Ques. What do Indian Foreign Service officers usually do after retirement?

Ans. I would divide retired Indian Foreign Service (IFS) officers into five broad categories:

(i) Happily retired: Most retired IFS officers belong to this category. After having lived an active and hectic life, mostly abroad, a large majority of IFS officers settles down in India for good. They do what other retired people do - enjoy time with family and devote time to themselves.

(ii) Still working in the government: Some retired IFS officers take up government positions. Retired IFS officers have held important posts such as of Governors and NSAs. Retired IFS officers have sometimes been sent as Ambassadors to important countries. Present Dy. NSA, Arvind Gupta is a retired IFS officer.

(iii) Working elsewhere: Some retired IFS officers take up assignment at the UN or other international organisations. Ambassador A. Gopinathan was recently appointed to the Joint Inspection Unit of the UN. Ambassador Lakshmi Puri is Assistant Secretary-General for Intergovernmental Support and Strategic Partnerships. Some IFS officers take up assignments in PSUs as Independent Directors. Ambassador Ajai Malhotra, who retired as Ambassador to Russia, is an Independent Director on the Board of ONGC.

(iv) Active on media: Retired IFS officers are sought after by the media for interviews and panel discussions on TV because of their expertise on various countries and international issues. Many IFS officers write regularly for the print media. Ambassador K.C. Singh is an expert on several subjects and he is very articulate. You may see him often on Indian TV channels.

(v) Involved with think tanks: Several IFS officers join think-tanks, actively participate in research work, take part in conferences and speak at public events. Former Foreign Secretary, Shyam Saran is currently the Chairman of the Research and Information Systems for Developing Countries (RIS) thinktank and a Senior Fellow at the Centre for Policy Research in New Delhi.

IFS officers earn sufficient enough to own a house in India. Therefore, I do not think any retired IFS officer lives in a rented house. Also because the remuneration in the service and the post-retirement benefits are not bad, retired IFS officers can lead a comfortable life without working after retirement.

अब मैं तमिलनाडु के एक बहादुर, ईमानदार आईएएस अधिकारी की कहानी बताने जा रहा हूँ।

इनका नाम है सगायम आईएएस.

आइए सबसे पहले उनके बारे में कुछ संक्षिप्त जानकारी लेते हैं:-

सगायम सिविल सेवा परीक्षा उत्तीर्ण करने के बाद 1989 में केंद्रीय सचिवालय सेवा में शामिल हो गए। भर्ती होने, प्रशिक्षण और फिर नई दिल्ली में 7 महीने तक काम करने के बाद, सगायम ने स्वैच्छिक रूप से केंद्रीय सचिवालय सेवा से इस्तीफा दे दिया। बाद में उन्होंने तमिलनाडु लोक सेवा आयोग की परीक्षा दी और तमिलनाडु राज्य सिविल सेवा में नियुक्त हुए। सेवा में वरिष्ठता प्राप्त करने के बाद, उन्हें 2001 बैच में भारतीय प्रशासनिक सेवा में पदोन्नत किया गया।

अब शुरुआत करते हैं उनकी एक प्रेरणादायक कहानी से:-

2000 में, वह कांचीपुरम में अतिरिक्त जिला मजिस्ट्रेट थे।

कहानी अभी ख़त्म नहीं हुई है:-

मैंने कहा कि ये तो दिन में हुआ था. इसके बाद उन्हें कुछ और काम करना था, इसलिए उन्होंने इसे करना जारी रखा। इस अधिकारी को गैर-नेटवर्क कवरेज क्षेत्र में स्थित गांवों में जाने की आदत है, इसलिए उनका मोबाइल ठीक से काम नहीं करेगा। वह शाम को इस तरह की जगह पर गए थे। उसके बाद वह अपने घर लौट आए। घर के पास पहुँचते ही उसने देखा कि उसकी पत्नी बाहर खड़ी है। वह आए और पूछा कि क्या हुआ, उनकी पत्नी ने कहा कि आपको जिला कलेक्टर, मुख्य सचिव, मंत्रियों आदि जैसे उच्च अधिकारियों के फोन आए और उन्होंने अंदर जाकर एक फोन उठाया। अधिकारी को बहुत डांट पड़ी और उसका तबादला कर दिया गया और PEPSI बनाने वाली कंपनी फिर से शुरू हो गई.

यहां बताने के लिए उनकी और भी कहानियां हैं, लेकिन इसमें और पोस्ट की जरूरत है।

अब मुझे उनकी बुद्धिमत्ता और पूर्व-सतर्कता के बारे में कहना होगा।

Now i’m going to say a story of an brave,honest IAS officer of Tamil Nadu.

His name is Sagayam IAS.

First let us have some brief about him:-

Sagayam joined the Central Secretariat Service in 1989 after qualifying through the Civil Services Examination.After getting inducted, training and then after working for 7 months in New Delhi, Sagayam voluntary resigned from the Central Secretariat Service. He later took the Tamil Nadu Public Service Commission exams and was appointed in the Tamil Nadu State Civil Service. After attaining seniority in the service, he was promoted to Indian Administrative Service in 2001 batch.

