27 अप्रैल 2016 करेण्ट अफेयर्स1) नई दिल्ली में स्थित किस प्रसिद्ध राष्ट्रीय संग्रहालय (national museum) में 26 अप्रैल 2016 को भयानक अग्निकाण्ड के चलते भारी नुकसान हुआ? – राष्ट्रीय प्राकृतिक इतिहास संग्रहालय (National Museum of Natural History)विस्तार: 26 अप्रैल 2016 को तड़के लगी भीषण आग में नई दिल्ली स्थित राष्ट्रीय प्राकृतिक इतिहास संग्रहालय (National Museum of Natural History) को भारी नुकसान हुआ। हालांकि आग ऐसे समय लगई थी जब यहाँ कोई नहीं था इसलिए किसी की जान नहीं गई। यह आग इस छह मंजिला संग्रहालय की ऊपरी मंजिलों में लगी। आग को बुझाने के लिए लगभग 40 दमकल गाड़ियों को लगाया गया लेकिन इसके बावजूद संग्रहालय की निचली तथा ऊपरी मंजिलों को छोड़कर पूरा संग्रहालय खाक हो गया।– राजधानी नई दिल्ली स्थित राष्ट्रीय प्राकृतिक इतिहास संग्रहालय भारत की वनस्पति तथा वन्यजीव संपदा से सम्बन्धितएक बेहद महत्वपूर्ण संग्रहालय है। यह संग्रहालय पर्यावरण शिक्षा के प्रचार-प्रसार में भी महत्वपूर्ण भूमिका निभाताआया है। यहाँ जानवरों तथा पक्षियों का बहुत बड़ा संग्रह था।– इस संग्रहालय की स्थापना वर्ष 1972 में भारत की स्वतंत्रता की 25वीं वर्षगांठ परकी गई थी तथा यह पर्यावरण एवं वन मंत्रालयके तहत आता है। इसे उद्योग संगठन फिक्की (FICCI) के केन्द्रीय दिल्ली स्थित परिसर में संचालित किया जा रहा था तथा इसी के बगल में फिक्की का भवन भी है।……………………………………………………2) पाकिस्तान के विदेश सचिव (Foreign Secretary) ऐज़ाज़ अहमद चौधरी (Aizaz Ahmad Chaudhry) तथा भारत के विदेश सचिव एस. जयशंकर (S. Jaishanker) की एक महत्वपूर्ण भेंट 26 अप्रैल 2016 को नई दिल्ली में हुई। यह भेंट भारत की मेजबानी में चल रहे किस क्षेत्रीय सम्मेलन की पृष्ठभूमि मेंआयोजित की गई? – “हार्ट ऑफ एशिया” कांफ्रेंस (‘Heart of Asia’ Conference)विस्तार: “हार्ट ऑफ एशिया” कांफ्रेंस (‘Heart of Asia’ Conference) का आयोजन वर्ष 2011 में शुरू हुए घटनाक्रम “इस्तांबुल प्रॉसेस” (“Istanbul Process”) के तहत किया जाता है तथा इसका मुख्य उद्देश्य इस सम्मेलन को क्षेत्रीय देशों का मंच बनाकर क्षेत्रीय समस्याओं मुख्यत: अफगानिस्तान से सम्बन्धित समस्याओं का हल निकालना है।– इस सम्मेलन को शुरू करने का मुख्य उद्देश्य अफगानिस्तान तथा उसके आस-पास के देशों को इस क्षेत्र से सम्बन्धित तमाम समस्याओं जैसे आतंकवाद, नशीले पदार्थों की तस्करी, गरीबी तथा बढ़ते कट्टरवाद का हल निकालने के लिए भागीदार बनाना था। दिल्ली में आयोजित यह सम्मेलन इस सम्मेलन की श्रृंखला का छठवां सम्मेलन था तथा इसका पाँचवां सम्मेलन दिसम्बर 2015 में इस्लाबाद (पाकिस्तान) में आयोजित किया गया था।