Women Vendors of Khwairamband Keithel Hold Sit-in, Demand NRC Before Census

Aug 31, 2026 : Women vendors of Khwairamband Keithel held a sit-in protest at the market in Imphal on Monday, August 31, demanding that the National Register of Citizens (NRC) be updated before the Census.

The protest was organised by the women vendors of Khwairamband Keithel under the aegis of the Campaign for Just and Fair Delimitation (JFD). Protesters raised slogans including “No NRC, No Census” and “No IDPs Settlement, No Census”.

CENTRE DEFERS CENSUS IN MANIPUR AFTER HIGH-LEVEL REVIEW MEETING CHAIRED BY AMIT SHAH

New Delhi, August 31, 2026: In a significant development, the Union Government today deferred the Census operations in Manipur.

The decision came after Union Home Minister Shri Amit Shah chaired a high-level review meeting in New Delhi today to assess the current situation in Manipur. The meeting held at the Ministry of Home Affairs was attended by the Governor of Manipur, Shri Ajay Kumar Bhalla, Chief Minister Shri Yumnam Khemchand Singh, Union Home Secretary Shri Govind Mohan, along with other senior officials.

The meeting discussed in detail on the demand raised by the people of Manipur to defer the Census exercise in the State before the implementation of the National Register of Citizens (NRC). The meeting agreed to defer the proposed Census exercise in the State considering the feelings and aspirations of the people of Manipur.

Following the meeting, Chief Minister Shri Yumnam Khemchand Singh expressed his gratitude to Prime Minister Shri Narendra Modi, Union Home Minister Shri Amit Shah and other central leaders for listening to the voices of the people and fulfilling the aspirations of the people of the State. He also thanked National BJP President Shri Nitin Nabin for his continuous support in fulfilling the wishes of the people of Manipur.


He also appreciated the efforts of the leaders of 14 Civil Society Organisations (CSOs) and the delegation of BJP MLAs, who had recently campaigned in New Delhi for the implementation of the National Register of Citizens (NRC) in Manipur. The Chief Minister said that their regular engagement with central leaders and officials has resulted in today's decision.

Sir,
The World Meetei Council respectfully like to state that the news of the train reaching Imphal is heartening. It will open a new chapter in the development of Manipur, bringing greater opportunities for trade, employment, tourism and connectivity with the rest of the country. It will also inevitably bring significant changes to the demographic and socio-economic landscape of Manipur.

While welcoming this historic development, WMC believes that we must also seriously examine its long-term implications for the indigenous people of Manipur, particularly the Meetei people, whose total population in India could be less than 18 lakhs.

Over the years, Meetei society has developed a deeply rooted but extremely time consuming and expensive - highly unproductive socio-religious culture in which participation is considered an important social responsibility. It is such a surreal world that has been inherited from our century’s old tribal values. This has made the Meetei society - a society of festivals year-round leaving very little time for serious retrospection.

The arrival of the train makes this concern even more urgent.

The railway will bring enormous opportunities, but it will also bring people, goods, capital and businesses into Manipur. Therefore, there should be institutional and constitutional mechanisms necessary to protect its indigenous identity and demographic interests while participating in the modern economy.

It is in this context that the WMC draws the attention of all stakeholders - including Members of Parliament, Members of the Manipur Legislative Assembly, civil society organisations, academics and public opinion influencers - to the question of constitutional protection for the Meetei people.

WMC firmly believes that the Meetei people require the constitutional safeguards available under the Scheduled Tribe framework to protect their indigenous identity and demographic interests in the face of rapidly changing circumstances.

Train reaching Imphal should not become a catalyst for the marginalisation of the indigenous population. Development and connectivity must go hand in hand with protection of indigenous identity and interests.

Therefore, WMC reiterates its longstanding demand that the Meetei people be included in the list of Scheduled Tribes.

WMC respectfully appeals to the Government of India under the able leadership of Hon'ble Shri Narendra Modi to urgently examine the longstanding demand for constitutional protection of the Meetei people and take the necessary steps for their inclusion in the Scheduled Tribe list.
