Regulation of Posts, Outsourcing and Consultancy Engagements (Short Explanation)
No new government posts will be created.
Regular vacancies will be filled only through JKSSB and JKPSC, with approval from the Finance Department.
Posts lying vacant for more than two years may be surrendered and generally will not be revived.
Hiring of consultants, outsourcing agencies, or contractual staff will be allowed only after proving genuine need and lack of in-house capacity.
No new PMUs (Project Management Units) can be created by any department.