– “हार्ट ऑफ एशिया” (“इस्तांबुल प्रॉसेस”) में 14 सदस्य देश शामिल हैं, जो हैं – अफगानिस्तान, अजरबैजान, चीन, भारत, ईरान, कजाकिस्तान, खिर्गिजस्तान, पाकिस्तान, रूस, सऊदी अरब, ताजिकिस्तान, तुर्की, तुर्कमेनिस्तान तथा संयुक्त अरब अमीरात।……………………………………………………Chernobyl-Disaster-20163) किस भयंकर परमाणु त्रासदी की 30वीं वर्षगाँठ 26 अप्रैल 2016 को थी? – चर्नोबिल (Chernobyl) परमाणु दुर्घटना (यूक्रेन)विस्तार: 26 अप्रैल 2016 को चर्नोबिल (Chernobyl) में हुई भयंकर परमाणु दुर्घटनाकी 30वीं वर्षगाँठ थी जिसे अभी तक की सबसेभयंकर परमाणु दुर्घटना के तौर पर जाना जाता है। इसके चलते जहाँ लाखों लोगों को अपना घर-बार छोड़कर सुरक्षित स्थानों पर पलायन करना पड़ा था वहीं उस दुर्घटना का प्रभाव आज भी देखा और महसूस किया जा सकता है।– 26 अप्रैल 1986 को यूक्रेन (Ukraine) के चर्नोबिल (Chernobyl), जो उस समय तत्कालीन सोवियत संघ (USSR) में आता था, में के विस्फोट तथा अग्निकाण्ड के चलते परमाणु कूड़े का भारी मात्रा में पर्यावरण में रिसाव होना शुरू हो गया था। दुर्घटना के १० दिनों के भीतर भारी मात्रा में रेडियोधर्मी आयोडीन (radioactive iodine) तथा कैशियम (caesium) का रिसाव खेल पर्यावरण में होता रहा। कुछ हल्के रेडियोधर्मी पदार्थ हवा के चलते पड़ोसी बेलारूस, रूसी परिसंघ के अन्य गणतंत्रों तथा यहाँ तक की पश्चिमी यूरोप के कुछ भागों में पहुँच गए थे।– इस दुर्घटना के चलते जहाँ 31 लोगों की तुरंत घटनास्थल में ही मौत हो गई थी वहीं बेलारूस, यूक्रेन तथा रूस के अन्य भागों में लगभग 84 लाख लोग विकिरण (Radiation) के प्रभाव में आने का अनुमान लगाया गया था। संयुक्त राष्ट्र द्वारा जारी एक रिपोर्टके अनुसार इस दुर्घटना के चलते लोगों को जहाँ विस्थापित किया गया था वहीं लाखों लोग अब भी ऐसे माहौल में रह रहे हैं जहाँ विकिरण मौजूद है। ये लोग कैंसर जैसी तमाम बीमारियों का सामना आज तक कर रहे हैं।– इस प्रकार 1986 की चर्नोबिल परमाणु दुर्घटना विश्व की अब तक की सबसे बड़ी परमाणु दुर्घटना है।……………………………………………………4) भारत में चिकित्सा तथा अनुसंधान क्षेत्र में अपनी तरह के पहले प्रयास के तहत सार्वजनिक-निजी भागीदारी (public-private-partnership – PPP) के मॉडल पर एक महात्वाकांक्षी प्रयास मलेरिया उन्मूलन के क्षेत्र में 25 अप्रैल 2016 कोशुरू किया गया। इस प्रयास में शामिल सार्वजनिक तथा निजी उपक्रम कौन से हैं? – भारतीय चिकित्सा अनुसंधान परिषद (ICMR) और सन फार्मा (Sun Pharma)विस्तार: सार्वजनिक क्षेत्र की संस्था भारतीय चिकित्सा अनुसंधान परिषद (Indian Council of Medical Research – ICMR) और निजी क्षेत्र की दवा उत्पादन कम्पनी सन फार्मा (Sun Pharma) के बीच सार्वजनिक-निजीभागीदारी मॉडल (PPP model) पर एक अनूठे प्रयास को देश में चल रहे मलेरिया उन्मूलन के प्रयासों के तहत केन्द्रीय स्वास्थ्य एवं परिवार कल्याण मंत्रालय द्वारा 25 अप्रैल 2016 को शुरू किया गया।