AFTER CAREFULLY HEARING THEIR DEMANDA AND UNDERSTANDING THEIR CONCENRNS, HERE IS MY SIMPLE REPLY.

Many unemployed nurses are not freshers. There are nurses among the unemployed group whose age limit is expiring this year, and for some, it has already expired. Therefore, we should not assume that all unemployed nurses are young freshers without family responsibilities. Many are married, have children, or are managing other personal responsibilities while preparing for competitive examinations.

When contractual nurses were appointed, the terms and conditions clearly stated that regularisation could not be claimed in the future. These conditions were accepted and the agreement was signed at the time of joining. Therefore, if the terms were knowingly accepted then, it is reasonable to ask on what basis regularisation is being demanded now.

No one is stopping contractual nurses from appearing for the APPSCE Entry Grade examination. In fact, their practical experience can be an advantage. Their years of hands-on clinical experience and familiarity with nursing services can help them prepare and perform effectively in a competitive examination.

Family responsibilities should also be considered equally. Children, pregnancy, marriage, and family responsibilities cannot by themselves be the basis for giving an exception to one group, because many unemployed nurses and APPSCE aspirants also have the same responsibilities. Some are married, some have children, and some are even pregnant or have their EDD this year, yet they continue preparing within the existing rules.

Our department had already provided a one-time humanitarian relaxation in 2025, under which 462 contractual nurses were regularised. They were given this opportunity as a special relaxation, despite the terms and conditions that had been accepted at the time of appointment. Therefore, it is important to consider the principle of equal opportunity when further exceptions are being requested.

For the first time in Arunachal Pradesh, Recruitment Rules for these Nursing Officer posts were framed in 2024, and the recruitment process is now being conducted through APPSCE. The department had also provided a special 70:30 relaxation through which 462 contractual nurses were regularised. If a further demand is being made for regularisation of the remaining 30%, the basis and applicable provision for such regularisation should be clearly established.

The issue is therefore not about denying anyone an opportunity. Contractual nurses have the opportunity to compete through the examination, and their practical experience can be an additional strength. At the same time, unemployed nurses should also be given a fair opportunity to compete under the same recruitment rules.

As a nursing fraternity, we should support a transparent and competitive recruitment process rather than create divisions between contractual nurses and unemployed aspirants. The recruitment process should provide equal opportunity while following the applicable Recruitment Rules and established procedures.

We should think beyond individual interests and consider the future of the entire nursing fraternity. The decisions taken today will also affect the opportunities available to upcoming generations of nurses in Arunachal Pradesh.

"Our past may shape us, but it does not define our future."

Nearly 92 per cent of the global population will be impacted by cancer at least once in their lifetime, either personally or through a close family member. At the same time, one in five people will develop the disease, according to a new report by the World Health Organisation (WHO) and its cancer agency, the International Agency for Research on Cancer (IARC).

The report highlights major inequalities in cancer care, with millions lacking access to prevention, diagnosis, treatment and support.

It notes that while 87 per cent of women diagnosed with breast cancer survive for at least five years in high-income countries, the survival rate drops to around 42 per cent in low-income nations.

Cancer continues to be the world's second leading cause of death after cardiovascular disease, with around 20.6 million new cases and nearly 10 million deaths recorded every year—more than 26,000 deaths daily.

Although 82 per cent of countries now have a national cancer control plan and to***co use has declined globally, the report says progress has not translated into adequate access to life-saving care.

Essential cancer medicines remain scarce in many low- and lower-middle-income countries, where availability ranges from just 9 to 54 per cent, compared to 68–94 per cent in high-income nations.

The WHO urged governments and global partners to strengthen cancer prevention, integrate cancer care into universal health coverage, improve access to affordable treatment, and ensure patients remain at the centre of cancer care systems.
