The New moon of Muharram is born on 3rd November 2013 at 12:49:52 UTC. As the new moon is born very late, visibility of crescent is not expected anywhere in the world on 3rd November 2013. Now please take a look at the visibility curve of 4th November 2013 published above. You will notice that most part of the world is either in Green or Blue zone. All countries covered by these zones will achieve a direct visibility of crescent. The countries that do not have direct visibility will achieve the visibility using the concept of extension of the zone of visibility. Hence, all countries around the world should start the New Islamic Year / Muharram 1435 on the same day of Tuesday, 5th November 2013.