Now lets begin with his one of his inspiring story:-

In 2000 , he was an Additional District Magistrate in Kancheepuram.

On a day, a person came to his office to say a compliant, that is, he showed a carbonated drink to the officer and said that this drink contains many pollutants,and the manufacturing factory is also located in Kancheepuram, please take immediate action. A dishonest officer will not take immediate action, but this honest officer took the action immediately. He called the tahsildar to his office of the area where the company is located. After the tahsildar’s arrival, Sagayam sir without saying anything, he dragged the tahsildar to the company. The tahsildar was very anxious because he was ambiguous. Sagayam sir and the tahsildar went inside the company, Sagayam sir informed the employees that they are going to seal the company, all the employees got panicked , as well as the tahsildar. After informing them Sagayam sir said to the tahsildar to seal the company. Tahsildar said how can i seal the company? then sagayam sir replied to him that-I know, thats why I’m there with you, now seal the company, he said.While the honest officer speaking with the tahsildar, the company’s manager started to make call to some politicians and made international calls. But it is not of use in that instant and raging situation. Finally the employees got vacated and the company was sealed. See the power of an additional district magistrate. These took place in the day time.

In the beginning i just stated carbonated drink right, now i mention the name-it is none other than PEPSI.See he showed his sincerity of his job by opposing a multi-national company. Isn't it great.

The story is not yet over:-

I said that this happened in the day. After this he had some other work to do, so he continued to do it. This officer has a habit of going to the villages located in non-network coverage area so his mobile won’t be working well.He went to this type of place in the evening.After that he returned to his home. While nearing home he saw that his wife was standing outside. He came and asked what happened, his wife said that you got calls from higher officials like the district collector, chief secretary, ministers etc. And he went in and picked a call. The officer was been scolded badly and he was transferred and the PEPSI manufacturing company restarted.

There are even more stories of him to convey, but it takes more posts.

Now i have to say about his intelligence and pre-cautiousness.

In the beginning i said that he resigned the IAS job and cleared TNPSC-state’s public service commission and then promoted as IAS. He did this, because this officer’s bravery act lead him many transfers, i think he was transferred about 25 times may be even more. If he was an All India Service Officer, he can be transferred to other states, for his bravery actions, in reality, all the 25+ transfers are made inside Tamil Nadu because he was a State Public Service Officer, see his pre-cautiousness. I came to know about an IAS officer, who was been transferred about 54+ times, see he was an All India Service Officer, so he was been transferred many times because India has 28 sates and 9 ut’s,so he can transferred to many places but in Tamil Nadu before there are only 32 districts and now it is 37 districts, see how many times one can be transferred, the probability is low and you can’t be sent to a new and different place.

A message to CIVIL ASPIRANT’s-dont think of political pressure after you become an officer, see this officer’s story,he was not been suffered because of politicians, the only thing which was done is , he’s been transferred.

माता-पिता- पिता-सीबीआई में संयुक्त निदेशक, मां- आईआरएस

मेरा कहना यह है कि इन दोनों नए आईएएस अधिकारियों के माता-पिता सिविल सेवाओं में हैं। उन्होंने (उनके माता-पिता ने) सेवा में कम से कम 20 साल बिताए हैं, इसलिए वे जानते हैं कि आईएएस या ऐसी किसी सेवा में करियर का दायरा क्या हो सकता है। वे आसानी से अपने बच्चों को कॉर्पोरेट नौकरी दिलाने या कोई व्यवसाय करने के लिए बड़ा कर सकते थे, लेकिन फिर भी उनके बच्चे सीएसई परीक्षा में शीर्ष रैंक पर हैं।

अधिकांश आईआईटियन या एमबीए छात्र सेवा में शामिल होने के लिए 7 अंकीय आय को छोड़ देते हैं।

तो इससे साबित होता है कि आईएएस का आकर्षण कम नहीं हो रहा है।

इसके अलावा मेरे माता-पिता (पिता और मां दोनों) केंद्र सरकार में हैं। और मुझे सीएसई की तैयारी के लिए प्रेरित करते रहें। मैं गारंटी दे सकता हूं कि मेरी नाव में यात्रा करने वाले सभी लोग, उनके माता-पिता उन्हें इसके लिए तैयारी करने के लिए मनाएंगे।
हाल की महामारी के समय में जब कॉर्पोरेट क्षेत्र में लोगों को बाहर निकाला जा रहा था और व्यवसाय बंद हो गए थे, सरकार। अपने किसी भी कर्मचारी को बाहर नहीं निकाला. इसके अलावा ये आईएएस अधिकारी जमीनी स्तर के साथ-साथ बड़े पैमाने पर फैले वायरस को नियंत्रित करने के लिए दिन-रात काम कर रहे थे। पूरी दुनिया रुक सकती है लेकिन नौकरशाही नहीं।

इसके अलावा यदि आप केवल सुर्खियों में आने के लिए सेवा की तैयारी कर रहे हैं तो मुझे यकीन है कि आप सफल नहीं हो पायेंगे। अधिकांश वरिष्ठ नौकरशाह पर्दे के पीछे से खेलना चाहते हैं। वे कभी भी लाइम लाइट में नहीं आना चाहते.

