AAPSU Urges APSSB to Immediately Implement Cabinet-Approved Recruitment Criteria:

Itanagar, August 14: The All Arunachal Pradesh Students' Union (AAPSU) has formally urged the Arunachal Pradesh Staff Selection Board (APSSB) to immediately implement the State Cabinet's recently approved uniform eligibility criteria for all future recruitment processes.

In a letter dated August 14, 2026, addressed to the Chairman of APSSB, AAPSU referred to its earlier representation submitted on July 14, 2026, requesting the Board to keep fresh recruitment advertisements and examinations in abeyance until the High-Level Committee on the 80:20 job reservation issue submitted its report and the Government took a final decision.

Earlier Warn by AAPSU

AAPSU had earlier categorically warned both the Arunachal Pradesh Public Service Commission (APPSC) and the Arunachal Pradesh Staff Selection Board (APSSB) that no fresh recruitment examinations should be conducted until the Government made APST status and Permanent Residence Certificate (PRC) mandatory for all direct recruitment. The Union had maintained that any recruitment process initiated before implementing the revised eligibility criteria would be contrary to the aspirations of the indigenous people of Arunachal Pradesh.

Despite AAPSU's earlier representation, APSSB subsequently released the admit cards for the Combined Graduate Level Examination (CGLE) and notified that the written examination is scheduled to be held on August 30, 2026. The latest Cabinet decision has now intensified speculation among aspirants over whether the ongoing CGLE recruitment process will continue as scheduled or undergo changes.

According to AAPSU, the State Cabinet, during its meeting held on August 13, 2026, approved three mandatory eligibility conditions for direct recruitment to Group A, Group B, and Group C posts:

- Permanent Residence Certificate (PRC)
- APST/Indigenous Status
- Indigenous Tribal Language Proficiency

The Union stated that the Cabinet has directed both APPSC and APSSB to incorporate these mandatory eligibility criteria in all future recruitment processes.

AAPSU has therefore requested APSSB to immediately implement the Cabinet's decision by incorporating the newly approved eligibility conditions in all forthcoming recruitment advertisements, notifications, and examinations.

The development has sparked widespread discussion among aspirants regarding the fate of the ongoing APSSB Combined Graduate Level Examination (CGLE) and Combined Higher Secondary Level Examination (CHSLE) recruitment processes. Many candidates are speculating whether APSSB may cancel the existing recruitment process and invite fresh online registrations under the revised eligibility norms.

However, as of now, APSSB has not issued any official notification cancelling the CGLE or CHSLE recruitment examinations or announcing fresh online applications. Until such a notification is issued, the existing recruitment process, including the CGLE written examination scheduled for August 30, 2026, remains unchanged.

Thousands of aspirants across Arunachal Pradesh are now awaiting APSSB's official response, which is expected to clarify how and when the Cabinet-approved recruitment criteria will be implemented.

Shri Likha Maaj, Lead Promoter of the Mega Food Park in Arunachal Pradesh, Calls for Greater Industrial Exposure and Investment

During a two-day exposure visit to the Industrial Growth Centre at Chaygaon, Assam, Shri Likha Maaj, Lead Promoter of the Mega Food Park in Arunachal Pradesh, expressed appreciation for the scale of industrial development and the investor-friendly facilities available in Assam.

Shri Maaj stated that he visited approximately 250 factories during the exposure tour and observed that the Industrial Growth Centre provides essential infrastructure such as water supply, electricity and road connectivity, creating a conducive environment for industries and investors.

He expressed disappointment that similar facilities and infrastructure are not yet built adequately in Arunachal Pradesh. He observed that while the State has immense potential and resources, the lack of basic industrial infrastructure continues to discourage investment.

He further pointed out that people of our State visit Gujarat, Rajasthan, Uttar Pradesh and Bihar for exposure thereby placing an additional burden on the State exchequer when a large-scale and practical industrial exposure is available just a few hours away in neighbouring Assam.

Many of the established units at the Industrial Growth Centre in Assam represent investments of around ₹200 crore, demonstrating how proper infrastructure and an investor-friendly ecosystem can attract substantial private investment and generate employment.

Shri Maaj suggested that the State Government should facilitate structured exposure visits for MLAs, government officers, entrepreneurs, Community-Based Organisations (CBOs), unemployed youth and other concerned stakeholders. Such visits would enable them to understand successful industrial models, identify opportunities and develop practical strategies for replicating suitable models in Arunachal Pradesh.

He emphasised that the vision of “Sabka Saath, Sabka Vikas” and a self-reliant Arunachal Pradesh, under the visionary leadership of the Hon’ble Chief Minister, can be strengthened by providing stakeholders with meaningful, ground-level exposure to successful industrial growth models.

Industrial centre that exist around Pasighat–Ruksin, he observed that they have not yet achieved the scale, productivity and investor participation witnessed in Assam and therefore require greater government attention.

Likha Maaj, particularly called for focused attention towards the State’s lone Mega Food Park, stressing the need to strengthen its infrastructure, attract more investors, facilitate food-processing industries. and create a vibrant ecosystem around the park.

He further suggested that systematic Investor Summits , stronger industrial infrastructure, investor-friendly policies and proactive government support under the leadership of the Chief Minister can put Arunachal Pradesh on a stronger path towards industrialisation, employment generation and economic self-reliance.

AAPSU ANNOUNCES 12-HOUR ARUNACHAL BANDH OVER 80:20

The All Arunachal Pradesh Students’ Union (AAPSU) has issued a fresh directive following the final meeting of the High Power Committee on the 80:20 recruitment policy, held on 10 August 2026 at the Civil Secretariat, Itanagar.

According to the order, AAPSU has urged the Hon’ble Chief Minister to accord Cabinet approval to the committee’s recommendations before 15 August 2026.

The three key recommendations highlighted by AAPSU are:

1. Mandatory Permanent Resident Certificate (PRC).
2. Mandatory Arunachal Pradesh Scheduled Tribe (APST) Certificate
3. Fluency in a local dialect or language of an indigenous APST tribe

AAPSU stated that if the government fails to act on these recommendations, the union will launch a statewide democratic movement, beginning with a 12-hour Arunachal Bandh on 17 August 2026 (Monday), from 5:00 AM to 5:00 PM.

The union has directed all its federating units, office-bearers and members to remain vigilant and mobilise support. It has also appealed to student bodies, Community-Based Organisations (CBOs) and civil society organisations to extend cooperation and solidarity.

AAPSU further warned that any federating unit, office-bearer or member found deliberately disregarding or failing to comply with the directive could face disciplinary action under the Constitution and Rules of AAPSU.

The union said the directive has been issued in the interest of the indigenous people of Arunachal Pradesh.