– इसके तहत मंत्रालय द्वारा फरवरी 2016 में घोषित किए गए “राष्ट्रीय मलेरिया उन्मूलन फ्रेमवर्क” (National Framework for Elimination of Malaria) के तहत भारतीय चिकित्सा अनुसंधान परिषद और सन फार्मा मिलकर मलेरिया उन्मूलन डिमॉन्स्ट्रेशन परियोजना (malaria elimination demonstration project) को शुरू करेंगी जिसका नाम होगा “मलेरिया फ्री इण्डिया” (‘Malaria Free India’)।– इस परियोजना को सबसे पहले मध्य प्रदेश के माण्डला (Mandla) जिले में शुरू किया जायेगा जोकि राज्य के मलेरिया-ग्रस्त क्षेत्रों में सबसे आगे रखा जाता है। इसमें अगले 3 से 5 वर्षों में इस जिले के दो लाख से अधिक परिवारों को जोड़कर एक व्यापक मलेरिया उन्मूलन कार्यक्रम चलाया जायेगा जिसका वित्त पोषण व कार्यान्वयन सन फार्मा द्वारा किया जायेगा।……………………………………………………5) वित्त मंत्रालय ने 25 अप्रैल 2016 को कर्मचारी भविष्यनिधि संगठन (Employees’ Provident Fund Organisation – EPFO) के लगभग 5 करोड़ से अधिक लाभार्थियों को वर्ष 2015-16के लिए 8.7% ब्याज देने की घोषणा कि जोकि EPFO में निर्णय लेने वाली सर्वोच्च संस्था सेण्ट्रल बोर्ड ऑफ ट्रस्टीज़ (Central Board of Trustees (CBT) के द्वारा पहले सिफारिश की गई ब्याज दर से कम है। CBT ने कितने प्रतिशत ब्याज दर की घोषणा वर्तमान वर्ष 2015-16 के लिए की थी? – 8.8%विस्तार: उल्लेखनीय है कि 16 फरवरी 2016 कोहुई बैठक में EPFO की सर्वोच्च संस्था सेण्ट्रल बोर्ड ऑफ ट्रस्टीज़ (CBT) ने वर्ष2015-16 के लिए 8.8% अंतरिम ब्याज देने की सिफारिश की थी तथा उसने कहा था कि उक्त वर्ष के लिए इतना ब्याज आसानी से दिया जा सकता है। लेकिन 25 अप्रैल 2016 को वित्त मंत्रालय ने इसमें 0.1% की कटौती करते हुएइसे 8.7% करने की घोषणा कर दी।– यह संभवत: पहला मौका है जब वित्त मंत्रालय ने उस ब्याज दर को स्वीकार नहीं किया है जिसकी सिफारिश केन्द्रीय श्रम मंत्रालय के तहत आने वाले संगठन सेण्ट्रल बोर्ड ऑफ ट्रस्टीज़ (CBT) ने कियाहो।– उल्लेखनीय है कि वर्ष 2013-14 तथा वर्ष 2014-15 के दौरान EPFO ने अपने खाताधारकों के लिए 8.75% ब्याज प्रदान किया था जोकि वर्ष 2012-13 की 8.5% तथा 2011-12 की 8.25% ब्याज दर से कहीं अधिक था।

Candidates should have studied English and Maths/Accts/ Book Keeping in Class 10 or Class 12 and should have secured minimum 40% in each of these subjects, whether it was studied in Class X or Class XII.
