Policy and Objectives
Policy means a commitment or serious promise.
Objective means objections, obstacles, what to look for, or competing considerations (without which the policy cannot be realized).
Target is a criteria of acceptance for an objective Eg., by which an objective is tracked, monitored or controlled in operation of a process

If you are talking about the policy, distractors often start clamoring on the objectives and the policy or the commitment is diluted. Imagine a case of Taj Mahal. If Shahjahan while deciding to make a memorable structure was dependent on the functional specialists eg., technicians and contractors and financiers to think and find a common ground, Taj Mahal could have never been built. Without knowing the policy, different points of views or functional objectives cannot find a common ground.

Case study

I have to attend marriage of my friend in Mumbai on 1st March 2019. I have committed it to my friend because, this commitment represents an intent and direction of my character and the vision. This is a policy statement. Policies are statement of commitment. For example, commitment to customer, commitment to employees, commitment to investors, commitment to regulatory requirements and so on.

How am I going to go to Mumbai? Do I book a flight ticket, or a suitable train or use own car? These are the possibilities, and the one chosen out of them is called the process.

I must consider a few things while evaluating the possibilities. For example, punctuality, safety, comfort, cost, security and company. I have no rigidity on any one of these but are required to consider it in interest of the policy. These are examples of the objectives. Without clearly identifying the objectives, it is not possible to arrive at the suitable process among the possibilities.

I have to travel from New Delhi to Mumbai. This is a specific change or transformation in the state of my physical location. In other example, rice can be convered into dosa or idli. Rice to Idli and rice to dosa need two different processes. Process is meant for a controlled transformation of an input into an intended output or product.

I can map each possibility by objectives to arrive at a given process. For example, traveling by air is high in punctuality, high on safety, security but it is not favorable in terms of the cost. Train travel is low cost but has issues with comfort as it takes long time, and low on punctuality and safety and security. Using own car is certainly a low cost if companions are sufficient, and it can have issues with the safety and comfort. There is a measurement in each of the objectives and I can have a target or acceptable criteria for the objectives associated with my policy.

This means, given the same policy, the process A, has a different set of objectives and measurements than the process B and process C. Process when operationalized is monitored against these objectives and its targets. This is the reason, objectives and targets combined together is called control objectives.

Dear all
During 24-28th Sept 2012, we have involved ourselves in self study of Quality. Following is a summary statement to all of you.

Quality is uninterrupted flow of life (or thoughts or prana) across the people, and this renewed sense of unity of self (atma) in every one of us, is the basis of self-confidence. If thoughts (prana) flow correctly across one and another, like electric circuits, there is neither a case of any waste nor conflict (and accidents).

Living is not appearing, and not appearing is not an end of living. Birth and death is not for life but merely for appearance or body). The life exists even if not appearing; because people (or thoughts) are remembered by work and behavior even though not appearing, and, get recognized in every form whatever be appearances or acts of those thoughts.

Knowledge is nothing but an ability of prediction ('poorvanuman') which can be accurate or inaccurate depending on how much of the laws of nature is known and understood. Correct knowledge, as far as possible, is therefore necessary. When knowledge is incorrect, any action becomes futile because you cannot accurately predict the intended outcomes of your current action. But, knowledge is useless without action. You can be good at prediction or a Ph D and yet, not initiate action in present to correct the future, and this is a case of a knowledgeable but dead man (who also appears in body and position).

Quality is about service orientation and is not a cause of differences by position and authority. Opportunity of job rotation is helpful to get rid of this inertia. You should know the point of view of other person, and this is only way of removal of conflicts. Having a rigid point of view is like a handicap person who cannot move from his work title, and his points of view remains unchanged, and he is always in conflict, suspicion and control.

Riga Sugar Mill has its employees aging, and it is necessary that they grow as adult and each one decides for the family, and stay on the front. The controls, blame-game and correction phase (which typically are for employees) is long gone, and people should truly earn a respect by quality of work and character by decision making. The organization has huge opportunities in terms of natural resources, workforce and consumers in hunger of quality of life. In my view, leadership and management could focus at making a clearly defined goals and a road-map and act decisively.

