Bhalessa, Doda (J&K) — July 24, 2025:
History was made high in the meadows of Bhal Padri, as the first-ever Forest and Tourism Festival unfolded amidst the alpine beauty of Changa block, Bhalessa. What many once considered an overlooked gem is now officially shimmering on Jammu & Kashmir’s tourism map — thanks to visionary leadership, tireless grassroots efforts, and a united community spirit.

At the heart of this milestone stands the Chairman of the Educational Educational Social Support and Cultural Society (EESS&CS), Mohammad Ayoub Zargar Sb, whose unshakable commitment to Bhalessa’s cultural and ecological development played a pivotal role in conceptualizing and organizing the entire festival. His leadership of the JKTF Unit Bhalessa, coupled with strong grassroots coordination, helped mobilize students, educators, local artists, and community elders into a single, inspired movement.

The volunteers of EESS&CS, driven purely by passion for their homeland, took the lead in executing every detail — from event logistics to cultural programming, ecological walks, horse races, and the poetry gathering "Shaam-e-Sukhan". These volunteers, many of them youth and students, worked selflessly to uphold the values of unity, education, nature preservation, and cultural pride.

> “This was not just an event — it was a movement. A movement of awareness, a revival of heritage, and a new path for sustainable tourism,” said Mr. Ayoub Zargar during the closing ceremony.

Role of District Administration:

Equally instrumental was the District Administration Doda, particularly:

Deputy Commissioner Sh. Harvinder Singh (IAS) — whose physical presence on the rough roads leading to Bhal Padri was more than symbolic. He engaged personally with the public, not just delivering speeches but demonstrating ground-level sincerity.

Additional Deputy Commissioner Doda, whose support in logistical coordination ensured that the festival remained smooth, safe, and inclusive for all.

Their support signaled a clear message from the administration: Bhalessa matters. Its people, heritage, and ecological treasures deserve attention, infrastructure, and investment.

Role of the General Public:

A true success story is incomplete without people’s participation. The residents of Bhalessa — from elders to schoolchildren — turned up in large numbers, not merely as spectators, but as proud custodians of their heritage. Their energy, discipline, and hospitality made the festival a reflection of collective belonging and pride.

A Beginning, Not a One-Time Event

With the resounding success of this event, EESS&CS and JKTF Unit Bhalessa, in collaboration with local leadership and the district administration, have paved the way for long-term tourism planning, including:

Sustainable eco-tourism routes

Annual cultural showcases

Preservation of tribal and nomadic traditions

Infrastructure development in underexplored highlands like Bhal Padri

This festival now stands as a model of citizen-led development, where civil society, educators, students, and public officials worked as one — for culture, ecology, and future generations.

Subject: *Urgent Intervention and Comprehensive Action Plan for Developmental Issues in Sub-Division Gandoh-Bhalessa, District Doda*

Respected Sir/Madam,

I, Zulfkar Ali Rather (Alig), Editor-in-Chief of The Probe Line, Research Analyst, IEC ISA Expert, and a noted Social, Political, Educational, Health, and Human Rights Activist, humbly submit this letter to draw your esteemed attention towards the long-neglected developmental and governance-related challenges faced by the people of Sub-Division Gandoh-Bhalessa, District Doda, Jammu and Kashmir.

Having worked closely with local communities and witnessed the ground realities firsthand, I respectfully urge the Hon’ble Administration to consider the following demands with the urgency they deserve:

1. Upgrade and Equip Sub-District Hospital Gandoh:
The Sub-District Hospital Gandoh critically lacks infrastructure, modern medical equipment, and essential specialist doctors. The absence of a fully operational blood bank, qualified anesthetists, child specialists, and proper ultrasound services gravely endangers patient lives. Immediate upgradation, staffing, and supply of necessary medical equipment are vital to safeguard public health.

2. Holistic Development of Bhalessa Region:
The Bhalessa region continues to be marginalized in infrastructure, public services, and standard of living. A dedicated Master Plan must be framed to prioritize road connectivity, healthcare, education, electricity, safe drinking water, and livelihood generation.

3. Grant of Hill District Status to Gandoh-Bhalessa:
Considering the tough mountainous terrain, population, and unique administrative difficulties, Gandoh-Bhalessa deserves to be accorded Hill District Status. Such a designation would ensure specialized governance, focused development projects, and access to dedicated funds through programs like the Hill Area Development Programme (HADP).

4. Establishment of a Tourism Development Authority:
Bhalessa-Gandoh, with its enchanting forests, pristine springs, and rich cultural heritage, holds vast potential for eco-tourism and adventure tourism. Establishing a Tourism Development Authority will catalyze economic growth, create job opportunities, and foster regional pride.

5. Immediate Filling of Vacant Educational and Health Sector Posts:
There is an urgent need for the appointment of teaching staff in schools and specialist doctors in hospitals, including anesthetists and blood bank technicians. Strengthening human resources in these sectors is critical for sustainable development.

6. Improvement of Basic Amenities and Connectivity:
Poor road infrastructure, erratic power supply, unsafe drinking water, and unemployment among youth remain grave concerns. A focused, time-bound strategy must be implemented for rapid improvement in these areas.

Call to Action:
I earnestly appeal to all local political representatives and election candidates from Gandoh-Bhalessa to publicly present their clear blueprints and commitment towards resolving these long-standing issues. The time has come for accountability, transparency, and results-driven leadership.

Humble Recommendations:

Constitute a High-Level Committee to conduct a comprehensive field assessment of Gandoh-Bhalessa.

Allocate Special Funds dedicated to health, education, and rural development under state and central missions.

Legislate or announce the formation of a Tourism Development Authority and grant Hill District status to Gandoh-Bhalessa.

Establish strict monitoring mechanisms for all government departments operating in the region to prevent negligence and ensure effective governance.

Conclusion:
This letter reflects the collective voice of thousands of marginalized residents who yearn for development, dignity, and opportunities. Your esteemed intervention can transform Gandoh-Bhalessa into a shining example of inclusive and sustainable development within Jammu & Kashmir.

I remain hopeful for your prompt and benevolent action in this regard.
