mechanisms and ensuring improved learning outcomes for every student across Jammu & Kashmir.

🏫 Field Visit to Seasonal Educational Centres

The Project Director visited Education Zone Khansahib for a field-level inspection of Seasonal Educational Centres.

At Batashah Tar Seasonal Educational Centre, he interacted with more than 40 students, assessing their learning levels through direct interaction, questioning and activity-based learning. The active participation and satisfactory learning outcomes of the students were appreciated.

He also visited the Mobile School at Doodhpathri, where he interacted with students and conducted learning activities to assess their academic performance and conceptual understanding. He appreciated the dedicated efforts of the Seasonal Education Volunteers.

💻 Focus on Digital Learning

During the visit, the Project Director emphasized the effective use of digital platforms and technology-enabled learning resources, particularly in remote, seasonal and mobile educational centres.

The visit provided an opportunity for a first-hand grassroots-level assessment of the functioning of these centres and the actual learning outcomes of students. It reaffirmed the commitment of Samagra Shiksha, J&K towards accessible, responsive and technology-enabled education for children in remote and seasonal communities.

📚 Project Director Reviews Samagra Shiksha Initiatives in District Budgam

On 08 August 2026, Shri Bhawani Rakhwal, Project Director, Samagra Shiksha, J&K, visited District Budgam and held a comprehensive review meeting with Shri Bashir Ahmad Ganie, Chief Education Officer, Budgam, along with officers and staff of Samagra Shiksha.

The meeting focused on a detailed review of the progress of various works, utilization of funds and implementation of Samagra Shiksha components. The Project Director took detailed feedback on achievements, challenges and the status of implementation and appreciated the progress made by the district team.

ULLAS Mission Triumph: Jammu & Kashmir Achieves Historic Milestone in Literacy

Hon’ble Lieutenant Governor Shri Manoj Sinha, in his tweet, congratulated the ULLAS team and appreciated the collective efforts of all stakeholders in achieving this historic milestone.

The Union Territory of Jammu & Kashmir proudly joins the league of Fully Literate States/UTs under the ULLAS – Nav Bharat Saaksharta Karyakram of the Government of India. With an impressive 99.09% literacy rate, J&K has emerged as the largest population region in the country to attain this prestigious milestone.

This historic accomplishment has been achieved under the leadership of Shri Omar Abdullah, Hon’ble Chief Minister of Jammu & Kashmir and Ms. Sakina Itoo, Hon’ble Minister for School Education, Higher Education, whose visionary leadership, unwavering commitment, and steadfast support have been instrumental in advancing the mission of universal literacy across the Union Territory.

This remarkable achievement reflects the collective dedication of teachers, literacy volunteers, district administrations, field functionaries, educational institutions and every stakeholder who worked tirelessly to make the vision of universal literacy a reality.