Low goals are cause of conflict and when goal is made high, and not achievable by individual effort, the people set aside conflicts and join hands. This is very difficult to control people when goal is low (because they spend energy in conflicts among themselves). There is a proverb 'higher is price, higher is stakes' or 'more you sweat, more closer you become'. Low goals are a headache and energy is then wasted in controlling lazy people.

During my stay at Riga Sugar, I was very happy and had full occupancy where all people were found highly motivated to study and improve their thoughts (prana) and it is my goal for humanity and for work. I wish to thank all 10 participants in the Quality Management Course Work, and those ... at guest house in taking care of food and living for my body, like a home away from home.

Laws of nature (dharma) do not change and shall also never change .... just like a train that goes from one place to another on a fixed route.
But you can always change the laws ... such as choosing a better or another train and the destination.
You are known by the choice of laws of nature (dharma) and its goal. And it is entirely up to you ... how do you want yourself known as.

Continuous improvement is assembly of piece meal changes in processes with best of reasons that pushes the effort towards given goal(s), most assuredly. Because a process (transformation activity) is man made, and only men can correct (keep it in control).

The difficulty starts when Process starts controlling Men. The machines, technology, techniques or any form of a process have an inertia, and this inertia is made use of to stabilize a given result. For example, option1 is cooking rice on a stove with burnt charcoal and option 2 is cooking rice in a pressure cooker heated by gas stove. These are different processes and processes are differentiated by degree of variation in cooked rice. The process 2 provides rice gains all equally cooked and with least personal care. But it is dependent upon supply of cooking gas and manufacture of pressure cooking vessels. These dependencies influence the men/women to accept the limitation and be controlled by the process (option 2). Option 2 has a process which in terms of variation in cooking, has an unevenness and also needs personalized attention. And yet, not take away the freedom of men to control the process (opposite to the process option 2 controlling men). The growth of ideas with freedom of choices and content grow big and yet uncontrolled. The goal is 'not to control' but to reach a goal effortlessly. Means are found by default when a choice of goal is determined with free-will.

Dependence on technology, techniques or any form of process creates an inherent limitation on men, and then the thinking gets restricted to 'in the box'. The continuous improvements have source of learning, as defect elimination, and defects then show it a way. Any knowledge born out of reaction or defect or ignorance or disbelief is scenario of child-mother relation. Knowledge (child, son) gathered in this way, are no better than ignorance (mother). Action of Reaction including continuous improvement, finally ends; because at times, defect free becomes also useless.

This discussion should be process (deliberate transformation) vrs system (natural cause effect relationship) rather than continual or continuous improvement vrs innovation.

"Managers manage". Why do they manage because there are risk of falling down. And to choose whether to go up or not let fall from where you are, you know the answers.

Management is strategic subject. 'Strategy' means enemy orientation or focusing at enemy, and is never an independent self determination.

Leadership is not management, because leaders can live with enemy, and know them very well and remain free to progress by independent self determination. This luxury is not with managers and they act like maintenance staff and ensure safe sailing, and leaders respect them for it.

Innovation in processes of management is called Improvement, or positive incremental or even radical change from a given reference. Innovation in leadership is called development which is natural sense of realization of the vision and its scope of work. For example, SONY which once was an electronics company has now become a large media and entertainment company. The work has itself expanded and this is development. An improvement in picture quality in SONY TV equipment is example of an improvement.

This means, managers and leaders have complimentary even with different intellectual DNA.

14. Standard means which stands and cannot move. For example, cycle stand, bus stand and so on. Anything, such as laws or policies which have unchanging position is, too a standard. A feet or meter is a standard because it does not change and is unit of measurement of distances.