My point being both of these new IAS officers have parents in the civil services. They (their parents) have spent atleast good 20 years in service, so they know the career scope of IAS or any such service. They could have easily raised their kids to get a corporate job or do some business but then their kids are top rankers in the CSE exam.

Most of the IITians or MBA students leave the 7 figure income to join the service.

So this proves that IAS is not losing any charm.

Moreover my parents (father and mother both) are in central govt. and keep motivating me to prepare for CSE. I can guarantee, all those sailing in my boat that their parents do convince them to prepare for the same.

In the recent pandemic time when people were being kicked out in corporate sector and businesses went down, govt. did not kick out any of their employees. Moreover these IAS officers were on the front working day and night to control the virus spread at the ground level as well as on the mass level. The whole world can come to a pause but bureaucracy can’t.

Imagine you are 25. You are the SDM of a district. You have about 100 people in your team out of which 30 report you. Where do you get such a status? In private sector you work for years and switch jobs to get something like this. If you compare it with big business houses then do you think they were built in a day?

Moreover if you are preparing for the service just for the sake of coming in the lime light I am sure you are not getting through. Most of the senior bureaucrats want to play behind the curtain. They never want to come in lime light.

This is not a job, this is a service - as the name states - Indian Administrative SERVICE. You are for the people and not for the perks. With great power comes great responsibilty.

The Indian Administrative Service will never lose its charm. It will remain a premium service in the times to come. If you are preparing for it make sure you give it your best.

₹2 लाख में वर्दी खरीदने के बाद 18 साल के लड़के ने खुद को बताया 'IPS अधिकारी'; दिखावा करते हुए गिरफ्तार

आरोपी ने लोगों को यह बताते हुए समोसे और पकौड़े भी खाए कि वह "आईपीएस अधिकारी" बन गया है। इसके तुरंत बाद उसे गिरफ्तार कर लिया गया।

बिहार के जमुई जिले में ₹2 लाख में पुलिस की वर्दी और पिस्तौल पाने के बाद एक 18 वर्षीय लड़के ने खुद को आईपीएस अधिकारी बताया। लड़का अपने गांव में अपनी "नई रैंक" दिखा रहा था जब स्थानीय लोगों ने पुलिस को सूचित किया और उसे पकड़ लिया गया।

जब पुलिस ने उसे गिरफ्तार किया, तो मिथलेश मांझी नाम के तेजतर्रार फर्जी अधिकारी ने कहा, "मैं एक आईपीएस अधिकारी हूं।" आरोपी ने लोगों को यह बताते हुए समोसे और पकौड़े भी खाए कि वह "आईपीएस अधिकारी" बन गया है।

फर्जी आईपीएस अधिकारी बनकर घूम रहे एक युवक को सिकंदरा पुलिस ने गिरफ्तार कर लिया है। थाने लाकर उससे पूछताछ की जा रही है। एक वरिष्ठ पुलिस अधिकारी ने कहा, ''इसमें शामिल गिरोह के सभी सदस्यों को गिरफ्तार किया जाएगा।''

लड़के के पास से पुलिस की वर्दी और पिस्टल बरामद कर ली गई है. मांझी ने कहा कि उन्हें मनोज सिंह नाम के एक व्यक्ति ने पैसे के बदले में पुलिस की नौकरी देने का वादा किया था। "मनोज सिंह ने कहा था कि अगर मैं उसे दो लाख रुपये दे दूं, तो वह मुझे पुलिस में नौकरी दिला देगा। मैंने उसे एक महीने पहले ही ज्यादातर रकम दे दी थी। उसने मुझे खैरा स्कूल के पास वर्दी और पिस्तौल दी थी। मैं उसके पास आ गया।" इसके बाद मैं बाकी 30 हजार रुपये देने के लिए खैरा गया, इसी दौरान पुलिस ने मुझे सिकंदरा चौक पर पकड़ लिया.

An 18-year-old boy posed as an IPS officer after getting the police uniform and a pistol for ₹2 lakh in Bihar's Jamui district. The boy was showing off his "new rank" in his village when locals informed police and he was caught.

When police arrested him, the flamboyant fake officer, identified as Mithlesh Manjhi, said, "I am an IPS officer". The accused also indulged in samosas and fritters while telling people that he had become an "IPS officer"

A young man who was roaming around pretending to be a fake IPS officer has been arrested by the Sikandra police. He is being questioned after being brought to the police station. All the gang members involved in this will be arrested," a senior police officer said.

The police uniform and the pistol have been recovered from the boy. Manjhi said he was promised a police job in exchange for the money by a man, Manoj Singh. "Manoj Singh had said if I give him ₹2 lakh, he will get me a job in the police. I had given him most of the amount a month ago. He gave me the uniform and pistol near Khaira school. I came to the village to inform my mother. After this, I went to Khaira to give the remaining ₹30,000. During this, the police caught me at Sikandra Chowk," Manjhi said.
