The President of the United States is the most powerful head of state in the world. The US president is the head of the state as well as of the government. "It is frequently remarked that the President of the United States holds an unprecedented level of authority within the framework of a democratic system. Lord Bryce regards the American President as “the greatest office in the world. He enjoys real and effective powers as contrasted with the powers of the King or Queen of England or the President of the Indian Republic. Executive Powers:
Art. II Section 1 of the U. S. Constitution stipulates: 'The executive powers shall be vested in a President of the United States of America." As executive head of the nation, it is the responsibility of the President to execute the laws passed by Congress. In the executive sphere, the President exercises three kinds of powers of tremendous significance.
First, there is the power of appointment and removal. The President has vast appointive powers. The President appoints members of the Cabinet, judges of the Supreme Court and other federal courts as vacancies arise, the ambassadors and consuls. Indeed all officials in the higher echelons of U. S. administration are appointed by the President. Up to 1880 i.e. up to the passing of the Pendleton Act, the entire executive government of the U. S. A. was President's spoil. With the establishment of the Public Service Commission, at present, middle and low-ranking public servants are appointed by the Public Service Commission. But all high officials of the U. S. Government are appointed by the President. The actual appointment procedure is that the President nominates, the Senate confirms or ratifies the nomination and the President appoints.