Do not follow a standard, use it as a reference and keep moving. For example you are going from Delhi to Mumbai but Kota is a location between these two. This Kota city is a reference which itself does not move but a passenger which move from Delhi to Mumbai can refer it when indicating how closer he/she is to Mumbai. A standard is useless if it is to be followed and traveler stop moving and can never reach Mumbai.

Standards are good and bad. There came a clever tailor in a village in India. Villagers in those days used only 'Dhoti' (like Gandhi wore) which is rectangular and fits every body, equally. This tailor introduced to stitch shirts and pants which differs from one to another. Tailor cleverly used feet and meter for taking measurement of human sizes in name of stitching right fit of clothes for every client. Some how, people who were measured in feet and those measured in meter got separate identities by that tailor. Those two different standards seeded conflict in minds of people and these measurement tools or references became a status symbol, and certification business of tailor thrived.

For reasons of many thousands of alien rule, people in India are victim of various cultural replacements and several community practices, and legal and religious suppositions. People deprived of their own self esteem (inherent self confidence) want to be judged and certified. For example, Hindu, Muslim, Sikh, Christianity are various brands of standards but are actually not different. Only a good Hindu is a good Muslim by default and so is a good Christian, and vice-versa. This means, those seeking certification and branding with various references, perish; because traveler's continuous progress to destination stops.

9. Laws of nature differ with knowledge of individuals about those laws of nature. Law of nature is ever present and is universally and equally apply in all time, place, activity and whether or not it is known to those who perform or not perform various activities. That means, natural laws neither change from place to place nor with time, nor with identity of people. For example laws of motion in India, USA and at mars and moon are unchanged but different situations and events are relative observations of one another. If your nationality is Indian, only then you can inquire and find another person of American nationality. A bird can neither find an Indian nor American because it has no relativity of observation by knowledge of nationality laws.

This study of observation dependent relativity, when becomes a source of knowledge of laws of nature, limits our study and use by a point of view or scoping, and knowledge limited within a boundary is thus called 'subject' (unable to see beyond). No natural laws can be proved because it is unending network of cause and effect, and every cause is an effect of yet another cause. Best of knowledge of natural laws cannot predict what will exactly happen, and this discovery is continuous.

Laws of motion discovered by Newton existed even before Newton was born and shall exist after Newton, but the knowledge of laws with its limitation or subject to, is useful in taking decisions and ability to utilize forces of nature (by knowledge of laws of nature) in making work, effortless. This is Science (or relatively observed knowledge of cause and effect, in laws of nature) that makes work, effortless.

10. Law of nature is never made by any organization, any courts of law or military or rulers or any set of people in democracy. These are discovered (removal of cover) as these exist already. Any one man or woman is greatest of all by virtue of discovery of any one natural laws. And that contribution to humanity, helps every individual taking right decisions, allows independence, and without need of any external forces, agreement and government.

Incapable or 'yet to be capable' people find no other way except to make certain organization because they need control structures for security and defense. These 'man made' laws are risk based and with an aim of 'defense and strategy'. These unnatural laws are, for example, military diktat or democratic agreement, or results of conflict resolution in courts.

Political (warrior ) class, judicial (conflict resolution) class and family (gentlemen, trust and relationship) class make conceptually different organizations, with gradually reduced need of control and command. Gentlemen usually have organizations free of any control, and yet, are peaceful. On the other hand, criminal, military and political minds are restless and have very little trust, and stay in first class prisons. In the middle, are judicial class such as governments and courts. These are faceless instruments of laws that suffer from disease of specialization, gracelessness and obsolescence. Obviously, each of organization has its own merit.

Finally, only purpose of an organization is, to develop naturalized individuals who can live in a free state, free from fear and defense, remain effortless in work, and stay firm on decisions with the knowledge of natural laws. And this way, gradually reduce relying on control laws, need of organizations for defense and security, and need of governments.

Sodium and Chlorine which are highly reactive elements form sodium chloride as compound. This means, evils make strong organization. Gold is not reactive and is highly sensitive, and therefore, it does not easily make compounds or any organization. This means, only a capable individual is free of organization and management. Gold quality is not always desirable. This will be a worst case for any mediocre organization allowed to be run by a independent mind individual. Collective decisions and risk sharing is often the the best choice. Run of mill organizations, for this reason, require obedient person at the top, rather than, a dependable and independent person. Most of these organizations are not cause based or a development initiative but for reproduction or act of repetition.

Act of development or radical change in organization is brought about by an individual, and that change is then, multiplied by laws of nature or system of management. Did you not see how a car when it does not self start, needs to be pushed from outside? None can push it by sitting inside. And when it is pushed and the car responds to it, further movement occurs by mechanical power of the engine. For example, a king is always an individual and must decide on its own. The advises of ministers, his/her own experiences as undercover agent, intelligence inputs, listening to opponents and enemy are of equal importance, and are viewed on merit. King is not influenced by biases of any given point of view including any consensus of management. An organization and its management always follow the decision of that alone independent individual, at the top. And if a person who heads an organization is management oriented, he/she would surely fail. That would be like driver of a train which gets an order from hundreds of passengers inside it. Leaders in greatly respectful businesses such as Apple, Microsoft, Facebook, Google are actually, independent minded individuals.

All individuals under the laws of nature are equal and end of differentiation or relativity of observation is, Truth.

8. System or sciences or laws of nature when dealing with EchoNomicS (interaction or work, learning by feedback of self) is Management. Forces of nature when act in favor make a work effortless. Management system is 'use of system or laws of nature' in work or interaction, and effortlessly.

If Management is without the use of Natural Laws or System (cause and effect knowledge of those natural laws), the forces of nature cancel each other and conflicts and chaos begin and it is called Effort. This is like pushing a cart upside a hill and opposition forces of gravity makes it full of effort.

Work relying on management system, is a source of Joy and more is the work, more energy it produces, by default.

Success of work when without relying on management system is source of effort and conflicts, and causes ego in individuals and a sense of comparative achievement. Here work is a sink of energy, and more is work, more it reduces the energy.

Jail ya Khel is an example. Jail is also a model of management that relies on high controls made by laws of democracy or such institutions, and not the natural laws. Jail, even with best protection and full of comfort, is not source of satisfaction and joy. And Khel (football, any sport ) is also a management model that performs actions by natural laws and people playing and watching it get filed with energy and joy.

8. Management is "journey from disorder to order". Order is re-organization or team work that reduces Conflict (chaos) without which challenges of High Goal (high risk) cannot be met.

Management is a system or science which determines cause and effect relationships, accurately; and this knowledge helps making a model which reproduces that effect automatically by working at the cause.

Business is an act of multiplication or repetition. Management science is about making of organization (journey from order to disorder) for a purpose, but operating an organization, mechanically, is Business.

Management is a system (management science) employed, for example, automobile engineering that makes different automobiles for different purposes. Business is a sort of use (business administration) of those automobiles, or administration of it to actually let it do different things. In certain organizations, management and business become one, for example, cardiac surgeon operating heart, or deeply involved teaching, or high risk adventures where repeat opportunities are rare.

Business is multiplier action that converts power into speed. It multiplies goodness as well as badness, in a ratio of the amount of resources employed in it. Management is, a thoughtful action deciding the design of business model, and it corrects errors from multiplying.

7. Economics is echo nomy system. It is a method (system) to study (nomy) the feedback (echo) of the self.

All our work, interactions and behavior (acts of war) are an effort of recognizing and finding true self of our own.

The only person who it cannot see is he/she itself. Mirror, picture, give-take, or feedback are the ways, we can know our self. All our work and interaction is for receiving this echo or reflection of self, and out of so many different reflection or feed-backs, to find our true self, requires an analysis.

Chimpanzee when sees a mirror finds in it another chimpanzee. This image or echo of self causes it intense work, and finally it discovers that the other in mirror is none other but itself, and this self knowledge is revealed.

When truth of self is revealed, all work becomes unnecessary and this is a state of 'self' realization, lasting peace and satisfaction.
